1. Background
Haiti is highly vulnerable to tropical cyclones and severe weather events, which frequently damage water, sanitation, and hygiene (WASH) systems, disrupt essential services, and increase the risk of waterborne disease outbreaks. Hurricane Melissa is approaching Haiti and is expected to cause flooding, infrastructure damage,  and service  disruption.  The hurricane comes as the humanitarian situation in the country is dire, with 1.2M people displaced, widespread violence and frequent cholera outbreaks.
UNICEF, as the WASH  Sector Lead Agency, is supporting the Direction Nationale de l’Eau Potable et de l’Assainissement (DINEPA), its subnational branches (OREPA), and the Direction Générale de la Protection Civile (DGPC) in coordinating and implementing early WASH  emergency response and early recovery to Hurricane response. This response is guided by national response protocols, contingency plans, and WASH emergency standards (Sphere, UNICEF Core Commitments for Children in Humanitarian Action), ensuring timely, effective, child-focused and child-sensitive interventions.
2. Purpose of the Assignment
The WASH Expert will support the UNICEF Country Office WASH  team and national partners in coordinating  and implementing early WASH  emergency response and early recovery in Haiti. The deployment will ensure alignment with national response protocols, contingency plans, international WASH  emergency standards, and child- focused principles.
The WASH Expert will provide technical leadership, operational guidance, and coordination support to DINEPA, OREPA, DGPC, and partners, ensuring coherence between early response, early recovery, and long-term WASH system  strengthening.
The expert will complement, not replace, existing national and cluster coordination capacities, working closely with the WASH chief, WASH Cluster Coordinator and Information Management Officer already deployed.
 
3. Objectives
During the first two weeks of deployment,  priority will be given to rapid needs assessment, supply tracking, and ensuring continuity of WASH services in critical  facilities and shelters. Subsequent weeks will focus on early recovery planning and transition.
1.   Support the UNICEF Country Office in coordinating and reinforcing the existing WASH  coordination structure for early response and recovery in collaboration with DINEPA, OREPA, and DGPC.
2.   Lead and coordinate  WASH  needs assessments, ensuring child-focused and child-sensitive approaches, and contributing to multisectoral assessments.
3.   Support design and implementation of WASH  interventions guided by national contingency plans,  protocols, Sphere/UNICEF standards, and child protection principles. This includes
o  Monitoring and delivery of WASH supplies (hygiene kits, cleaning kits, water treatment chemicals, etc.)
o WASH in emergency shelters
o Restoration  of WASH services in affected schools
o Restoration  of WASH and IPC services in affected health care facilities
o Support continuity of water and sanitation  services by local utilities
4.   Develop WASH  technical and financial components of donor funding proposals
for response and early recovery.
5.   Strengthen capacity of DINEPA, OREPA, local governments, and implementing partners for effective coordination, service delivery, and system  resilience. Promote the humanitarian–development–peace (HDP) nexus, linking early response to recovery and long-term system  strengthening.
6.   Liaise  with health authorities and agencies to prevent cholera from spreading to hurricane and flood affected communities
7.   Ensure integration of cross-cutting issues, including child protection, gender equality, disability inclusion, climate  resilience, and accountability to affected populations (AAP).
8.   Contribute  to regular  UNICEF reporting, including  weekly SitReps and situation updates.
4. Key Responsibilities
4.1 Coordination Support
•   Support the UNICEF CO in coordinating and reinforcing the existing WASH
coordination structure with DINEPA, OREPA, DGPC, and other partners.
•   Facilitate collaboration with line ministries, UN agencies, NGOs, and local authorities to ensure coherent and effective WASH interventions.
•   Support inter-sector and inter-agency coordination to integrate WASH response with
Health, Education, Nutrition, Protection,  and other sectors.
•   Ensure coordination aligns with national contingency plans, emergency protocols, and child-focused and child-sensitive approaches.
4.2 Needs Assessment and Situation Analysis
•   Lead and coordinate  WASH  needs assessments, ensuring child-focused and child-sensitive approaches, and contributing to multisectoral assessments.
•   Collect and analyze data on infrastructure damage,  service gaps, and population vulnerabilities in Haiti, producing  reports to inform response and early recovery planning.
•   Ensure assessments comply with national response protocols, contingency plans, and WASH  emergency standards (Sphere, UNICEF).
4.3 Technical Guidance and Implementation Support
•   Support design and implementation of WASH  interventions guided by national contingency plans,  protocols, Sphere/UNICEF standards, and child protection principles. Intervention includes
1.   Monitoring and supporting delivery  of WASH  supplies (hygiene kits, cleaning kits, water treatment chemicals, etc.) to partners, authorities, emergency shelters  and institutions
2.   Ensuring WASH  services in emergency shelters are safe, accessible, and child-sensitive
3.   Restoring WASH  services in affected schools, prioritizing child safety and access
 
4.   Restoring WASH  and IPC services in affected health care facilities
5.   Supporting  continuity of water and sanitation services by local utilities and service providers
•   Integrate early recovery and system strengthening measures into all interventions to ensure resilience and sustainability.
•   Ensure close operational collaboration with the Health and Education sections to restore WASH services in health facilities and schools affected by Hurricane Melissa.
4.4 Liaise with health authorities and agencies to prevent cholera from spreading to hurricane and flood affected communities
•   Monitor epidemiological data and participate  to community  based surveillance system
•   In case  of cases, implement cholera response following the GTFCC cholera response pillars
4.5 Resource Mobilization and Proposal Development
•   Develop technical and financial components of donor funding proposals to support response and early recovery.
•   Provide cost estimates, results  frameworks, and justifications for WASH interventions, ensuring alignment with national priorities and child-focused approaches.
•   Contribute  to donor briefs, advocacy materials, and situation updates.
4.6 Capacity Building and System Strengthening
•   Strengthen capacity of DINEPA, OREPA, local governments, and implementing partners for effective coordination, service delivery, and system  resilience.
•   Promote the humanitarian–development–peace (HDP) nexus, linking early response to recovery and long-term WASH system  strengthening.
•   Facilitate training,  mentorship, and guidance on WASH emergency  response, early recovery, and child-sensitive programming.
4.7 Cross-Cutting Issues
•   Ensure integration of child protection, gender equality, disability inclusion, climate resilience, and AAP into all WASH interventions.
•   Support community  engagement and communication, integrating RCCE
approaches.
4.8 Monitoring, Reporting, and Documentation
•   Monitor delivery of WASH supplies and quality of services in affected areas.
•   Support monitoring of partner activities, service continuity, and compliance with standards.
•   Contribute  to regular  UNICEF reporting, including  weekly SitReps, situation updates, and technical briefs.
•   Produce an initial situation assessment (within first 10 days) and a short handover note summarizing progress, lessons, and outstanding  actions at the end of the deployment.
6. Reporting and Supervision
•   Reports to the UNICEF Chief of Emergency and works in close coordination with the Wash Chief and Deputy Representative (Programme). On the field (Les Cayes), Reports to the head of office.
•   Works closely with DINEPA, OREPA, DGPC, line ministries, UNICEF sectoral teams, and partners to ensure child-focused and child-sensitive interventions.
•   Contributes to regular UNICEF reporting, including weekly SitReps and situation updates.
7. Qualifications and Experience
•   Advanced  degree in Water Engineering,  Environmental Health, Public  Health, or related field
•   Minimum 8 years in emergency WASH  response, early recovery, and coordination
 
•   Demonstrated experience  supporting government-led coordination
•   Experience developing donor proposals and technical response plans
•   Fluency in French; Haitian Creole and English an asset
