Background
On 30 September 2025, the United Nations Security Council authorized, in resolution 2793 (UNSCR 2793), Member States to transition the deployed Multinational Security Support (MSS) in Haiti to the Gang Suppression Force (GSF), in close cooperation and coordination with the Government of Haiti, for an initial period of twelve months. The GSF mandate includes multiple tasks, including to conduct intelligence-led targeted, counter-gang operations to neutralize, isolate, and deter gangs that continue to threaten the civilian population, abuse human rights and undermine Haitian institutions.
The United Nations Secretary-General is authorized to establish a UN Support Office in Haiti (UNSOH) to provide comprehensive logistical and operational support to the GSF and to the Haitian National police (HNP) and the Haitian armed forces on any joint operations with the GSF. UNSOH will also provide technical support, through voluntary funding contributions, to the Organization of American States (OAS) SECURE-Haiti project and will provide standard United Nations mission support services to the United Nations Integrated Office in Haiti (BINUH).
The Standing Group of Partners (SGP) has the role of providing, in consultation with the Government of Haiti, high-level strategic direction, oversight, and relevant political decision-making for the GSF as appropriate. The SGP is overall responsible for (a) securing voluntary financial contributions for GSF personnel costs reimbursements; (b) facilitating force (military and police) generation; and (c) providing high level strategic representation and coordination for the GSF.
The SGP shall appoint a Special Representative (SR) who, as in-country head of the GSF, will report to the SGP and provide strategic oversight, representation and coordination for the GSF. The SGP appointed GSF Force Commander shall report to the SR and is responsible for operational command and day-to-day operational decision-making for the uniformed components of the GSF.
The SR is supported by an Office of the SR (the civilian component of the GSF)
Career Experience
The UNSOH Liaison Officer shall have: a minimum of seven years of progressively responsible experience in public or business administration, management, programme management, human resource management, finance, accounting, logistics, supply chain management, information technology or related area is required. Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) or similar international organization or non-governmental organization in a field-based environment is required. An advanced University degree (Master's degree or equivalent) in international affairs, business or public administration, management, logistics, human resources management, supply chain management, finance, engineering, accounting, law, or related fields is required; a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Formal training in the planning and conduct of operations at the operational and strategic levels and/or graduation from a military or government staff college would be an advantage.
Languages
Fluency in English (both oral and written) is required. Fluency in French is desirable.
Responsibilities of the UNSOH Liaison Officer
The UNSOH Liaison Officer is based in Port-au-Prince, shall report to the Deputy Chief of Staff (DCoS), and be responsible for collaborating with UNSOH to facilitate the provision of logistics support services by UNSOH, seeking to ensure support provided meets the requirements of the Office of the SR for the civilian component and the Force Headquarters and troop and police contributing countries for the uniformed component. The UNSOH Liaison Officer shall assist the Chief of Staff (CoS) and Force Commander to ensure the forecasting of GSF requirements are timely and achievable while ensuring UNSOH is able to have ready access to the necessary GSF data, verifications, detailed requirements forecast and priorities in a timely manner.
The UNSOH Liaison Officer shall during GSF start-up and thereafter continue to be responsible for the following tasks:
- Produce the UNSOH Liaison Team work plan for approval by the DCoS.
- At the direction of the DCoS, overseeing the recruitment of the Deputy UNSOH Liaison Officer.
- Oversee and supervise the day-to-day activities of the Deputy UNSOH Liaison Officer.
- Provide team data and function related information as requested to inform the GSF budget submission and review process.
- Serve as GSF mission level coordination focal point for UNSOH support matters, assisting Force Headquarters, troop and police contributing countries and the CoS and DCoS as appropriate.
- Working with UNSOH, contribute to GSF start-up planning, including transition from MSS, and thereafter contribute to GSF mission planning activities.
- Bring urgent or problematic mission support issues to the attention of UNSOH and/or the DCoS as soon as possible and provide advice on further management or response to these.
- Work with UNSOH and the GSF Force Headquarters to ensure the efficient flow and sharing of information necessary to deliver timely logistics support for the conduct of GSF wide activities and operations.
- Assist UNSOH to engage with the GSF Force Headquarters, GSF troop and police contributing countries and the Office of the SR to enable timely planning, equipment verification (contingent owned equipment – COE and UN owned equipment – UNOE) and accurate resources forecasting in accordance with United Nations rules, regulations and policies (including the Human Rights Due Diligence Policy – HRDDP).
- As the GSF mission level focal point, assist UNSOH to develop, implement and review overall logistics support plans for the GSF, particularly the infrastructure needed to provide logistic support.
- In consultation with the Force Commander or the designated Force Headquarters logistics focal point, assist to review logistics and support plans prepared by the Force Headquarters and the military, police and maritime components.
- Convene or participate in regular (at least weekly) mission support planning coordination meetings with UNSOH and GSF components.
- Assist UNSOH with budget forecasting ensuring GSF support needs are duly considered and addressed.
- In consultation with UNSOH, provide the SR, through the DCoS, with a periodic ‘mission support situation report’ that includes the highlighting of current and anticipated issues and priorities.
- Ensure handover notes are produced by UNSOH Liaison team members to ensure institutional knowledge is passed from outgoing to incoming staff.
The UNSOH Liaison Officer may be requested by the CoS to perform other duties, as required.
