Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Accountability to Affected Populations (AAP) is an active commitment by organizations engaging in direct assistance to populations in need of aid, to use power responsibly by taking account of, giving account to and being held to account by the people they seek to assist. AAP promotes people-centered approach that reinforces the broader accountability of the organization to all stakeholders including donors, governments and Member States.
IOM developed its AAP Framework that establishes IOM’s common approach for implementing and mainstreaming AAP throughout its crisis-related work as contained in its Migration Crisis Operational Framework (MCOF). It helps the Organization ensure quality and responsive programming in line with the evolving needs of beneficiaries, affected populations and communities and enforce the Organization’s zero tolerance against sexual exploitation and abuse (SEA) and other misconduct. The commitments of this framework were developed in line with the Inter-Agency Standing Committee’s (IASC) commitments to AAP and adapted to meet IOM’s operational realities. Adherence to the framework’s principles and achieving its commitments and objectives are mandatory.
As of December, 2020 the Regional Interagency Coordination Platform for Refugees and Migrants from Venezuela (RV4) estimated that more than 5,2 million refugees and migrants were outside of Venezuela, with the mast majority being in Latin America and the Caribbean. Many of them are in situations of extreme vulnerability which highlights the need to increase the international commitment and solidarity in support of plans to respond to concerned governments, addressing the more urgent humanitarian, protection and integration needs. On 12 April 2018, the UN Secretary-General, had tasked United Nations High Commissioner for Refugees (UNHCR) and IOM to lead and coordinate the response at the regional level. On 28 May 2018, the IOM Director General, and the High Commissioner for Refugees, sent to the Secretary General a joint letter informing him of the establishment by the two agencies of an inclusive, overarching Regional Inter-Agency Platform to steer the response to the Venezuelan refugees and migrants. The Regional Coordination Platform aims at developing a coherent and coordinated regional operational response in support of government authorities and national platforms.
Under the direct supervision of the Interagency and Reporting Officer,  in coordination with the Communications Officer, and the overall direction of the Head of the Interagency Coordination Unit within the Office of the DG’s Special Envoy for the Venezuela Situation, the successful candidate will lead the inter-agency AAP advocacy, awareness raising, project monitoring and evaluation and training development in the implementation of the R4V AAP Workplan.
The aim is to employ a dedicated and committed Specialist in Accountability to Affected Populations / Community Engagement (P2-level) with broad knowledge of the humanitarian sector and demonstrable experience in incorporating AAP and community engagement into humanitarian programmes.
In order to be successful in this position, the candidate will need experience in the implementation of humanitarian programs, in particular in the implementation of AAP emergency response activities. The candidate can demonstrate knowledge in accountability principles, inter-agency collaboration and the execution of AAP activities and in the development of training modules, in addition to direct field experience.
Core Functions / Responsibilities:
  1. In consultation with the Interagency and Reporting Officer, develop and conduct the Baseline Survey on inter-agency AAP initiatives and processes;
  2. In coordination with partners, develop and implement the R4V AAP advocacy and communication strategy including in the production of communication regional/country directory, and key messaging aimed at strengthening awareness on R4V AAP common objectives, complaints and feedback mechanisms, code of conduct including on PSEA in coordination with the PSEA Network, and on other AAP-related activities;
  3. In collaboration with partners, design and organize a high-level panel and seminar aimed to define a collective and regional approach on AAP;
  4. Develop inter-agency AAP Training of Trainers modules and associated guides contextually designed to build the capacity of R4V responders and partners;
  5. Prepare project monitoring and evaluation reports; and
  6. Perform such other duties as may be assigned.
Required Qualifications and Experience:
  • Completed advanced university degree from an accredited academic institution, preferably in Human Rights, Humanitarian Action, Law, Development, Anthropology, Social Sciences or related area.
  • Experience in AAP-related project implementation particularly in awareness-raising, training, and inter-agency coordination preferably with knowledge of Latin America humanitarian context;
  • Experience in developing and executing communication strategies with the use of multiple platforms including digital media;
  • Experience in data collection and analysis;
  • Proficient in using Microsoft Office products particularly including Excelsheet, Word, PowerPoint, and etc;
  • Excellent communication skills, verbal and in writing; and
  • Excellent level of partner coordination, networking and diplomacy skills.
Fluency in Spanish and English are required. Working knowledge of Portuguese is an advantage.
It is expected that the selected candidate is available to undertake duty travels in the region upon request.
