Background Description of Emergency / Justification for Request

Faced with a multidimensional crisis since 2012, Mali is going through one of the most difficult periods of this crisis. The recent torrential floods have caused rivers to overflow, displacing communities and damaging and disrupting access to essential services. Affected populations are in urgent need of food, health services, including sexual and reproductive health (SRH), protection, including gender-based violence (GBV) prevention and response services, and water, hygiene and sanitation. Women and children make up the majority of affected populations that raises up to 47,000 people according to official figures from the Government.
This is happening in a context where the security situation in Mali is extremely volatile and increasing numbers of people are continually attacked and/or displaced across the country in unpredictable patterns reaching almost 400,000 IDPs to date. The deterioration of relations between Mali and armed groups and various other partners has resulted in a sharp increase in insecurity across the country. This has resulted in serious human rights violations and other acts of terrorism, including the complete decimation of several villages and their inhabitants as well as led to a significant increase in gender-based violence and health concerns.
UNFPA has scaled up its humanitarian response in the last 3 years and in 2024 has almost tripled the funding for humanitarian supplies.

Security Situation Summary in country and main threats: (i.e armed conflict, terrorism, crime, social unrest, hazard)
Mali has been facing an acute economic, political and security crisis since 2012. Inter and intra-ethnic conflicts, the presence of non-state armed groups and terrorist attacks have all accrued instability, most notably in the North and Center of the country, but increasingly in the South as well. UN staff safety, security, access, and humanitarian needs continue to be a key concern especially after the MINUSMA withdrawal in December 2023
 
Role Description: Under the overall supervision of the Humanitarian Coordinator, and in close coordination with the IOM, the Logistician works in close collaboration with HQ, the Regional Office and implementing partners, other agencies and field staff to coordinate overall logistics support for UNFPA operations and in particular ensure effective management of emergency RH commodities and supplies at the central and peripheral levels (including management systems to record, track and report receipt, storage, refrigeration, transportation and distribution of all UNFPA goods including medical supplies). 


MAJOR DUTIES AND RESPONSIBILITIES

Programme Implementation and Coordination
  • Support the implementation of the procurement and distribution of all supplies for 2024 ( IARH Kits, Dignity kits and other furniture and equipments) excepting contraceptives that are managed separately
  • Support the follow up and update of the humanitarian supply plan aligned with the non-humanitarian plan and intervention.
  • Develop a forecast for plan based on the supply plan for UNFPA managed procurement
  • Develop a Concept of Operations for distribution, outlining how supplies will be dispatched to the last mile per product category (humanitarian and non-humanitarian)
  • Identify possible gaps in the logistics pipeline and provide input on how to strengthen the supply chain and logistics management processes (from forecasting to distribution, monitoring, data collection and reporting). 
  • Develop systems/standard protocols through which the UNFPA CO can operate, manage and forecast its emergency commodity needs including linkages with Government supply chain at central and decentralized level.
  • Provide support in projecting future needs for emergency supply preparedness
  • Liaise with the HQ Humanitarian Supplies Analyst and coordinate with country logistics clusters (if activated).

Monitoring and Evaluation
  • Develop a monitoring plan which includes the collection of both logistics and supply data to be used to improve product availability and quality to the last mile.
  • In collaboration with the humanitarian or SRH/GBV focal point, identify technical capacity of health facilities and personnel to utilize emergency IARH kits and GBV supplies
  • Undertake monitoring visits to ensure proper stock management, distribution, waste management conditions and processes based on product categories, and work with IPs and third party logistics providers to address gaps.
  • Track the receipt and distribution of all RH commodities and supplies.




Liaising/Coordination with Partner Agencies
  • Liaise with humanitarian stakeholders working in relevant sectors/Clusters, such as Health, WASH, Protection, Logistics, Camp Management, Education, etc. to ensure inclusion of commodities specific to UNFPA’s mandate into the national humanitarian response plan.
  • Establish partnerships with agencies that have broader logistics capacity than UNFPA (WFP, UNICEF, etc.) in order to facilitate movement of UNFPA commodities.

Reporting
  • Maintain regular reports on essential logistics information including stock on hand and incoming/outgoing stocks within UNFPA custody
  • Ensure standard data collection from IPs on stock on hand and supply dispatch to facility level to inform reporting and re-supply
  • Provide regular updates on UNFPA RH commodities and supplies management for inclusion in donor reports and OCHA SitReps.

Rapid Assessments/Field Visits
  • As appropriate, participate in joint field assessments or undertake UNFPA specific field visits/assessment missions to gain a better understanding of supply gaps and needs, existing logistics infrastructure, warehousing facilities, health facilities, transportation infrastructure and dispatch systems.

Capacity Development
  • Provide required capacity to IP staff as appropriate on medical logistics and pharmacy management practices and inventory controls
  • Coach and build capacity of staff members and staff of implementing partners responding to crisis, as appropriate.

Any Other Duties
  • Perform any other duties as required by the Representative and/or Head of Office


Qualifications and Skills Required:
  • Advanced degree in logistics management or equivalent relevant professional certification in areas such as transport, distribution and supply chain management.
  • 5-7 years of relevant experience in logistics management. (P3/P4)
  • Prior experience in managing medical supplies distribution, storage, transportation operations in emergency settings (military, commercial or with an international organization) required.
  • Experience and knowledge of UN systems, especially UNFPA, is an advantage.
  • Certification in humanitarian medical logistics, or experience managing medical logistics in emergencies, preferred
  • Experience in challenging and complex humanitarian/emergency setting
  • Good knowledge of humanitarian response.
  • Proficiency in English and working knowledge of French
