Background and Justification

Purpose of the Position

In the context of the WHO Health Emergencies Incident Management System (IMS), at the country level, the incumbent will have the overall responsibility for overseeing and managing the Operation Support and Health Logistics for the cholera health emergency response, ensuring an end-to-end follow-up, and guaranteeing an effective and efficient operation process at the incident site level in full compliance with WHO rules, the Standard Operating Procedures (SOPs) and within delegation of authority. The incumbent will be deployed to emergency operations when required for the cholera response.  

Job Description

Objectives of the Programme and of the immediate Strategic Objective

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Organizational context

Reporting to the OSL Team Lead, under the overall guidance of the EPR Team Lead and Head of WHO Country Office, and within the delegated authorities, the incumbent is a team member within the OSL team and will be responsible to ensure proper Operation Support and Health Logistics management for the WHO emergency preparedness and response for cholera.  S/he will engage will provide technical leadership to the Logistics pillar of the cholera response, to ensure that supplies across the pillars (particularly health and WASH) meet the needs of the response, and reach areas of need. The role will also involve engaging other UN agencies, Health Cluster partners, NGOs, and relevant health authorities to further establish strategic partnerships in respect of health operation management. Assignments also require ongoing contacts with counterparts in the respective regional office, HQ and Global Service Center. S/he will engage with other UN agencies, international partners, and NGOs, to share experience and provide required support.

Summary of Assigned Duties

During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme.
•    Strategic Planning and Management:
Participate in the overall management of WHO's health emergency response under the guidance of the OSL Team Lead (TL), ensuring the integration of logistics operations into WHO's and the health cluster's strategies. Plan and implement end-to-end provision of quality equipment and consumables for the cholera emergency response, minimizing crises' impact on health systems and populations. Establish partnerships and coordinate logistics responses at national and field levels, ensuring alignment with national authorities and cluster partners. Lead the daily management of the OSL team, ensuring compliance with WHO/OSL quality standards.
•    Supply Chain and Operations Support:
Oversee procurement, distribution, and storage of medical supplies essential for cholera treatment. Manage key operational support functions, including setting up WHE Office & EOC capacities, team living facilities, and WHO offices and warehouses. Ensure fleet management, staff transport support (e.g., air bridge, deconfliction, convoys), and emergency telecommunications in collaboration with relevant teams. Enhance support for field activities in hard-to-reach areas and ensure proper setup and functionality of field offices.
•    Cholera Treatment and Capacity Building:
Establish and equip Cholera Treatment Centers (CTCs) and Oral Rehydration Points (ORPs) following standard guidelines. Refurbish and equip health facilities, including medical equipment installation. Train and mentor local health personnel on logistics management, response protocols, and operational readiness to strengthen emergency response capacity.
•    Collaboration and Coordination:
Work closely with government agencies, NGOs, and stakeholders to ensure a harmonized response to cholera outbreaks. Coordinate logistics efforts within the Health and Logistics Clusters to ensure effective incident management.
•    Monitoring and Evaluation:
Implement systems to monitor and evaluate logistics operations and health interventions, ensuring efficiency and effectiveness in supporting emergency response objectives.
•    In close collaboration with the WCO’s Asset Manager and ICT manager, coordinate the establishment of the required field offices and telecommunication network capacity in compliance with WHO rules and procedures.
•    In the absence of the fleet manager, in collaboration with transport unit ensure adequate staff transportation means and organizational set up. In compliance with WHO standards, supervise the fleet management procedures including planning, maintenance, monitoring and reporting.

1.    Health logistics:
•    Oversee that the health facilities supported by WHO are adequately set up and equipped to sustain the medical activities conducted.
•    Provide technical expertise and advice to implementing partners in outbreak areas on setting up and maintaining CTUs, CTCs, and ORPs. This will involve deployments as well as support over Whatsapp and email.
•    Provides timely, proactive and expert advice and support, to the OSL TL, on all Health Logistics matters in the context of the emergency response including coordination and communication with regional offices as required. 
•    Assess and recommend proper health treatment centre are set up accordingly with WHO’s standard such as cholera treatment center or isolation center.
•    Ensures that water, sanitation, hygiene, waste management and infection control required activities are in place and up to standards for all health facilities supported by the WHO in collaboration with the WASH experts. 
•    Support the National Emergency Response plan with a comprehensive health logistic component. 
•    On biomedical, assess the current management at health facilities and propose priorities to address urgent issues and support the implementation. 
•    Contribute to the planning and set-up of the health facilities supported by WHO and support related mobile/ ambulatory health activities.
•    Provide Laboratory support as required in collaboration with the Lab Coordinator.
•    Monitors and reports regularly to the IMS team, drawing their attention to needs, gaps and problems, and proposing remedial actions.
•    Liaises with technical experts to ensure proper needs identification from stakeholders, and financial validation.

2.    Supply chain management:
•    When available guide the Supply Chain Officer or perform to a comprehensive forecast of the supply needs and whenever possible with the support of the UN partners present (WFP and logistics cluster):
•    Plan and oversee the effective transportation, delivery and storage of national and international operational support and programme supplies, for WHO's emergency operations in the field.
•    Liaise with responsible officials to ensure timely and efficient customs clearance, develop and apply monitoring tools, and reporting systems.
•    Supervise the maintenance of the required stockpiles of essential emergency equipment, e.g. Personal deployment material, radios, satellite telephones, IT equipment, etc.
•    When required, support the national authorities in leading and coordinating the national distribution plan of essential items to the health facilities network. 

3.    Security support:
•    Cooperate with the Field Security Officer in ensuring the well-being, security and safety of the WHO team members and responders, providing the Organization with the required means and setup to ensure applicability of the WHO site event risk reduction policy. 


4.    Assessment and monitoring:
•    Participate proactively in regular field assessments to monitor supply management, stock
•    movements and storage conditions.
•    Conduct field visits to assess locations/buildings to be selected for establishment of WHO field offices in compliance with MOSS rules and procedures.

5.    Performs any other related incident-specific duties, as required by the functional supervisor.

Education Qualifications

Essential
-    First university degree in business administration, logistics, supply chain management from an accredited/recognized institute.

Desirable
-    Master’s degree in business, administration, logistics supply chain management 
-    Training or knowledge of the WHO Inventory Management systems including but not limited to Global Inventory Management System (GIMS) the WHO Business Management System (BMS)_ Warehouse Management Solution (WMS), health logistics, health facility construction like cholera CTC, health emergency preparedness and responses.

Experience

Essential

-    At least 5 years’ experience, at the national and international levels, in logistics, health logistics, supply chain management, or supply logistics in a health care emergency response, or humanitarian response operations, or related area.

Desirable

-    Related experience with WHO, UN system, health cluster partners, recognized humanitarian organizations or international nongovernmental organization work in the field of outbreaks and/or health emergency response.
