Background and Justification
* Purpose of the Position In the context of the WHO Health Emergencies Incident Management System (IMS), at the country level, the incumbent will provide technical expertise to the incident management system in planning, monitoring, evaluating, coordinating the environmental health interventions for the nationwide cholera outbreak with a focus on provision of safe drinking water, safely managed sanitation, hygiene, environmental cleaning and disinfection and medical waste management. Provide technical advice based on WHO Guidance (e.g. WHO Guidelines on Drinking-water Quality, WHO Guidelines on Sanitation and Health) and tools (e.g. WHO/UNICEF Water and Sanitation for Health Facility Improvement Tool; WASH FIT) and on-site support to develop national technical and institutional capacities for the implementation of primary prevention interventions, particularly those related to safety of drinking water, safe sanitation, waste management, and chemical management. Objectives of the Programme and of the immediate Strategic Objectives The mission of the Division of Health Emergencies is to build the capacity of Member States to assess, prevent and manage health emergency risks, and lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The WHE Division brings together and enhances WHO's operational, technical and normative capacities in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. The Programme is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities.
Organizational context (Describe the individual role of incumbent within the team, focusing on work environment within and outside the organization)
Under the supervision of the Health Operations pillar lead, and with the overall guidance of the Emergency Preparedness and Response (EPR) Lead and Head of the WHO Country Office and working closely with counterparts at the respective regional office, HQ, other WHO staff and partners, the incumbent acts as the specialist for supporting key actions for health-based water, sanitation and hygiene efforts in the current cholera response. This involves providing technical leadership to the WASH cluster, which includes a number of partners such as UNICEF and IOM, to inform where supplies are directed to, in line with an understanding of the epidemiology. This will also involve collaborating with a broad range of WHO staff and responders as well as a broad range of officials from the Ministry of Health (MoH) and key partners to provide expertise and authoritative advice on priority actions to be taken and contribute to designing and implementing water and sanitation plans of action in health care facilities, shelters and priority communities pertaining to the incident management, including identifying needs, resources, and gaps, and coordinating with procurement and logistics teams at country level.
Summary of Assigned Duties During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme. 1) Conduct emergency rapid assessment for WASH (water, hygiene, sanitation, waste management and needs in the health facilities and for the health activities required in response to the emergency incident. 2) Provide technical leadership to the WASH cluster on the interventions needed in different outbreak areas, join up with health and other clusters, and how best to use limited WASH supplies to disrupt transmission. 3) Follow up and report country progress on WASH activities within the health facilities and for health activities in the context of the incident management system. Identify gaps and propose remedial actions. 4) Help design and support water quality monitoring and surveillance schemes to ensure water safety in healthcare facilities and in communities during emergencies/outbreak response. 5) Provide technical expertise, and when required, onsite support to the health partners on WASH, coordinating and proactively participate in the design and implementation of plans to build up or rehabilitate emergency health facilities. 6) Ensure that WASH, waste management and vector control set up in the health facilities and for health activities are conducted and set according to Sphere and WHO Standards. 7) Secure water, hygiene, sanitation, hand washing, environmental cleaning and disinfection and waste management for health activities within the WASH cluster, providing implementation guidance. 8) Conduct required training for MOH staff and WHO partners to build up local competences and facilitate the compliance with the WASH standards for all health activities. 9) Draft required evaluation or situation reports to ensure appropriated communication with incident manager and all related technical experts. 10) Perform any other related incident-specific duties, as required by the functional supervisor.

Education Qualifications Essential
First university degree in environmental engineering, environmental science, public health,, environmental health other related field from an accredited/recognized institute. Desirable
Advanced university (Master’s level or above) in public health water, sanitation and hygiene. Degree or training in computer applications in water and sanitation project design and related database systems. Experience At least five (5) years of relevant experience, at the national and international levels, in the design and implementation of water and sanitation assessment and/or the design and management of related projects in emergency situations. Experience in developing and promoting collaborative actions with national authorities. Desirable Some experience or a sound knowledge of WHO mandate and goals or in UN organizations/agencies, international institutions, health cluster partners, recognized humanitarian organizations or NGOs
