Background Description of Emergency / Justification for Request
 
Yemen faces one of the world's most severe humanitarian crises due to prolonged conflict, widespread displacement, and economic collapse. Millions require life-saving assistance, particularly in essential health services, protection, and multisectoral support. UNFPA is committed to enhancing its emergency response to address these critical needs effectively.

Role Description
Under the overall supervision of the UNFPA Representative and direct supervision of the Deputy Representative, the Monitoring, Evaluation, and Reporting Specialist will strengthen UNFPA's emergency response in Yemen. The specialist will work closely with program teams and the Monitoring and Evaluation unit to develop and implement a robust framework tailored to the emergency context.

Duties and Responsibilities
1. Monitoring
  • Create a streamlined monitoring and evaluation framework specifically for emergency response operations.
  • Ensure alignment with UNFPA’s core areas such as Sexual and Reproductive Health (SRH), Gender-Based Violence (GBV), Youth, and Rapid Response Mechanism (RRM).
  • Develop simple tools and guidelines suitable for use in challenging and insecure environments.
  • Facilitate effective monitoring by staff and implementing partners with varying experience levels.
  • Collaborate with program teams to define SMART (Specific, Measurable, Achievable, Relevant, Time-bound) indicators.
  • Focus on output and outcome-level indicators sensitive to gender, age, and vulnerability factors.
  • Oversee data flow patterns to guarantee prompt data collection, analysis, and reporting.
  • Enhance information management systems in collaboration with the Quality Assurance unit.
  • Visit project sites, including hard-to-reach areas, to assess intervention quality and timeliness.
  • Provide immediate feedback and recommendations to improve program effectiveness.
  • Manage third-party monitoring exercises by drafting Terms of Reference and overseeing their implementation.
  • Ensure dissemination of results and follow-up on recommendations.
  • Mentor staff and partners in emergency M&E practices.
  • Build the capacity of field staff in data collection and analysis.
2. Reporting
  • Develop templates that meet donor and UNFPA requirements for emergency operations.
  • Ensure templates allow for rapid, concise, and accurate reporting.
  • Collect periodic progress data from all emergency activities.
  • Analyze data to identify trends and areas needing attention.
  • Prepare situation reports, progress updates, and data visualizations.
  • Adhere to set deadlines and formats for UNFPA and donor reports.

Qualifications and Skills Required
Education:
  • Advanced university qualifications in public health, international relations/humanitarian law, social anthropology, demography, gender, economics or related fields.

Knowledge and Experience:
  •  5 years of relevant professional work experience in developing, implementing, managing complex country or program level monitoring and evaluation portfolios in international development.
  • Strong track record of innovative leadership in managing evaluation, and proven ability to produce high quality evaluations.
  • Demonstrate experience in being to define theories of change and guide programme implementation staff on the casual chain between inputs, immediate and outcome level results.
  • Strong track record in the field of results- oriented planning and monitoring string qualitative and quantitative and analytical research skill.
  • Ability to meet the deadlines.
  • Fluency in English is essential, good working knowledge in Arabic is an asset.
