Background and Justification

Purpose of the Position

In the context of the WHO Health Emergencies Incident Management System (IMS), and the Health Cluster at the country level, the incumbent will work with Health Cluster, and other key stakeholders to support the implementation of a standardized approach to the health cluster emergency response activities in DRC.

Job Description

Objectives of the Programme and of the immediate Strategic Objective

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Organizational context 

The IMO under the direction of the Health Cluster Coordinator in DRC as indicated in the TORs, when and where appropriate, within the structure of WHO Incident Management System.  The incumbent will report to the national Health Cluster Coordinator in RDC.  S/he will engage with the local authorities, UN partners, NGOs, and non-health actors to establish strategic partnerships in respect of multi-dimensional information management processes.

Summary of Assigned Duties:

During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme.
 
  1. Support the timely and high-quality collection, analyses, production and dissemination of data/information. This includes response specific information (who, what, where, how many, how quickly, current status), internal and external cluster situation reports (SitReps), rapid needs assessments, health risk assessments, and the Public Health Situation Analysis; and health inputs into humanitarian needs overviews (HNO), and strategic response plans (SRP).
  2. Contribute information to the drafting of all relevant planning documents including project proposals, appeals, reports, dashboards, etc.
  3. Aggregate and maintain inter-country information from WHO and partners including contact lists, performance monitoring, health indicator data, health situation data, health response data
  4. Perform basic geographic analysis for maps and other reports (such as dashboards, SitReps, etc).
  5. Undertake inter-agency initiatives, particularly with OCHA, related to information management, seeking to improve information sharing between institutions, to strengthen access to information from other organizations and clusters, and to contribute to inter-sectoral dashboards and reports
  6. In collaboration with the relevant epidemiologist, design the IM component of field epidemiological surveys if/where needed, such as mortality and vaccination coverage surveys
  7. Provide ongoing technical guidance and training, to the team members and partners involved in the planning and data/information management process; on data gathering and analysis, quality assurance, performance monitoring, information dissemination and management. Including partner capacity mapping.
  8. Provide partner coordinator and health partners with Information Management technical skills (Data management, visualization, mapping, HeRAMS etc.) depending on the needs challenges, including capacity building on the Public Health information Management Toolkit.
  9. Prepare and report monthly updates from sub-national hubs Guinea, compile weekly inputs from Health Partners and to be shared with the Health Sector Partner Coordinator (National).
  10. Undertake field mission activities in targeted areas to support the health sector and Public Health Information Systems (PHIS) in the assessment of provincial-level priorities/needs, and implementation of the COVID19 Emergency transition Plan, through the COVID-19 community response implementation, antigenic COVID-19 tests routinization/vulgarization in health facilities and community also, samples collection for strengthening genomic surveillance and sequencing capacities in DRC.
  11. Perform any other related duties, as required by the functional supervisor.

Functional Knowledge and Skills
 
  • Demonstrated ability to design, manage and analyze complex information system projects, computer-based applications and databases, web-based tools
  • High level of analytical skills.
  • Knowledge of programme management and functioning of WHO and the UN system is an asset.
  
Education Qualifications

Essential
  • First university degree in public health, statistics, epidemiology, social sciences, information or data management, or a related field, complemented by training in information management from an accredited/recognized institute.
  • 3 years’ experience in a humanitarian context
Desirable
 
  • Post-graduate degree in public health, statistics, epidemiology, social sciences, information or data management, or a related field.
  • Specialization in information management systems. Specific training in humanitarian response or emergency information management.
Experience

Essential
  • At least 5 years of related experience in information management, monitoring, needs assessment, project management, data management and information dissemination in the public health sector or health development sector, part of which in emergency management or humanitarian context.
  • Experience in developing and promoting collaborative partnerships.
Desirable

Relevant work experience in WHO, other UN agencies; experience working in relevant non- governmental or humanitarian organizations. Experience in developing countries.

Strong command of French and English
