Background
On 30 September 2025, the United Nations Security Council authorized, in resolution 2793 (UNSCR 2793), Member States to transition the deployed Multinational Security Support (MSS) in Haiti to the Gang Suppression Force (GSF), in close cooperation and coordination with the Government of Haiti, for an initial period of twelve months. The UN Security Council has authorized multiple tasks within the GSF mandate.
The United Nations Secretary-General is authorized to establish a UN Support Office in Haiti (UNSOH) to provide comprehensive logistical and operational support to the GSF and to the Haitian National police (HNP) and the Haitian armed forces on any joint operations with the GSF. UNSOH will also provide technical support, through voluntary funding contributions, to the Organization of American States (OAS) SECURE-Haiti project and will provide standard United Nations mission support services to the United Nations Integrated Office in Haiti (BINUH)
The Standing Group of Partners (SGP), comprising seven Member States (Canada, El Salvador, Guatemala, Jamaica, Kenya, The Bahamas, and the United States of America) has the role of providing, in consultation with the Government of Haiti, high-level strategic direction, oversight, and relevant political decision-making for the GSF as appropriate. The SGP is overall responsible for (a) securing voluntary financial contributions for GSF personnel costs reimbursements; (b) facilitating force (military and police) generation; and (c) providing high level strategic representation and coordination for the GSF.
The SGP shall appoint a Special Representative (SR) who, as in-country head of the GSF, will report to the SGP and provide strategic oversight, representation and coordination for the GSF. The SGP appointed GSF Force Commander shall report to the SR and is responsible for operational command and day-to-day operational decision-making for the uniformed components of the GSF.
The SR is supported by an Office of the SR (the civilian component of the GSF)


Career Experience
The Intelligence Analyst shall have a minimum of five (7) years of progressively responsible experience in intelligence collection, analysis, or all-source fusion within a government, law enforcement, or national intelligence community context is required. Strong analytical, writing, and briefing skills are required. Demonstrated experience in daily intelligence production and monitoring, including synthesising multi-source reporting into timely assessments, is required. Experience maintaining intelligence records, collection tracking matrices, and analytical reference files is required. Experience working in an integrated civilian-military-police environment is required. Experience working in or in support of a field operation of a regional or international organization is desirable. Experience working in a United Nations Joint Mission Analysis Centre or situation center is desirable. Experience working in a complex or dangerous security environment is desirable. An advanced university degree (Master’s degree or equivalent) in political science, international relations, foreign affairs, law or related field is desired, though commensurate work experience will be considered in lieu of a masters degree. Formal training in conducting intelligence operations at the operational and strategic levels (military, police or government institutions) is required. Qualifying experience and relevant academic/professional qualifications, such as accreditations from military or government command and staff colleges, may be accepted in lieu of a university degree.
Shall demonstrate strong, hands-on technical proficiency with the peacekeeping intelligence and situational awareness stack in use within the GSF operational environment. Familiarity with SAGE (Situational Awareness Geospatial Enterprise), including the ability to input, query, and interpret structured incident and event data coded by type, location, and impact, is required. Comfort with Unite Aware Maps, real-time operational dashboards, and patrol-planning integration tools is required. Familiarity with GIS and geospatial mapping platforms, including ESRI ArcGIS or equivalent, is required. The post-holder must be able to read and interpret layered geospatial visualizations, incorporating incident data, patrol overlays, infrastructure mapping, and population dynamics and translate those visualizations into clear, accurate written assessments that support operational decision-making.
Languages
Fluency in English and French (both oral and written) is required. Fluency in Haitian Creole (Kreyòl Ayisyen) is an advantage.
Responsibilities of the Intelligence Analyst
The Intelligence Analyst reports to the Deputy Joint Intelligence Analysis Unit (JIAU) and is based in Port-au-Prince, Haiti. The Intelligence Analyst supports a joint civilian-uniformed standing capacity to collect and synthesize all-source information and produce medium- and long-term integrated analysis for the SR and wider GSF leadership. Joint analytical products shall provide the basis for enhanced mission planning and decision-making through an improved understanding of issues and trends, their implications.
Within delegated authority, under the direct supervision of the Deputy JIAU, the Intelligence Analyst will be responsible for the following duties:
  • Assist to establish and maintain Information Requirements (IR) and Priority Information Requirements (PIR); track collection against established requirements on a daily basis; identify and flag gaps in reporting to the Deputy JIAU; and maintain the collection matrix as a living document reflecting the current state of the JIAU’s intelligence picture. Monitor all incoming reporting on a daily basis including JOC situation reports, GSF component reports, open source, and diplomatic readouts, synthesising the reporting into a coherent daily picture and flagging items requiring the Deputy JIAU’s attention or immediate action.
  • Engage regularly with other SR staff cells, including political, rule of law, civil affairs, and communications to identify their analytical and information needs, translate those needs into collection requirements, and ensure the JIAU’s collection priorities reflect the full range of the SR office’s operational requirements.
  • Assist in the collection and analysis of information as well as the timely production and dissemination of forward-looking assessments.
  • Develop and maintain strong collaborative relationships with GSF units and components, particularly the Force Headquarters-J2 Intelligence Branch.
  • Support the development and maintenance of GSF working relationships with the UN system, the OAS, and other relevant international partners for the timely acquisition of information relevant to the GSF mandate, under the direction of the Deputy JIAU and within the bounds of the analyst’s delegated authority.
  • Collect, collate, evaluate and analyze information related to developments/events relevant to the implementation of the GSF mandate.
  • Support the production of accurate and timely integrated analysis, assessments, and other products as required; design and maintain maps, charts, and other visual products that present analytical judgments in a format accessible to senior leadership; and ensure all products are formatted to the standard required by the Deputy JIAU before clearance and dissemination.
  • Maintain the JIAU’s intelligence records and reporting archive, including tracking what has been reported, by whom, with what level of confidence, and how it has been used, ensuring the Deputy JIAU has a clean, reliable, and auditable picture of all holdings at all times.
  • Build and maintain analytical reference files on gang networks, key individuals, geographic areas of interest, civil society actors, and relevant political dynamics, ensuring the JIAU’s institutional knowledge is current, accessible, and passed on to incoming staff.
  • In consultation with the Deputy JIAU,
  • support the development and application of JIAU tools, standards, and procedures, including intelligence and information management procedures, analytical and drafting standards, and collection planning frameworks.
  • Represent the JIAU in meetings as required.
  • Produce handover notes to ensure institutional knowledge is passed on to incoming or replacement Intelligence Analyst, as required.
The Intelligence Analyst may be requested by the Chief JIAU or Deputy JIAU to perform other duties, as required.
