Reporting line: The incumbent will report to the Supply Chain Manager, based in Bunia.
1. Background and Rationale
The Democratic Republic of the Congo (DRC) is responding to an outbreak of Ebola Virus Disease (EVD) caused by the Bundibugyo virus strain, occurring within a complex humanitarian and public health context. The response is led by the Ministry of Health (MoH) with technical and operational support from the World Health Organization (WHO), Health Cluster partners, and other national and international actors, and is implemented under the Incident Management System (IMS).
The EVD response requires reliable, secure, and well-managed warehouse operations to ensure availability, integrity, and timely distribution of medical supplies, equipment, and materials required for surveillance, laboratory testing, case management, IPC, vaccination, and other response pillars. Weak warehouse management, poor stock control, or inadequate storage conditions can lead to stock losses, damage, expired items, and disruptions to response operations.
To address these risks, WHO will deploy a Warehouse Manager at sub-national level to oversee warehouse operations, ensure compliance with WHO storage and inventory standards, and support efficient receipt, storage, and dispatch of Ebola response supplies over a medium-term surge period.
2. Purpose of the Assignment
To strengthen Ebola Virus Disease response supply operations through effective warehouse management, inventory control, and distribution support, ensuring secure, accurate, and timely handling of Ebola-related supplies over a six-month deployment.
3. Key Tasks
- Manage day-to-day operations of assigned warehouses supporting the Ebola response;
- Ensure proper receipt, inspection, storage, and dispatch of medical supplies and equipment;
- Maintain accurate inventory records, stock cards, and warehouse databases;
- Ensure compliance with WHO standards for storage conditions, including cold chain where applicable;
- Monitor stock levels, batch numbers, expiry dates, and ensure application of FEFO (First Expiry, First Out) principles in stock management;
- Coordinate closely with Supplies Officers, Health Logistics Officers, and operations teams;
- Support preparation of warehouse reports, stock status updates, and audits;
- Ensure proper warehouse layout, space utilization, and capacity planning to support operational scale-up;
- Implement loss prevention, safety, and security measures in warehouse operations;
- Supervise warehouse staff and casual labor as applicable;
- Support training and mentoring of warehouse personnel on standard procedures;

- Timely dispatch of supplies to health facilities and response teams
- Regular warehouse status updates submitted to IMS and logistics coordination meetings

5. Qualifications and Experience
- University degree or professional qualification in logistics, supply chain management, warehouse management, or related field
- Minimum 5 years of experience in warehouse management or logistics operations
- Experience supporting humanitarian or emergency response operations
- Prior experience in Ebola or infectious disease response desirable
- Experience working with WHO, UN agencies, or NGOs desirable

The position is based in a complex humanitarian and security environment. The incumbent must adhere to UN and WHO security policies, movement restrictions, and safety procedures.

11. Working Hours
This is an emergency response position and may require extended working hours, including evenings and weekends, depending on operational needs.
