Sub-National Health Cluster Coordinator – Ebola Virus Disease (EVD) Response
Democratic Republic of the Congo
Duty station: TBC
Duration: 6 months
Grade: P4

1. Background and Rationale
The Democratic Republic of the Congo (DRC) is responding to an outbreak of Ebola Virus Disease (EVD) within a complex humanitarian and public health context. The response is led by the Ministry of Health (MoH), with support from the World Health Organization (WHO), Health Cluster partners, and humanitarian actors, and is implemented through the Incident Management System (IMS).
Effective outbreak response requires strong coordination of health partners to ensure coverage, quality, and equity of life-saving health services while avoiding duplication and gaps. At sub-national level, strong leadership is critical to align partners, support evidence-based planning, and integrate health actions with other sectors.
2. Purpose of the Assignment
To lead and coordinate the Health Cluster response at sub-national level in support of the EVD outbreak response, ensuring effective partner coordination, evidence-based planning, monitoring of service delivery, and integration with IMS and inter-cluster mechanisms.

3. Key Tasks
Health Cluster Coordination and Leadership
  • Lead the Health Cluster at sub-national level in line with IASC and Health Cluster guidance;
  • Facilitate regular Health Cluster coordination meetings and follow-up on action points;
  • Represent the Health Cluster in inter-cluster and IMS coordination forums;
  • Promote partnership principles, neutrality, and accountability.


Strategic Planning and Monitoring
    • Coordinate health needs assessments and gap analyses, including 4Ws;
    • Lead development and monitoring of health response plans and contingency plans;
    • Ensure integration of cross-cutting issues (GBV, MHPSS, protection);
    • Monitor service coverage and performance.

Resource Mobilization and Advocacy
  • Support pooled fund and appeal processes;
  • Advocate for health priorities and protection of health services;
  • Promote linkage between humanitarian response and health system recovery.

4. Expected Deliverables
    • Functional Health Cluster coordination mechanism at sub-national level;
    • Regular Health Cluster situation reports and updates;
    • Updated health needs and gap analyses;
    • Health response plans aligned with IMS priorities;
    • Final handover and transition report.

5. Qualifications and Experience
    • Advanced university degree in public health, medicine, or related field;
    • Minimum 7 years of experience in humanitarian health coordination;
    • Experience in health cluster coordination or similar mechanisms;
    • Knowledge of humanitarian standards and IMS;
    • Ebola or outbreak experience is an asset.

    • Essential: French and English
