1. Background and Rationale
The Democratic Republic of the Congo (DRC) is responding to an outbreak of Ebola Virus Disease (EVD) caused by the Bundibugyo virus strain, occurring within a complex humanitarian and public health context. The response is led by the Ministry of Health (MoH) with technical and operational support from the World Health Organization (WHO), Health Cluster partners, and other national and international actors, and is implemented under the Incident Management System (IMS).
EVD outbreaks significantly increase the risk of gender-based violence (GBV), including sexual violence, intimate partner violence, exploitation, and abuse. Survivors require timely access to survivor-centred, confidential, and quality services, including clinical management of rape (CMR), psychosocial support, and safe referral pathways.
To address these needs, WHO will deploy a GBV Specialist to strengthen coordination, provide technical guidance, and support the integration of GBV prevention and response within the EVD response.

2. Purpose of the Assignment
To strengthen the prevention of and response to gender-based violence within the EVD response through technical leadership, coordination, and integration of survivor-centred GBV interventions over a six-month deployment.

3. Key Tasks
Technical Leadership and Integration
  • Provide technical guidance on GBV prevention, risk mitigation, and response in EVD contexts;
  • Support integration of GBV considerations across EVD response pillars, including case management, IPC, RCCE, and survivor care;
  • Promote survivor-centered and ethical approaches aligned with international standards;
  • Support adaptation and dissemination of GBV tools and protocols.
Coordination and Partnership
  • Support coordination of GBV-related activities within health and inter-sectoral mechanisms;
  • Strengthen referral pathways between health, MHPSS, protection, and legal services;
  • Liaise with GBV, SRH, PRSEAH, and MHPSS actors to ensure complementarity;
  • Contribute GBV inputs to IMS meetings and coordination fora.

Assessment, Monitoring and Capacity Building
  • Support GBV risk analysis and assessments;
  • Support mapping of GBV services and identification of gaps;
  • Contribute GBV inputs to situation reports and response plans;
  • Support capacity building of health workers and partners on CMR and safe referrals.

4. Expected Deliverables
  • GBV technical guidance integrated across EVD response pillars;
  • Strengthened referral pathways for GBV survivors;
  • GBV risk analyses incorporated into response planning;
  • Capacity-building activities delivered;
  • Regular GBV inputs to situation reports;
  • Final handover and transition report.

5. Qualifications and Experience
  • University degree in public health, health sciences, social sciences, gender studies, or related field;
  • Minimum 5 years of experience in GBV prevention and response, preferably in humanitarian settings;
  • Strong knowledge of survivor-centered approaches and Clinical Management of Rape;
  • Experience in complex emergencies or outbreak responses desirable;
  • Experience working with WHO, UN agencies, or NGOs is an asset.

  • Strong technical expertise in GBV in emergencies;
  • Ability to work within multi-sectoral and IMS coordination structures;
  • Strong communication and partnership-building skills;
  • Results-oriented and adaptable.

  • Essential: French and English
  • Desirable: Local language
