BACKGROUND AND CONTEXT
The Government of the Democratic Republic of Congo has declared a new outbreak of Ebola Virus Disease (EVD) affecting the provinces of Ituri and North Kivu, including the health zones of Mongbwalu, Rwampara, Bunia, and additional areas in North Kivu. National authorities, with the support of humanitarian partners, have activated emergency coordination and response mechanisms to contain the outbreak.
The epidemic is unfolding in a highly complex humanitarian context marked by insecurity, armed conflict, population displacement, and limited access to essential services. High population mobility, overcrowded living conditions, and weak WASH infrastructure significantly increase the risk of healthcare-associated and community transmission.
The current outbreak involves an Ebola virus strain for which no approved vaccine is available. As a result, Infection Prevention and Control (IPC) and Water, Sanitation and Hygiene (WASH) interventions represent one of the most critical pillars of the response to reduce transmission and protect health workers and communities.
In this context, UNICEF is scaling up its operational WASH/IPC response in support of the Ministry of Health and the national IPC coordination mechanisms. Priority interventions include reinforcement of IPC/WASH measures in healthcare facilities and treatment centers, deployment of emergency WASH and IPC supplies, strengthening of environmental cleaning and healthcare waste management systems, support to community-based IPC/WASH activities, and rapid operational support in affected health zones.
UNICEF is therefore requesting temporary surge support for a WASH/IPC Specialist to support the implementation and operational management of UNICEF’s Ebola response. The specialist will support the development and management of partnerships with implementing partners, operational planning, resource mobilization, supply and logistics coordination, deployment of WASH/IPC supplies and equipment, field supervision, and monitoring of UNICEF-supported interventions across affected provinces.
The specialist will also ensure that Prevention of Sexual Exploitation and Abuse (PSEA) standards and safeguarding measures are systematically integrated and respected across UNICEF-supported interventions and by all implementing partners involved in the response.
The surge support will contribute to ensuring the timely, effective, and well-coordinated implementation of UNICEF’s WASH/IPC response activities in a context where rapid operational scale-up of IPC measures is essential to contain the outbreak.
3. TERMS OF REFERENCE
ROLE PURPOSE: To provide technical and operational leadership for UNICEF’s WASH/IPC response , supporting rapid scale-up of outbreak response activities and ensuring effective implementation aligned with national priorities.
MAJOR DUTIES AND KEY RESPONSIBILITIES
• Provide strategic and operational leadership for UNICEF’s WASH and IPC Ebola response at provincial level, ensuring effective programme implementation aligned with national response plans.
• Lead the planning and implementation of UNICEF WASH/IPC interventions, including preparation of ProDocs, workplans, budgets, and operational priorities.
• Coordinate partnerships with government, UN agencies, NGOs, and implementing partners to ensure timely and quality delivery of response activities.
• Support resource mobilization efforts, including needs estimation, proposal development, donor engagement, and reporting.
• Oversee the procurement, mobilization, and deployment of WASH/IPC supplies, human resources, and operational support required for the response.
• Supervise implementation, logistics, supply management, and field monitoring across affected health zones to ensure timely and compliant programme delivery.
• Represent UNICEF in Provincial IPC coordination mechanisms and ensure effective coordination with other response pillars and partners for an integrated outbreak response.
MINIMUM REQUIREMENTS:
• Advanced degree in Public Health or WASH
• Minimum 5 years of relevant experience, including emergency response
• Proven experience in outbreak response, solid background in IPC programming
• Experience working in humanitarian settings with coordination responsibilities
• Strong analytical, coordination, and operational skills
• Fluency in French required; working knowledge of English desirable
