BACKGROUND

Lebanon is facing a worsening humanitarian crisis with 1 million people affected and as of 11 March over 700 internally displaced persons. UNICEF is mounting a humanitarian response at scale nationally with responses in collective shelters, host communities and hard-to-reach areas.


PURPOSE
The Information Management Officer will work under the supervision and direction of the Planning and Monitoring Specialist for overall information management within the UNICEF Lebanon Country Office for the emergency response. The Information Management Officer will support the UNICEF Lebanon programme sections and the humanitarian Sectors to provide humanitarian data collection, compilation and analysis. The Information Management Officer will draw upon a range of technical skills including for data collection, data management, data visualization including mapping, and knowledge management.
 

MAIN RESPONSIBILITIES AND TASKS
•   Contribute to the reporting of UNICEF humanitarian outcomes and Humanitarian Performance Monitoring targets through the systematic collection and analysis of data on high frequency programme performance indicators to monitor UNICEFs programmatic response to the crisis in Lebanon, leveraging and developing on existing IM systems and tools as appropriate.
•   Support the collection and analysis of situational data on children and their families in Lebanon, including the development of IM systems and tools as appropriate.
•   Support the analysis of data and information from multi-sectoral and sector-specific assessments to allow consistency and comparability on needs assessments and analysis.
•   Analyze and visualize needs and response data and information to inform the definition of strategies and plans to overcome needs, including through the use of data collection, data analysis and visualization
software such as PowerBi, ArcGIS, SPSS and ActivityInfo.
•   Ensure information is timely disseminated, and in a way that is easy to understand and use, among UNICEF
stakeholders as well as with government, donors and civil society.
•   Ensure links are made with existing information systems in the humanitarian sector, including with the inter- agency assessment and information management working group, allowing UNICEF to have compatibility with other humanitarian information management tools as appropriate.
•   Contribute to build capacities among governmental and other national and local partners and stakeholders as per issues related to information management
•   Anticipate information needs and suggest appropriate tools or products to meet the needs of UNICEF.
•   Support the analysis of data and information from channels for community feedback/ Accountability to
Affected Populations to make UNICEF responsive to feedback in real time.
•   Work closely with the humanitarian reports officer on mapping and products.
•   Conduct support visits to the field offices.
•   Other relevant tasks as required.



MINIMUM QUALIFICATIONS AND COMPETENCIES
•   Advanced  university  degree  or  equivalent experience in  geographisciences,  including  information technology and statistics
•   Strong knowledge of GIS/cartographic tools and outputs, with advanced knowledge on mapping tools
•   Ability to develop systems and tools for Information Managers to present information in multiple formats
•   A minimum of 5 years of experience with either the UN and/or NGO
•   Fluency in English (verbal and written). Good written and spoken skills in Arabic is highly desirable and is a strong asset.
