Organizational Context and Scope
Hurricane Melissa made landfall in Jamaica on 28 October 2025 as a Category 4–5 hurricane, causing severe flooding, landslides, and widespread destruction of housing and infrastructure. The hurricane has led to significant displacement and urgent humanitarian needs across affected parishes. IOM has activated its emergency response under the ECHO-funded Resilient Caribbean Project to support the Government of Jamaica through Displacement Tracking Matrix (DTM) operations and coordination of shelter, NFI and CCCM interventions.
Responsibilities and Accountabilities
• Develop and maintain the 345W matrix for Jamaica.
• Collect and analyze (rapid) assessment data, satellite imagery, and social media information to support coordination and sectoral strategy.
• Provide inputs for OCHA situation reports and appeal documents.
• Participate in sectoral working group meetings.
• Act as replacement for the Sector Coordinator in their absence.
• Ensure knowledge transfer and continuity through a handover plan to the identified national staff member who will assume responsibilities after deployment.
• Adhere to IOM’s security and administrative procedures.
• Report to the direct supervisor and coordinate with designated focal points for practical arrangements, security, and performance evaluation.
Required Qualifications and Experience
EDUCATION
University degree in social sciences, information management, computer science, engineering, emergency management, or a related field.
EXPERIENCE
• Previous experience in information management within humanitarian emergency contexts, preferably in the shelter sector.
• Experience in collecting, analyzing, and presenting quantitative and qualitative data.
• Experience coordinating with humanitarian actors and participating in sectoral working groups.
• Previous international and multicultural experience is desirable.
SKILLS
• Proficiency in data management and analysis tools (e.g., Excel, databases, GIS).
• Ability to work under pressure and in emergency contexts.
• Excellent oral and written communication skills.
• Strong teamwork and inter-agency coordination abilities.
• Flexibility and adaptability to changing contexts and priorities.
• High sense of responsibility and accountability.
• Cultural sensitivity and commitment to humanitarian principles.
Languages
IOM’s official languages are English, French, and Spanish.
