Brief Description of Emergency Outbreak/Upsurge and the Consequences for OCHA:

Since 7 October 2023, the landscape in Gaza has fundamentally changed. Decades of occupation, repeated cycles of conflicts, political instability, and isolation due to the Gaza blockade, barrier wall and movement restrictions had left the population heavily reliant on aid to meet basic needs. The protection concerns which previously existed have been exponentially exacerbated, both in Gaza and the West Bank, including East Jerusalem.

Brief Surge Need Justification:

Additional capacity is required to address the needs stemming from this emergency. Other OCHA offices will continue to provide surge and remote support as and when required, and the Country Office will revisit the staffing requirements and succession planning over the course of the SBP deployment.

OCHA’s Role and Key Challenges:

OCHA’s overall goal in oPt is to ensure the delivery of effective and principled humanitarian action that meets the needs of the most vulnerable people. To achieve this, OCHA supports the humanitarian partners in operational coordination, humanitarian financing, public information, humanitarian analysis, advocacy and information management.

Main Partners and Stakeholders in the Field:

Staff at all levels within OCHA both in New York and Geneva. Humanitarian Coordinators and their staff in the field, as well as Programme Managers, Regional Commissions Desk Officers and other staff DPA, DPKO and DPI Representatives of other UN humanitarian agencies and other member organizations in the Inter-Agency Standing Committee. UN Resident Coordinators in disaster-prone developing countries UN Mission and Member State personnel with responsibility for humanitarian issues, and non governmental organization representatives and the academic community.

Long-Term Plan After SBP Deployment Ends:

The deployee will cover needs generated by the response and by the end of their deployment the country office will have assessed the longer-term needs and filled gaps with staff.

ROLE REQUIREMENTS


Main Tasks and Duties to be Executed:

- Monitors, analyzes and reports on humanitarian developments, disaster relief/management or emergency situations in assigned country/area.
- Organizes and prepares studies on humanitarian, emergency relief and related issues; organizes follow-up work, including interagency technical review meetings to support policy development work and decision-making on important issues.
- Participates in large, complex projects, to include disaster assessment or other missions; assists in the coordination of international humanitarian/emergency assistance  for complex emergency/disaster situations and in ensuring the necessary support (e.g. staff, funding, specialized equipment, supplies, etc.); drafts situation reports to the international community, apprising of situation to date and specifying unmet requirements of stricken countries.
- Partners with other humanitarian agencies to plan and evaluate humanitarian and emergency assistance programmes and help ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender-related considerations.
- Manages the production of appeals for international assistance; ensures the proper use and spending of donor contributions channeled through OCHA.

- Establishes and maintains contacts with government officials, other UN agencies, non governmental organizations, diplomatic missions, media, etc.
- Undertakes and provides support to technical assistance and other field missions, e.g. participates in field trips to undertake in-depth reviews of specific country coordination mechanisms.
- Prepares or contributes to the preparation of various written reports, documents and communications, e.g. drafts sections of studies, background papers, policy guidelines, parliamentary documents, briefings, case studies, presentations, correspondence, etc.
- Serves as the primary focal point on specific topics or policy-related issues; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues.
- Reviews and provides advice on policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance.
- Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters.
- Provides guidance to, and may supervise, new/junior staff.
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Performs other duties as required.

Expected Outcome of the Deployment:

Provides sound analytical inputs and advice that contribute to improving institutional capacity and articulates policy on a growing number of humanitarian and relief assistance issues. Takes action to identify humanitarian affairs and related issues/problems and develops creative approaches to problem resolution. Provides timely delivery of assigned outputs. Develops partnerships and interacts effectively with colleagues internally and externally.

Specific Required Skills:

- A minimum of five years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, or other related area. 2 years or more of experience in data analytics or related area is desirable.
- Experience in developing and drafting humanitarian policy documents and Security Council briefings is required.
- Humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is required.
- Experience in managing information in a disaster response or complex emergencies is desirable.
- Experience in a humanitarian context within the UN Common System or comparable international organization is desirable.
- Experience in the region (Middle East) is desirable.
- Fluency in English is required. Knowledge of Arabic is desirable

Overall Security Situation:
Civil unrest occurs on a regular basis with sudden outbreaks of violence and rioting between Palestinians and Israeli Security Forces (ISF). Harassment, acts of violence remain frequent in and around the Old City. ‘Lone wolf’ attacks (e.g. stabbing, vehicle ramming, shooting) occur in the Old City and surrounding areas. Vehicular movements and travel in Ultraorthodox Jewish areas during Sabbath (Friday sunset to Saturday sunset) and Jewish Holidays can provoke an aggressive reaction from the community. UN personnel on a mission or residing in Jerusalem may be exposed to opportunistic crime, including burglary and petty theft, and occasional sexual harassment. During the current war in Gaza, rockets fired from Gaza reached Jerusalem and its outskirts, but were intercepted by the Air Defense Systems causing no damage or casualties. However risks of damages and injuries/ fatalities remain present due to the same.
