Background Context: 
Pakistan is facing devastating monsoon floods with over 6.3 million people affected and 989 lives lost. Beyond the human toll, the floods have caused extensive infrastructure damage, with over 8,400 houses, 239 bridges, and 674 km of roads destroyed or damaged according to the National Disaster Management Authority (NDMA). Floods have also destroyed crops, with an estimated 2.2 million hectares of cropland flooded. Widespread crop losses, along with disrupted harvests and markets, are leading to higher food prices, with a 25 percent increase reported for wheat flour prices from August 28 to September 4. 

Communities across Pakistan have been affected. Punjab Province - the country’s food basket - has been particularly hard hit and is experiencing its worst riverine flooding in decades, with over 4.7 million people affected according to the Provincial Government. In Khyber Pakhtunkhwa, the Rapid Needs Assessment Conducted estimates that 1.6 million people are affected, with 604,000 in need of assistance and 80 percent of communities reporting crop losses. Gilgit-Baltistan was also hit by flash floods from glacial lake outbursts and torrential rains. Sindh Province remains on high alert for a potential super flood, placing 1.6 million additional people at risk.

The situation is compounded by the high levels of food insecurity and malnutrition across many regions due to high food prices, limited market access, and the impacts of extreme weather events. According to the last Integrated Food Security Phase Classification (IPC) report, 10 million people (20 percent of the population) are currently facing high levels of acute food insecurity (IPC 3 and above), including 1.4 million people in Emergency conditions (IPC 4).


Surge Justification: 
The CO is operating in a context with more than 77 partners reporting to contribute to the FSL response, representing 85% of the overall response. Only limited coordination has taken place through the Sector actors until now, and there has been no mapping of ongoing response, possible overlaps and gaps. The country office is working at full capacity to support the government and its response, but requires additional overview of activities conducted by others to more effectively engage with other FSL actors. The WFP CO is working with the Government and other food security actors with its regular setup and staffing but requires an experienced SBP to stand-in and support the broader FSL Sector response coordination.


RESPONSIBILITIES (not all inclusive):
Reporting directly to the Head of Emergencies at the CO, the PPO/Emergency Officer will be responsible for the following:
•   Provide analysis and reports to enhance context from an emergency perspective thus reinforcing technical guidance for operational decision making.
•   Gather   information,   prepare   documentation,   monitor   and   track   emergency   activities implementation to contribute to effective emergency preparedness and response, taking into
account WFPs emergency guidance and protocols.
•   Participate in the technical design and dissemination of timely situational updates including mapping of data on emergency situations to diverse range of stakeholders to ensure effective decision- making.
•   Actively represent WFP in relevant UN coordination fora (e.g. ISCG, sectoral working groups, thematic task forces), ensuring WFP priorities and perspectives are articulated, aligned, and influence collective decision-making.
•   Facilitate effective liaison between WFP and UN partners, promoting joint planning, information- sharing, and advocacy to enhance the coherence and impact of the humanitarian response.
•   Provide support in developing functional trainings and documents of lessons learned to promote good knowledge management practices.
•   Perform any other tasks, as assigned by direct supervisor and/or management.


QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:    Advanced University degree preferably in social sciences, public administration, international law, public health, international relations/development/affairs, logistics, supply chain management, business administration or other related fields of study, or First University degree with additional years of relevant work experience and/or advanced training/courses.

Experience:   At least 5 years relevant experience in humanitarian work, including at the field level.
 

Knowledg& Skills:

•   Experience in humanitarian assistance, emergency preparedness and response, development or related activities and working in emergency contexts and with displaced populations and vulnerable groups, including field-based experience.
•   Experience in coordination with internal and external partners across functional areas.
•   Contributed into implementing activities such as (but not limited to) programmes, supply chain, CBT, field operation or equivalent.
•   Technical knowledge of emergency coordination through exposure to field and emergency operations

•   Analytical skills to support developing emergency preparedness and response operations.
•   Has experience working in collaboration with a diverse array of humanitarian actors, including governments, NGOs, U.N. agencies, civil society, etc.
•   Understanding of food security programming with previous experience from WFP
or any of its cooperating partners and knowledge of UN system policies and functions is a strong asset.


Languages:   Fluency (level A) in English language.
