ROLE REQUIREMENTS

Main Tasks and Duties to be Executed:

The bulk of the work will be coordination of the NW Area CMWG, with specific focus; •
consolidation of market information from various partners • support future JMMI and MAU
(Marcy Corps, Market Monitoring Unit) activities in the target geographical locations. • contribute to deduplication work/framework at township and site level, aiming to eliminate gaps in targeting or overlapping. • consolidation and reporting on the cash & markets data from the upcoming MIRA assessment. • developing a NW Area transition plan from MPC to early recovery. • support accurate reporting of MPC and other cash-based activities in the national 5W. • support AAP/CEA activities or partners incorporate cash-related considerations in both harmonized messages and feedback collection. • engage with NW Area CMWG members on coordinated approaches to working around access issues related to cash: mapping of FSPs used in the earthquake response and challenges in using cash modalities (e.g. authorities, access).


Expected Outcome of the Deployment:

• strengthen cash coordination capacity at the hub level in Mandalay. • consolidate and lead market monitoring, MIRA assessments, and coordinating various data sources from partners. • provide clearer mapping of basic 5Ws related to cash assistance to prevent duplication of efforts. • facilitating integration of the CMWG into the Area Inter-Cluster Coordination Group (AICCG) is essential, as coordination decisions flow through the AICCG → AHCT → ICCG → AHCT. • engage with key actors on the ground to harmonize approaches and effectively manage information. • unassessed areas and locations where aid has not been reached must be identified and prioritized for corrective action. As the response is going to be moving into Early Recovery, cash coordination will continue to be important. The Early Recovery Cluster indicated that a large proportion of their response will be in cash or cash-for-work. The Flash Appeal will be asking for approximately $240m new money in addition to over $130m in existing needs in the 58 worst affected townships. In normal times, much of the cash assistance in Myanmar is delivered using local partners at sub-national level because UN is only able to access limited areas in the country due to the lack of permits. Partners drive the response and local partners have the most access of all (approx. 86% of the country is accessible to them, based on the latest Access Severity data). Many of the local partners became “humanitarian” only recently (post-2021 coup) are a fairly new to CVA/MPC and similar modalities. The de facto authorities are increasingly concerned about the cash ending up in the “wrong hands” and as a result there is a country-wide pressure to ramp up monitoring, much of which is done remotely. Local partners in particular require more assistance with monitoring in order to be able to provide quality, analytical data. The needs at sub-national level center around cash coordination at large and building local capacity in particular – especially in targeting, delivery and monitoring of CVA/MPA.


Specific Required Skills:

Master's degree in social sciences or equivalent; At least 7 years of professional experience in cash & markets and emergency response; Previous work in fragile contexts and conflict settings; Ability to effectively in a diverse team and/or remotely; Previous experience with OCHA is preferred.

Security Level:

5-High

Overall Security Situation:

The security situation in Yangon remains generally calm, with only minor petty crime reported since the recent earthquake. Mandalay town is assessed as having a moderate security level; caution is advised when traveling outside the town. Despite a ceasefire declared by the SAC
until the end of April, airstrikes and clashes continue in rural areas, particularly in NUG-controlled zones. Infrastructure and communication are stable in Yangon, while Mandalay is still developing —access to key facilities, especially healthcare and accommodations, remains limited due to the impact of the earthquake. Overall, deployment within the towns of Yangon and Mandalay is considered feasible.

Duty Travel:

Depending on the visa availability, the SBP should be based in Mandalay or Taunggyi hub. Alternatively, support can be provided from remote. (Yangon or Bangkok).
