Crises and conflicts continue to expose women, adolescents and young people to heightened risks of gender-based violence (GBV), yet the availability of accurate, reliable and standardized GBV data remains a critical challenge. Without accurate data, humanitarian actors struggle to design effective interventions, mobilize resources and advocate for  survivors’ needs. The Gender-Based Violence Information Management System (GBVIMS) Inter-Agency Coordinator is a vital role in bridging this gap, ensuring that data collection, sharing, and use are ethical, survivor centered, and aligned with global best practices.

While the Humanitarian Response Division (HRD) leads UNFPA’s overall emergency response and preparedness efforts, the successful implementation of GBVIMS and GBVIMS+ requires dedicated technical expertise and sustained inter-agency coordination at global, regional and field levels, particularly in some of the largest humanitarian crises such as DRC, Sudan, Ukraine etc.

UNFPA commissioned an external review of the GBV IMS (2024): This deployment will enable follow-up of key recommendations, so that the GBV IMS system continues to evolve in response to country needs, giving a stronger role for national actors and governments, and moving away from a one-size fits all model. It will also contribute to PSEA outcomes, as per the online learning on GBV case management responses to Sexual Exploitation and Abuse.

The absence of this role would significantly hinder the ability of humanitarian actors to systematically collect and analyze GBV data, ultimately impacting response effectiveness, funding allocation for GBV services and survivor support services. The absence of this role would also create a risk for survivor data collected in crisis settings, be managed and shared in unsafe ways, which could have important safety and security implications for GBV survivors. GBV IMS data has also become an important source of data related to the SG reports on Sexual Violence in Conflict.

 The deployment of a GBV IMS Inter-Agency Coordinator will have the following field impacts;
 
  • Improved data-driven decision making: Ethical and standardized GBV data enables more targeted programming, better advocacy and improved service delivery for survivors in humanitarian settings.
  • Capacity strengthening and training will enhance field level expertise and standardize GBV data collection and management practices.
  • Strengthened ethical collection and management of GBV incidence data would mitigate  harm in humanitarian action, particularly increased risks to survivors and service providers that could occur due to unethical data management practices.
  • Strengthened coordination and technical support will ensure harmonized and effective implementation of GBVIMS in the field.


 
Role Description:  
MAJOR DUTIES AND RESPONSIBILITIES:
 
A. Strategic Leadership and Planning: 
  • Lead the development and implementation of the GBVIMS strategic plan, including implementation of the GBVIMS External Review Recommendations
  • Develop and oversee the annual plan of action for the GBVIMS initiative, ensuring clear deliverables and milestones.
  • Facilitate drafting and finalization of a comprehensive 5-year GBVIMS strategy, including a Theory of Change (ToC).
  • Develop protocols and tools to guide government-led GBVIMS rollouts, ensuring alignment with ethical and safety standards.
  • Lead efforts to rebrand GBVIMS, including the development of a costing strategy for pay-for-service models and government-led rollouts.

B. Global Inter-Agency Coordination/Collaborations:
  • Ensure effective global-level coordination of the GBVIMS initiative by fostering collaboration among stakeholders, including the Technical Team (TT) and Steering Committee (SC).
  • Organize and chair regular meetings of the Technical Team and Steering Committee to drive progress and decision-making.
  • Plan and coordinate the GBVIMS Annual Planning Meeting to align priorities and review progress.
  • Working Groups Facilitation: Lead and facilitate key working groups, such as the GBV Case Management Working Group, ensuring objectives are achieved and deliverables are produced. In addition, convene and chair regular GBVIMS Technical Team calls. 

C. Advocacy, Representation and Resource Mobilization:
  • Advocate for GBVIMS priorities and promote its integration within global humanitarian response frameworks.
  • Represent the GBVIMS initiative in interagency groups, including the Primero Coordination Committee (PCC) and Primero Board, ensuring alignment and collaboration.
  • Contribute to global advocacy and fundraising efforts in collaboration with the Steering Committee and Technical Team to support GBVIMS implementation at global and country levels.

D. Program Management and Technical Operations of the GBVIMS:
  • Facilitate Access to GBVIMS Tools: Ensure that truncated, non-contextualized GBVIMS tools, including the Incident Recorder (IR), are made available to organizations seeking to use them.
  • Oversee the daily management and operational functions of the GBVIMS initiative to ensure seamless implementation.
  • Provide technical and coordination support to ensure interoperability between CPIMS+ and GBVIMS+.
  • Enhance the inclusivity of GBVIMS tools and approaches for individuals with diverse sexual orientations, gender identities, gender expressions, and sex characteristics (SOGIESC).
  • Establish and manage a global pool of GBVIMS trainers.
  • Organize Training of Trainers (ToTs) at the country or regional level to support GBVIMS rollouts.
  • Provide   guidance  on rollout the Guidance Note on the intersections between GBVIMS and the Monitoring, Analysis and Reporting Arrangements on conflict-related sexual violence (MARA) in conflict and post-conflict settings.
  • Support the integration of TFGBV priorities into GBVIMS, including development of concept notes.

      E. Knowledge Management, Learning and Communication:
  • Collect, document, and disseminate good practices, lessons learned, and innovative approaches globally to enhance institutional knowledge and promote continuous improvement.
  • Strengthen knowledge management systems to ensure the retention and accessibility of institutional knowledge.
  • Contribute to the development of a 15-year GBVIMS report, documenting lessons learned, and progress achieved.
  • Maintain and disseminate updated information on the GBVIMS rollout to Steering Committee members and other stakeholders.
  • Regularly update and maintain the GBVIMS website to ensure resources and guidance are current and accessible.
 
Any other duties: 
  • Performs any other duties as may be directed by the GBViE Specialist, Head of the Programme Support Unit, the Director and/or Deputy Director, with the approval of the GBVIMS steering Committee including emergency deployment. 
 

Qualifications and Skills Required

Education: 
● Advanced university degree in public health, social work, demography, social science, international development or other related fields. 

Knowledge and Experience: 
  • Minimum of 5 years of inter-agency coordination experience and GBV Programme experience, preferably including at least 1 year implementing/coordinating a GBV program in a humanitarian context
  • Previous experience in using or supporting the GBVIMS at country or global level strongly desirable
  • Experience in developing and facilitating workshops and training
  • Demonstrated capacity to analyze data/statistics for humanitarian operations
  • Excellent computer skills: MS Word, Excel, Access and database software, including in depth knowledge of pivot table/chart analysis. Experience with general “system administration” strongly preferred
  • Demonstrated understanding of issues related to confidentiality, data safety and other ethical concerns related to the sharing of sensitive data between humanitarian agencies
  • Demonstrated organizations skills: the ability to work independently and productively, with multiple stakeholders in a fast-paced environment
  • Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wider range of functions in a multi-cultural environment

Languages: 
  • Fluency in English is required. Working knowledge of other UN languages is an asset.
