The humanitarian situation in the eastern provinces of the Democratic Republic of the Congo (DRC) is severely impacted by ongoing armed conflict, necessitating a robust and coordinated emergency response. The United Nations Population Fund (UNFPA) has activated a Level 3 (L3) emergency response, the highest level within the UN system, indicating the critical nature of the crisis. This activation underscores the urgent need to scale up operations and mobilize essential resources to support the internally displaced population.

The prevailing context is characterized by recurrent shocks, including conflicts, leading to significant human suffering. The humanitarian community, including UNFPA, is prioritizing life-saving interventions that adhere to humanitarian principles, ensuring safe, equitable, and inclusive access to critical services. Furthermore, there is a strong emphasis on safeguarding the well-being of affected populations and preventing further erosion of their coping capacities by improving access to quality basic services in a safe, equitable, and dignified manner, aligning with fundamental rights and standards.

In this complex and rapidly evolving environment, accurate and timely monitoring and evaluation (M&E) are paramount. The UNFPA country office requires a dedicated M&E Specialist to effectively track and report on the achievements and interventions being implemented and to ensure that UNFPA's interventions are effectively monitored, evaluated, and reported, ultimately contributing to the well-being of the affected population.

Security Situation Summary in country and main threats: (i.e armed conflict, terrorism, crime, social unrest, hazard)

The security situation across eastern DRC remains highly volatile. Human rights violations, including reprisal killings and abductions, continue to be reported. The conflict has also significantly reduced civilians' access to essential services. The emergency in the Democratic Republic of the Congo (DRC) continues to represent one of the most protracted and complex humanitarian crises in the world. Decades of clashes between the Congolese armed forces and various non-state armed groups, widespread violations of human rights, and devastating incidents of gender-based violence have caused unprecedented levels of humanitarian needs, increased vulnerabilities, and protection risks.

Role Description: Under the overall guidance and supervision of the UNFPA country representative, and the direct supervision of the deputy representative, and in close collaboration with the other CO staff, the M&E Specialist will serve as a reference to guide the results-based planning, implementation, monitoring, and evaluation of the country programme and all projects contributing to its implementation. With the growing volume of the programme activities and the desire to deliver high-quality results, the incumbent will have increasing responsibilities to ensure compliance with UNFPA’s policies and procedures on M&E. S/he also promotes M&E actions ensuring that they become an integral part of programme development, implementation, monitoring and reporting processes.

The M&E Specialist portfolio also includes support to programme delivery at the provincial level in close collaboration of the three Decentralized Offices of UNFPA in the country.

MAJOR DUTIES AND RESPONSIBILITIES

Programme planning and implementation including Project Results Framework and Work Plans Development
  • Promote a results-based approach to programming and monitoring, emphasizing results and impacts;
  • Support the program staff and implementing partners to develop results-based AWPs, and their timely implementation and reporting;
  • Analyze and report on programme progress in terms of achieving results, using existing monitoring and evaluation tools;
  • Coordinate the preparation of all programme reports; guide staff and implementing partners in the preparation of progress reports in accordance with approved reporting format and ensure their timely submission;
  • Ensure that all key performance indicators for the Country programme and related projects are collected and reported in a timely manner and discussed in the appropriate forum in terms of implication for future actions;
  • Prepare draft TORs for Mid-term and final evaluation of projects and country programme in accordance with UNFPA guidelines;
  • In collaboration with UNFPA programme staff, ensure collection, analysis, and dissemination of results of evaluations at the end of country programmes and ensure lessons learned are incorporated in the next country programme;
  • Backstop the implementation of the overall monitoring and evaluation mechanism of the country programme;
  • Participate in the monitoring of the progress of UN-wide activities, including those in relation to the United Nations Sustainable Development Cooperation Framework (UNSDCF) technical working groups;
  • Support the Country Office in proposals development for resource mobilization;
  • Supervise staff as assigned by the management.
  • Coordinate the follow-up of recommendations from program evaluations

Capacity Development and Technical Assistance
  • Organize and conduct training in M&E for the programme staff and implementing partners with a view to ensuring the full functioning of the M&E system;
  • Facilitate and act as resource person and join in, if required, any external supervision and evaluation mission;
  • Coach other members of the M&E team, direct expert consultants, and facilitate working groups and task teams in order to provide support to Project managers, technical staff, and implementing agencies on monitoring and evaluation;
  • Provide technical support and guidance to programme staff in preparing periodic reports on the activities and financial status of all programme outputs in a standard reporting format as required;
Evidence and Knowledge Development and Dissemination
  • Identify innovative monitoring and evaluation methodologies and promote their incorporation into the Country Office operations;
  • Substantively contribute to the identification, documentation, and dissemination of best practices and lessons learned;
  • Contribute to the analysis, synthesis, and dissemination of state-of-the-art knowledge and new approaches to monitoring and evaluation practice, in particular best practices, and make recommendations for their adoption at the country and decentralized office levels

Quality Assurance
  • Review methodologies, scope of work, technical proposals and consultant qualifications for all evaluations to be contracted under the Country Programme;
  • Review, technically assess, and provide feedback on all intermediate products and draft evaluation reports to ensure quality;
  • Design Quality Assurance Plan for implementation of activities in the field office;
  • Foster and ensure results-based quality delivery and compliance with UNFPA policies, procedures, and guidelines (quality assurance responsibilities);
  • Play a key role in the preparation for all internal and external audits UNFPA DRC is subjected to;
  • Serve as the technical reference in the field of M&E and provide state-of-art quality assistance to structures involved in M&E;

Qualifications & Required Skills
  • Advanced university degree in social sciences, business, public administration, information management, statistics, or other related degree
  • At least 5 years of professional and substantive experience in emergency programme development and implementation of monitoring and evaluation frameworks in the field of humanitarian assistance.
  • Demonstrated experience and/or comprehensive understanding of project management, evaluation, results-based management approaches, survey implementation, and translating data for strategic information purposes for different audiences
  • Excellent computer skills including proficiency with Word, Excel, PowerPoint, and statistical software.
  • Theoretical knowledge and practical experience of participatory methodologies
  • Proficiency in French and English required.
