Position Title: Risk Communication and Community Engagement (RCCE) Officer (Mpox)

Location: Bujumbura, Burundi (20% duty travel to Points of Entry bordering the Democratic Republic of the Congo foreseen for coordination purposes on an ad-hoc basis)
Duration: 3 months
Language: Fluency in English and working knowledge of French is required (oral and written); Working knowledge of Kirundi and/or Kiswahili is desirable.

Organizational Context and Scope
IOM Burundi supports the Ministry of Health and the Operational Centre for Public Health Emergencies (COUSP) to strengthen health service capacity at border points to effectively prevent, detect and respond to the infectious diseases and other public health threats. IOM provides integrated surveillance and disease control training for thn mobility trends in priority health zones to inform preparedness efforts, as well as risk communication assistance to sensitize cross border population and neighbouring communities. IOM’s approach for preparing for and responding to disease outbreaks and future health threats is anchored in IOM’s Health, Border and Mobility Management (HBMM) Framework. The framework links an understanding of population mobility with disease surveillance and provides a platform to develop country-specific and multi-country interventions emphasizing health system strengthening along mobility corridors in line with the 2005 International Health Regulations (IHR). IOM is the co-lead for Burundi’s National Mpox Response Plan on the pillar Point of Entry and Surveillance.

Under the direct supervision of the Chief of Mission (CoM) and in close coordination with the Migration Health Officer, the successful candidate wile frontline health staff as well as public health personnel working in border and community areas, necessary medical and health commodities for the border posts, analyses and reports on populatiol be responsible and accountable for implementation of the Risk Communication and Community Engagement (RCCE) component of the Mpox outbreak response projects. They will be responsible and accountable for coordinating the design and implementation of the RCCE activities including strategy development, development of guidelines and resources, and design of messages.

 
SECTION 3
Responsibilities and Accountabilities
1.         Contribute to the development of IOM’s Risk Communication and Community Engagement
(RCCE) strategy, in close collaboration with the Migration Health department.
2.         Work alongside the field teams to develop plans to strengthen risk communication at points of entry and control and community engagement.
3.         Monitor  implementation  of  all RCCE activities and provide operational and technical support.
4.         Identify  and  design  community  engagement  activities  targeting  different  high-risk  and vulnerable groups as transport agencies, taxi drivers, traders, and frequent travelers.
5.         Building the capacity of health care workers and other actors on psychological first aid
adapted for outbreaks, using previous models developed for other outbreak contexts such as Ebola and Covid-19 and ensure inclusion of psycho education and informal education on self and peer support among RCCE messages as well as informal education measures.
6.         Coordinate with the Ministry of Health (MoH), actors in the RCCE working group and
other key actors in development and adaptation of communication messages focusing on population mobility, disease transmission and travel, and Points of Entry/Points of Control (POE/POC) activities.
7.         Enhance community engagement for prevention and recovery of violence, discrimination and xenophobia, marginalization and xenophobia through promotion of social cohesion messaging and activities.
8.         Support  cross  border  community-level  awareness  raising  in  close  coordination  with municipality authorities in border communities, as well as training of municipality officials and community members on prevention and preparedness measures, using appropriate medical and physical precautions.
9.         Establish linkages with community feedback/complaint mechanisms; analyze data and identify
solutions or adjustments to programming.
10.       Represent  IOM  through  active  engagement  in  risk  communication  and  community engagement commissions at national and sub-national levels.
11.       Undertake duty travel related to monitor program implementation, address challenges, and coordinate with other actors.
12.       Contribute to periodic reports for the donor on programme delivery, including interim and
final reports to donors.
13.       Contribute to project development efforts in line with needs identified on the ground and gaps related to migration health and Mpox response practices and capacity.
14.       Perform such other duties as may be assigned by the supervisor.


SECTION 4
Required Qualifications and Experience
EDUCATION
•   Master’s degree in communications, social sciences or health related field from an accredited academic institution with minimum two years of relevant professional experience in project management; or
•   University degree in the above fields with four years of relevant professional experience.

EXPERIENCE
•  Experience in RCCE activities in humanitarian context.
•  Previous experience in international organization is an advantage.

•  Programmatic field experience in RCCE; including planning, implementation and analysis of technical
RCCE interventions.
•  Familiar with communicable disease response activities, the health sector in the region and/or other similar resources-limited contexts is an advantage.

SKILLS
•   Excellent  written communication  skills (for example,  through extensive experience in writing reports).
•   Excellent computer skills, especially in MS Office applications such as MS Word, MS Excel, MS
Access, Internet Explorer

Languages
REQUIRED
For all applicants, fluency in English and working knowledge of French is required (oral and written).

DESIRABLE
Working knowledge of Kirundi and/ or Kiswahili is desirable.
