EUMA-Communications Expert

Position Title: Communications Expert
Receiving Agency: EU Mission in Armenia
Location: Yeghegnadzor, Armenia
Duration: 3 months with the possibility of a 3 month extension (6 months max)
Language: Fluency in English and (Russian and/or Armenian) is required

***Important Note***: Applicants for this position must be Canadian Citizens and must possess a Security Clearance.  


Background
The Council Decision (CFSP) 2023/386 of 20 February 2023 launching the European Union Mission in Armenia (EUMA) with a mandate to observe and report on the security situation along the Armenian side of the international recognised border with Azerbaijan. It will contribute to human security in conflict-affected areas in Armenia and contribute to build confidence between Armenia and Azerbaijan.

Reporting Line
The Visiting Expert – Communications Expert reports to the Head of Press and Public Information Office/Spokesperson

Main Tasks and Responsibilities:
•  To organise and coordinate media and high-level visits, publicity events and outreach campaigns;
•  To   produce   social   media   posts,   press   releases,   public   statements   and photography/video material;
•  To contribute to awareness raising about the Mission’s mandate and activities by drafting press statements, social media material and visuals;
•  To advise senior management and mission personnel on strategic communication related topics;
 •   To  monitor  local  and  international  media  and  to  liaise  with  EEAS  StratCom  on disinformation and FIMI activities.

General Tasks and Responsibilities:
•  To identify and report on lessons learned and best practices within the respective area of responsibility;
•  To contribute and ensure timely reporting on activities within the respective area of responsibility;
•  To take account of gender equality and human rights aspects in the execution of tasks.

Essential Qualifications and Experience:
•  Successful completion of university studies of at least 3 years attested by a diploma
OR a qualification in the National Qualifications Framework which is equivalent to level 6 in the European Qualifications Framework OR a qualification of the first cycle under the framework of qualifications of the European Higher Education Area, e.g. Bachelor’s Degree OR equivalent and attested police and/or military education or training or an award of an equivalent rank. The qualification should be in any of the fields of Communications, Political studies, International Relations, Humanities, Social sciences or other related field;

AND
•  After having fulfilled the education requirements, a minimum of 4 years of relevant professional experience.

Essential Knowledge, Skills and Abilities:
•  Experience and skills in digital communication (website management, managing social media accounts, visual communication);
•  Drafting and presentation skills;
•  Experience managing media relations and working with various stakeholders;
•  Strong organizational skills with the ability to manage multiple projects and deadlines;
•  English language skills: minimum B2 (Independent User). 

Desirable Qualifications and Experience:
•  Experience in the field of institutional communication;
•  Proven track record in strategic communications, including developing and executing communication strategies and campaigns;
•  Proficiency with social media and graphic design software;
•  Strong organizational skills with the ability to manage multiple projects simultaneously and meet tight deadlines;
•  Experience in managing communications during crises and handling sensitive issues;
•  Experience in stakeholder engagement and managing high-profile communications projects;
•  International experience, particularly in crisis areas with multinational and international organisations;
•  Flexibility to adapt to changing circumstances and priorities.

Desirable Knowledge, Skills and Abilities:
•  Local press and media environment awareness;
•  Knowledge of Russian and/or Armenian language(s).
