Operational Context
Like other countries neighboring Ukraine, Slovakia has seen a rapid flow across its borders of people fleeing hostilities. Border authorities continue to process new arrivals, providing information on temporary residence, asylum and temporary protection, with onward transport provided for those seeking to reach urban centres. Information is provided at all border crossing points, alerting refugees to available services including accommodation, food, work opportunities, and healthcare. As of 1 March, temporary protection status was accessible to refugees arriving from Ukraine and their families until the end of the year, including those arriving without documentation. With the approval of the Temporary Protection Directive by EU member states, the national temporary protection status has been brought into alignment with the EU-wide status with the passing of an Act by the National Council of the Slovak Republic on the 22 March. Currently over, 63,000 applications on temporary protection among 305,000 Ukranian new arrivals.
Local responders have rapidly mobilized to process the high number of arrivals.  The Border and Aliens Police and Fire Rescue Service have prepared reception centres and temporary hosting sites to accommodate those staying in Slovakia for short periods. Local communities have taken a welcoming stance, with humanitarian actors, civil society, and community volunteers providing significant support at border reception points, including advice on temporary housing, transportation, and legal counselling services.
Despite the favorable protection environment, stronger communication and legal counselling is needed to ensure arrivals are fully informed about procedures for and implications of applying for temporary protection or asylum. Additionally, gaps have been observed in the screening of persons with protection needs—notably older people and persons with disabilities.  The identification and referral of unaccompanied and separated children (UASC) also requires closer monitoring, including for children arriving from residential care facilities in Ukraine, of which an estimated 60 per cent have disabilities, as well as separated children arriving with relatives, who will require formal guardianship procedures. Further capacity is required to prevent and address the threat of illegal activity along border crossing points, including human trafficking and exploitation – particularly given that the vast majority of arrivals are women and children. Through the Refugee Coordination Forum for Slovakia, UNHCR and humanitarian partners are supporting the government response to the needs of refugees arriving from Ukraine.
Aim of the Mission and Mission OBJECTIVES
UNHCR, as mandated agency for refugee response, has an extensive capacity and knowledge in the management of displacement and is working with national governments and humanitarian agencies worldwide to improve local capacities to address displacement in compliance with international standards.
In order to support member states and humanitarian agencies, UNHCR aims to build and strengthen the capacity of National Governments, local and international NGOs, and UNHCR staff in various country operations to be better prepared to manage displacement.
Under the direct supervision of the Senior Emergency Refugee Operations Coordinator, the successful candidate will contribute to UNHCR’s Site Management capacity building responsibilities.
Under the supervision of the Senior Operations Coordinator, the Site Management Mentorship and Capacity Building Officer, P2/P3will:
  1. Undertake learning needs assessments in 2/3 targeted operations (Hungary, Slovakia, Slovenia) the other countries to be agreed based on priorities) to establish local institutional learning priorities, identify target beneficiaries and inform contextualization of the training modules and methodology.
  2. Undertake contextualization and adaptation of global CCCM training modules/materials to ensure relevance when providing on-the-job training and remote mentoring support to junior cluster coordinators and/or other relevant staff (incl. government civil servants) in the targeted operations.
  3. Undertake a mission to other UNHCR regional operations based on need.
  4. Consolidate and formalize background materials for Site Management/ CCCM coordination training and mentoring (both content and structure).
  5. Develop guidelines on capacity building and mentoring of national/local authorities in camp management and coordination and a template curriculum for such initiatives.
  • Experience in humanitarian law, humanitarian response, project management and implementation;
  • Proven experience on trainings or workshops facilitation, development of training curricula/modules relevant to protection issue or humanitarian response for adults;
  • Demonstrated working experience in camps or camp like settings as camp manager or person in charge, in either natural disaster or conflict setting;
  • Experience working in international organizations, humanitarian community and familiarity with the humanitarian reform and cluster approach, including as cluster coordinator;
  • Comprehensive knowledge of camp management-related technical guidelines, standards, best practice and indicators.
  • Exposure to UNHCR mandate, its priorities and principles.

Essential requirements
  • Master’s degree in International Law, Social Studies, Development Studies, Technical areas or a related field from an accredited academic institution with five years of relevant professional experience; or University degree in the above fields with seven years of relevant professional experience.
  • Certificate as a Sphere Trained Trainer, ToT CCCM education in adult learning and mentorship techniques is an advantage.
  • Fluency in English is required local languages recommended.
