Afghanistan continues to face a protracted humanitarian crisis, with more than half of its population experiencing urgent humanitarian needs. UNFPA leads the GBV Workstream within the Protection Coordination Group (PCG), supporting coordinated GBV prevention, risk mitigation and response across humanitarian and Basic Human Needs (BHN) interventions, in line with global standards and the Centrality of Protection.
Effective information management is central to the GBV Workstream’s coordination mandate, enabling evidence-based planning, monitoring of service availability, identification of geographical and programmatic gaps, and prioritization of interventions. This requires the systematic collection, validation and analysis of partner-reported data, as well as the development and maintenance of key information management products, including the 3/5Ws dashboard, service mapping and GBV Referral Pathway. These tools support inter-agency coordination, inform operational decision-making, minimize duplication and facilitate safe and timely referrals for women and girls. In the context of the 2027 Humanitarian Needs and Response Plan (HNRP) process, strengthening the GBV Workstream’s information management capacity is essential to ensuring that the needs of women and girls, service coverage and response gaps are adequately reflected in needs analysis and response planning. An eight-week, home-based Information Management consultancy is therefore required to support the development and operationalization of the GBV 3/5Ws dashboard, update the GBV Referral Pathway, conduct service coverage and gap analysis, and strengthen partner reporting and data quality to inform coordinated, evidence-based GBV programming across Afghanistan. |
