Background
On 30 September 2025, the United Nations Security Council authorized, in resolution 2793 (UNSCR 2793), Member States to transition the deployed Multinational Security Support (MSS) in Haiti to the Gang Suppression Force (GSF), in close cooperation and coordination with the Government of Haiti, for an initial period of twelve months. The UN Security Council has authorized multiple tasks within the GSF mandate.
The United Nations Secretary-General is authorized to establish a UN Support Office in Haiti (UNSOH) to provide comprehensive logistical and operational support to the GSF and to the Haitian National police (HNP) and the Haitian armed forces on any joint operations with the GSF. UNSOH will also provide technical support, through voluntary funding contributions, to the Organization of American States (OAS) SECURE-Haiti project and will provide standard United Nations mission support services to the United Nations Integrated Office in Haiti (BINUH)
The Standing Group of Partners (SGP), comprising seven Member States (Canada, El Salvador, Guatemala, Jamaica, Kenya, The Bahamas, and the United States of America) has the role of providing, in consultation with the Government of Haiti, high-level strategic direction, oversight, and relevant political decision-making for the GSF as appropriate. The SGP is overall responsible for (a) securing voluntary financial contributions for GSF personnel costs reimbursements; (b) facilitating force (military and police) generation; and (c) providing high level strategic representation and coordination for the GSF.
The SGP shall appoint a Special Representative (SR) who, as in-country head of the GSF, will report to the SGP and provide strategic oversight, representation and coordination for the GSF. The SGP appointed GSF Force Commander shall report to the SR and is responsible for operational command and day-to-day operational decision-making for the uniformed components of the GSF.
The SR is supported by an Office of the SR (the civilian component of the GSF)
Career Experience
The Planning Officer shall have relevant experience in strategic, operational, or mission planning within an international or multilateral organization, peace operation, or government entity. The incumbent should have demonstrated experience in integrated planning processes, operational analysis, coordination, and reporting in complex security environments.
A minimum of five years of progressively responsible professional experience in planning, programme management, operations management, peace and security, or related fields is required. Experience in an international security environment, United Nations peace operation, international organization or government in a civilian, military or police capacity is desirable.
The Planning Officer shall possess strong analytical, planning, drafting, coordination, and organizational skills, with the ability to work effectively in multidisciplinary and multicultural teams. The incumbent shall demonstrate sound judgment, initiative, and the ability to synthesize complex information into practical recommendations and planning products.
An advanced university degree (Master's degree or equivalent) in international relations, political science, peace and security studies, public administration, law, military science, police studies, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.
Languages
Fluency in English (both oral and written) is required.
Responsibilities of the Planning Officer
The Planning Officer is based in Port-au-Prince and reports to the Chief Joint Mission Planning Unit (JMPU). The Planning Officer supports the development, coordination, implementation, monitoring, and review of mission planning processes, operational plans, strategic assessments, and related planning products in support of the implementation of the Security Council mandate for the Gang Suppression Force.
The Planning Officer shall be responsible for the following tasks:

- Support the Chief JMPU in the development, review and implementation of the Strategic Mission Plan and other strategic, operational, contingency and transition plans in accordance with the GSF mandate, Security Council resolutions, the Concept of Operations (CONOPS), and strategic guidance.
- Assist in coordinating integrated planning processes involving relevant stakeholders, including GSF components, the UN System, national authorities and international partners.
- Support the establishment and functioning of GSF structures by providing planning, coordination and analytical assistance on strategic and operational issues as required.
- Assist in the collection, analysis and management of mission data and information required for planning, monitoring mission implementation, measuring progress against mission objectives, benchmarks and indicators, and supporting reporting requirements.
- Support the Office of the Special Representative sections and other mission components in the preparation of work plans aligned with mission priorities, objectives and implementation frameworks.
- Assist in promoting organizational learning and knowledge sharing within the GSF through the collection, analysis and dissemination of after action reviews, lessons learned, good practices, end-of-assignment reports and other knowledge products.
- Assist in maintaining networks and coordination mechanisms with internal and external stakeholders to facilitate policy dialogue, planning coordination, institutional learning and knowledge sharing.
- Support the preparation and delivery of presentations, briefings and induction materials on mission planning, policy, organizational learning and knowledge management issues.
- Support efforts to identify capability gaps, operational challenges, emerging risks and deficiencies in existing guidance, and formulate recommendations to strengthen mission effectiveness.
- Monitor progress against mission objectives, milestones, indicators and benchmarks and identify planning implications, risks and mitigation measures.
- Maintain planning records, databases and documentation to ensure continuity, accountability, organizational learning and institutional memory.
- Ensure handover notes, continuity documents and knowledge-transfer materials are prepared and maintained to facilitate effective transition of responsibilities.
