WHO-Case Management Officer-P3-Bunia, DRC
Position Title: Case Management Officer-Ebola Virus Disease (EVD) Response

1. Background and Rationale
The Democratic Republic of the Congo (DRC) is responding to an outbreak of Ebola Virus Disease (EVD) caused by the Bundibugyo virus strain, occurring within a complex humanitarian and public health context. The response is led by the Ministry of Health (MoH) with technical and operational support from the World Health Organization (WHO), Health Cluster partners, and other national and international actors, and is implemented under the Incident Management System (IMS).
The EVD response requires effective and standardized case management to reduce mortality, prevent transmission within health facilities, and ensure dignified, safe, and quality care for suspected, probable, and confirmed Ebola patients. Gaps in clinical management, referral pathways, infection prevention and control (IPC), or coordination between treatment facilities can result in increased case fatality rates and nosocomial transmission.
To address these risks, WHO will deploy a Case Management Officer at sub-national level to strengthen implementation of Ebola case management activities, support health facilities and Ebola Treatment Centres (ETCs), and ensure adherence to national and WHO case management standards over a medium-term surge period.
2. Purpose of the Assignment
To strengthen Ebola Virus Disease case management through standardized clinical care, effective referral and isolation systems, and close coordination with surveillance, IPC, laboratory, and operations pillars, contributing to reduced mortality and interruption of transmission over a six-month deployment

3. Key Tasks
- Support implementation of WHO and national Ebola case management guidelines at treatment facilities;
- Support clinical management of suspected, probable, and confirmed Ebola cases in ETCs and isolation units;
- Support the development and implementation of the ETU ambulance referral system.
- Support the establishment of the survivor programme
- Ensure appropriate triage, isolation, referral, and discharge procedures are applied
- Support monitoring of case management indicators including admissions, outcomes, and case fatality rates;
- Coordinate closely with IPC teams to ensure safe patient care and infection prevention measures;
- Liaise with surveillance and laboratory teams to ensure timely confirmation and patient flow;
- Support training, mentoring, and supervision of clinical and case management staff
- Contribute to case management coordination meetings and IMS briefings;
4. Expected Deliverables
- Functional Ebola case management services in assigned facilities;
- Improved adherence to Ebola case management protocols;
- Regular case management situation updates and performance summaries;
- Documented mentoring and training of case management staff;
- Reduced delays in admission, referral, and discharge processes;
- Final case management handover and transition report;
5. Qualifications and Experience
- Degree in medicine, nursing, or other clinical health discipline
- 5 years of experience in clinical care or outbreak response
- Demonstrated experience in Ebola or infectious disease case management desirable
- Experience working with WHO, UN agencies, or NGOs in emergencies desirable
6. Competencies

- Ability to work in high-risk and high-pressure environments
- Strong coordination and communication skills
- Commitment to patient safety and quality of care
