Position Title: SLSC Cluster Coordinator

Organizational Context and Scope
In close coordination with the Senior Emergency Coordinator and direct supervision of the Chief of Mission, the successful candidate will be responsible for overseeing the development, management and implementation of Shelter, Land and Site Coordination (SLSC) initiatives and coordinating the
development of a strategic vision and an effective SLSC response plan at country level.

For this reason, we adhere to all policies, procedures and training of the United Nations on The Prevention of Sexual Exploitation, Abuse, and Harassment (PSEAH). CANADEM mandates all deployees successfully complete the PSEA online course. This e-learning course is composed of a set of lessons designed to raise awareness about SEAH, become familiar with a range of measures to combat SEAH, understand the impact on victims and the consequences for UN Personnel who commit Sexual Exploitation, Abuse, and Harassment.

Organizational Context and Scope

1. In coordination with internal and external parties and cluster partners, develop strategic SLSC directions and manage the cluster’s day-to-day function, including development of the priority work plan under the different work streams.
2. Ensure effective performance of the SLSC Global Support Team that works towards the cohesion of the Cluster, its Global Governance structure, and organization of local, regional and global events.
3. Support advocacy and fundraising for Global SLSC capacity and new areas of development; both for maintaining Global support team in IOM and on behalf of cluster partners.
4. Identify needs and gaps on coordination and operation capacity and coordinate the development of SLSC standards, technical guidance and policy as required.
5. Represent IOM in cluster coordination, inter-agency and partners meetings and in all relevant forums; ensure IOM is actively involved in the SLSC Cluster especially through regular and timely sharing of information and recommendations.
6. Promote close interaction with global clusters related to the SLSC service provision with the objective of facilitating assistance and the work of camp managers; explore possibilities to expand collaboration between the SLSC Cluster and other Global Clusters and lead the planning and implementation of joint initiatives.
7. Monitor existing country-level IO M-led SLSC sectoral coordination platforms, and support set up of new ones, acting as focal point in maintaining a dialogue with IOM field offices, donors, Global SLSC Cluster co-lead agency and partners on a regular basis to ensure relations remain strong and to address concerns.
8. Initiate development and implementation of knowledge management system between active SLSC sectoral platforms, Headquarters (HQ s), Regional Office’s (RO s) and Country Office’s (CO s), on relevant thematic areas, that includes collection of lessons learned, review and analysis; and ensure good communication channels amongst SLSC practitioners.
9. Undertake duty travel relating to SLSC activities as required.
10. Perform such other duties as may be assigned.

Required Qualifications and Experience
EDUCATIO N
• Master’s degree in Humanitarian Affairs, Development Studies, Political Science, International Relations or a related field from an accredited academic institution with seven years of relevant professional experience; or,
• University degree in the above fields with nine years of relevant professional experience.

EXPERIENCE
• Experience in SLSC Cluster Coordination, programme coordination and management, including operational experience in the field of SLSC, Shelter, Displacement Tracking Matrix (DTM) and other relevant areas in natural disaster/post-conflict/emergency situations.
• Demonstrated technical expertise in relevant thematic areas particularly protection
mainstreaming strategies, inter-cluster coordination, inter-agency collaboration, and protection mainstreaming strategies.
• Previous experience in Cluster system with Humanitarian Organizations.
• Experience in liaising with governmental authorities, national/international institutions, Non- Governmental Organizations (NGOs) and local communities in a multi-cultural setting.
• Familiarity with financial and administrative management, preferably in IOM or UN Agencies.
SKILLS
• Good knowledge of project development, management, and evaluation concepts and procedures;
• Excellent managerial, communication, analytical, and organizational skills:
• Excellent interpersonal skills including negotiation, relationship management, influencing and networking;
• Ability to work effectively and harmoniously in a team of colleagues of varied cultural and
professional backgrounds; and,
• Good level of computer literacy.
