1. Background and Justification
* Purpose of the Position:
In the context of the WHO Health Emergencies Incident Management System (IMS), at the country
level, the incumbent will provide technical advice for all WHO strategic categories and related public
health programmes, including:
  1. Strengthening emergency response/resilience and preparedness activities to reduce mortality, morbidity especially due to the impact of outbreaks and or public health emergencies.
  2. Advising national and international actors on public health issues related to emergency response.
  3. Strengthening the health system, enhancing health equity, tackling the social determinants of health and envisioning the achievement of universal health coverage.
  4. Underpin the response to the major noncommunicable diseases (NCDs) and their risk factors among affected population.
  5. Advocate the utilization of reliable information, evidence, innovation and knowledge for improving population health outcomes, throughout the full cycle of the emergency response.
  6. Liaising with other sectors in providing a public health response in emergencies and outbreaks
  7. Providing technical public health input for strategic planning, project management and reporting
2. Job Description
* Objectives of the Programme and of the immediate Strategic Objective
The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to
coordinator international action, to prevent, prepare for, detect, rapidly respond to, and recover from
outbreaks and emergencies.

Organizational context (Describe the individual role of incumbent within the team, focusing on work environment within and outside the organization)
Reporting to the Health Operations and Technical Expertise Team Lead, under the overall guidance of the Head of Gaza sub-office and WHE Team Lead, the Public Health Officer will be accountable for the effective technical management, guidance and provision of expert advice for the application and adaptation of WHO policies and strategies; to achieve programme goals and expansion of WHO-assisted public health interventions. S/he will support in coordinating WHO operations to ensure the timely delivery, effective and efficient implementation of the activities, to achieve the best attainable health status for the populations that WHO serves. The incumbent will work with technical programmes in a challenging environment, in which there are multiple players including the national health authorities, emergency and development partners, UN Agencies. The incumbent will oversee quality assurance of health services and programmes delivered by implementing and operational partners to WHO.

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):
The incumbent will perform some or all of the following duties
1. Assess threats to human life and health, damage to health infrastructure for primary and secondary care, the state of health referral and support systems, including cold chain, laboratory, essential drugs and health information systems, and the vital needs of the affected populations.
2. Collaborate with national authorities and health partners to coordinate and implement public health response activities as part of the WHO strategic response; analyse existing coordination mechanisms, designing and recommending improvements.
3. Provide analysis of the public health risks, needs and capacities and advise on priority interventions for WHO and partners; challenges and operational course correctors, as applicable.
4. Facilitate the implementation of effective, evidence-based policies, public health programmes and interventions through all life cycles, this might include maternal and new born health, health promotion and education, NCDs, the elderly, social determinant of health, violence and injury prevention including road safety, gender and health equity and other related areas.
5. Secure operational information from other teams and health actors, analysing such and consolidating data in trends and trends assessment. Provide input to communications and information products (Sitreps, health cluster bulletins, outbreak bulletins etc.) as required.
6. Leading the implementation at field level of temporary health facility expansions, including field hospitals and pre-fabricated structures, isolation facilities and the public health building.
7. For medical supplies - Ensuring linkages with operations support and logistics teams, prioritization of supply entry, development of procurement and distribution plans.
8. If requested by the functional supervisor, function as the team focal point for WASH in healthcare facilities and Infection Prevention and Control.
9. If requested by the functional supervisor, function as operational focal point for Gaza city.
10. Coordinate meetings with all relevant partners and incident management team, producing and circulating minutes, related decisions and tracking the latter, and developing detailed “lessons learnt” reports, recommending improvement to current and future field operations.
11. Perform any other related incident-specific duties, as required by the functional supervisor.

Functional Knowledge and Skills
-              Demonstrated knowledge, competency and professional skills in public health in humanitarian settings, including outbreak/emergency preparedness and response.
-              Sound knowledge and skills in data management, secondary data review, and public health information management.
-              Proven ability to multitask across various planning and implementation processes within a highly demanding environment.

Education Qualifications
Essential
A university degree in public health, or other relevant health field from an accredited/recognized institute
Desirable
An advanced university degree in health-related field.
Experience
At least five years’ related experience, at the national and international levels, in public health and service delivery in humanitarian settings.

Language Skills

Excellent knowledge of English.

Other Skills (e.g. IT)
  • Excellent knowledge of Microsoft Office applications.
  • Working knowledge of online data collection applications, statistical analysis packages (Stata, SPSS, etc).
  • Working knowledge of GIS mapping software (or similar) would be an asset.
