Brief Description of Emergency Outbreak/Upsurge and the Consequences for OCHA:
Since the beginning of the conflict on 15 April 2023, the humanitarian needs in Sudan have significantly increased. The number of people in need increased from 15.8 million based on the initial 2023 HNO to 24.8 million (2024 HNRP). The crisis created massive displacement with about 8.7 million displaced in and out of Sudan. On 27 June 2024, an IPC snapshot for Sudan was released, outlining the country's dramatic food insecurity situation. 25.6 million people across Sudan are experiencing high levels of acute food insecurity IPC phase 3 and above between June and September 2024. This includes 755,000 in 14 areas in nine states facing a famine risk during the same period. In April 2024, based on earlier alerts highlighting the deterioration of the food security situation in the Country, a Famine Prevention Plan was developed and endorsed by the HCT to respond to the situation.
Brief Surge Need Justification:
The Famine prevention plan requires an integrated coordination of clusters and working groups for the simultaneous delivery of services for 6 months. The coordination will be done through an operations coordination center that requires full-time information management. OCHA will coordinate the operational centers, including information management at the national and sub- national levels. Due to the anticipated response scale, an information management officer is critical to support each hub. The incumbent will support the data management and analysis during the implementation of the Famine Prevention Plan at the subnational level and will be roving from Port Sudan to the humanitarian hubs. In addition, the incumbent will provide the necessary technical skills to support needs assessments.
OCHA’s Role and Key Challenges:
OCHA will coordinate the implementation of the Famine Prevention Plan, which requires additional IM capacity, given the additional deliverables for developing and managing the systems needed to operationalize the plan.
Main Partners and Stakeholders in the Field:
OCHA’s core function is to ensure coordination of all humanitarian partners responding to the humanitarian emergency, the partners and stakeholders for the agency include other UN Agencies, INGOs including iMMAP, National NGOs and the host government
Long-Term Plan After SBP Deployment Ends:
The function will be covered by the regular staffing once systems have been established.

ROLE REQUIREMENTS
Main Tasks and Duties to be Executed:
• IM support to Sudan cross-border operation from Chad.
• Managing information management systems for operational decision-making at the subnational level to respond to famine prevention. These include a response monitoring database, displacement, stockpiles, pipelines, and contact lists.
• Developing and updating Famine Prevention Plan information products, including maps, dashboards and snapshots for Zalingei hub.
• Operationalizing the inter-cluster rapid needs assessment tools and building capacity among partners to respond to the Famine Prevention Plan and any new-onset emergency, such as floods at the sub-national level.
• Managing the SharePoint and Teams channels for the famine prevention response, including automating data processes between the subnational hubs and the national-level hub, managing users of the Teams channel, and managing the meeting calendar.
• Coordinating with cluster IMOs and famine prevention operational hubs on IM-related tasks and activities and IMWG/AAWG.
• Automating processes and workflows were feasible.
Expected Outcome of the Deployment:

- Develop/customize templates for the famine prevention response data collection.
- Develop/customize assessment tools on KOBO for the famine prevention response.
- Coordinate with hubs on data collection.
- Conduct training for partners on data collection and assessments.

- Conducting national and sub-national level analysis of response monitoring data including 3/4Ws, stockpiles, operational and physical presence.

Specific Required Skills:
- Advanced university degree (Master's degree or equivalent) in related field. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of 4 years of relevant working experience in information management, preferably in humanitarian settings.
- Advanced communication and drafting skills for effective reporting.
- Advanced analytical skills.
- Team management experience will be an advantage.
- Prior knowledge of the region is desirable.
- Proficiency in English is required (ability to work in English and write and review English research documents);
- Ability to operate Python related programming an asset.
- Ability to work independently and in high-pressure environments.
- Knowledge of GIS mapping software, Power BI is required.
- Knowledge of humanitarian needs assessments data collection.
