Background Description of Emergency

Clashes between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) that erupted on 15 April 2023 have continued till this moment, with active combat in Khartoum, North and South Kordofan, Sennar, White Nile, Blue Nile, and North Darfur states. In West Darfur, clashes, looting, and burning of houses in the southern part of Ag Geneina town on 24 April reportedly led to displacement, especially of women and children. The lull in fighting is due to the flooding that prevents major troop movements. Many anticipate a resumption of the fighting in October-November.

Access to health care, including sexual and reproductive health care, has been critically impacted by the conflict. The food crisis and the August 2024 famine declaration in Zamzam camp (400,000 individuals) - North Darfur have amplified the challenges to accessing quality health care. According to WHO, about 80% of health facilities are partially or totally damaged. Given the scale of violence and rapidly rising needs, gender-based violence is a major concern. About 6.7 million women and girls are at risk of gender-based violence, including due to the disruption of services as a result of the conflict, according to the HNRP.

The displacement of civilians continues and has generated the largest crisis in the world. About 1.9 million have sought refuge outside Sudan and about 10.8 mln IDPs, out of which 9 mln were displaced since April 2023.

 Security Situation Summary in country and main threats: (i.e armed conflict, terrorism, crime, social unrest, hazard)

The main security risks are related to the ongoing armed conflict: direct fighting, drone attacks, UXOs.

Port Sudan is safe, although petty criminality has been reported.
 
Role Description:

Under the overall supervision of the UNFPA Sudan Representative and the direct management of the Humanitarian Coordinator, the Supply Chain Specialist works in close collaboration with programmatic units, implementing partners, other agencies, and field staff to coordinate the overall supply chain for UNFPA Sudan operations. S/he will ensure effective management of emergency RH commodities and supplies at the central and peripheral levels, including management systems to record, track, and report receipt, storage, refrigeration, transportation, and distribution of all UNFPA goods, including medical supplies.  The incumbent will also be responsible for liaising with relevant humanitarian stakeholders working in relevant sectors/Clusters, such as Health, WASH, Protection, Logistics, Camp Management, Education, etc., to ensure the inclusion of commodities specific to UNFPA’s mandate in the overall national humanitarian response plan.


MAJOR DUTIES AND RESPONSIBILITIES:

Rapid Assessments/Field Visits
  • As appropriate, participate in joint field assessments or undertake UNFPA-specific field visits/assessment missions to gain a better understanding of existing logistics infrastructure, warehousing facilities, health facilities, and distribution systems.

Programme Implementation and Coordination
  • Develop systems/standard protocols through which the UNFPA CO/Sub-offices can operate, manage, and forecast its emergency commodity needs (e.g. transportation, warehousing, distribution channels, contingency plans).
  • Mobilize supplies (IARH Emergency Kits, Dignity Kits, other supplies as relevant) to the affected areas with a focus on Last Mile Assurance to the extent possible.
  • Identify possible gaps in the logistics pipeline and provide input on how to strengthen the logistics chain (from calculating needs to procurement to actual distribution, monitoring and reporting). 
  • Provide support in projecting needs for prepositioning (as appropriate) emergency supplies in identified hubs in the context of Sudan. 
  • Liaise with the HQ Humanitarian Logistics Advisor and coordinate with global and country logistics clusters activated for Sudan.

Monitoring and Evaluation
  • Establish a monitoring mechanism that takes into consideration warehouse capacity, access, utilization rate, coverage, and distribution to track and monitor emergency RH kits and commodities.
  • In collaboration with the humanitarian or RH focal point, identify the technical capacity of health facilities and personnel to utilize emergency RH kits.
  • Undertake monitoring visits to ensure proper storage, distribution, and utilization of emergency RH supplies.
  • Track the receipt and distribution of all RH commodities and supplies.

Liaising/Coordination with Partner Agencies
  • Liaise with humanitarian stakeholders working in relevant sectors/Clusters, such as Health, WASH, Protection, Logistics, Camp Management, Education, etc., to ensure the inclusion of commodities specific to UNFPA’s mandate into the national humanitarian response plan. Liaise with the Humanitarian Access Working Group.
  • Establish, as relevant, partnerships with other agencies and organizations to facilitate the movement of UNFPA commodities.

Reporting
  • Develop a reporting mechanism in coordination with program units to reflect achievements against grants
  • Provide regular updates on UNFPA RH commodities and supplies management for inclusion in donor reports and OCHA reports.

Capacity Development
  • Provide coaching to newly recruited personnel and consultants, where appropriate.
  • Coach and build capacity of staff members and staff of implementing partners responding to crisis, as appropriate.

Any Other Duties
  • Perform any other duties as required by the Representative and/or Head of Office


Qualifications and Skills Required:
  • Advanced degree in logistics management or equivalent relevant professional certification in areas such as transport, distribution, and supply chain management.
  • Degree in public health, medicine, or pharmacy preferable
  • At least 5 years of relevant experience in logistics management.
  • Managing medical supplies distribution, storage, and transportation operations in emergency settings (military, commercial, or with an international organization).
  • Experience and knowledge of UN systems, especially UNFPA, is an advantage.
  • Experience in challenging and complex humanitarian/emergency settings
  • Good knowledge of humanitarian response.
  • Proficiency in English is required. Fluency in Arabic is desirable.
