Position Title: Public Health Officer (Mpox)

Location: Bujumbura, Burundi (15% duty travel to Points of Entry bordering the Democratic Republic of the Congo foreseen for coordination purposes on an ad-hoc basis)

Language: Fluency in English and working knowledge of French is required (oral and written); Working knowledge of Kirundi and/or Kiswahili is desirable.
 
Organizational Context and Scope
IOM Burundi supports the Ministry of Health and the Operational Centre for Public Health Emergencies (COUSP) to strengthen health service capacity at border points to effectively prevent, detect and respond to the infectious diseases and other public health threats. IOM provides integrated surveillance and disease control training for the frontline health staff as well as public health personnel working in border and community areas, necessary medical and health commodities for the border posts, analyses and reports on population mobility trends in priority health zones to inform preparedness efforts, as well as risk communication assistance to sensitize cross border population and neighbouring communities. IOM’s approach for preparing for and responding to disease outbreaks and future health threats is anchored in IOM’s Health, Border and Mobility Management (HBMM) Framework. The framework links an understanding of population mobility with disease surveillance and provides a platform to develop country-specific and multi-country interventions emphasizing health system strengthening along mobility corridors in line with the 2005 International Health Regulations (IHR). IOM is the co-lead for Burundi’s National Mpox Response Plan on the pillar Point of Entry and Surveillance.

Under the direct supervision of the Chief of Mission, in close coordination with the Migration Health Officer, the successful candidate will be required to support the implementation of IOM Migration Health operations. They will be responsible and accountable for assisting and supporting the Migration Health 
Officer with oversight, coordination, implementation, and particularly quality control and quality assurance of IOM's emergency health response.


SECTION 3
Responsibilities and Accountabilities
1.  Oversee IOM’s daily activities in relation to the Mpox outbreak response with a particular focus on cross-border prevention and surveillance in Burundi.
2.  Ensure supervision and building capacity of the IOMs and the Ministry of Health’s Mpox response team.
3.  Support the identification and mobilization of logistical and human resources needed to respond to the Mpox outbreak in a timely and effective manner, in coordination with the Chief of Mission.
4.  In coordination with the IOM Displacement Tracking Matrix (DTM) team, analyse opportunities for
Population Movement Mapping (PMM) and Flow monitoring, and mobilise resources for the conduction of activities.
5.  Ensure regular reporting (i.e. consolidate Weekly Field Reports from field team) on IOM activities
including key performance indicators and share important developments in relation to the evolution of the Mpox outbreak to the team and partners.
6.  Ensure required technical, logistic, information management and financial support is provided to IOM’s
government partner, and the Ministry of Health, to ensure prevention, control and surveillance measures are being implemented in the field at Points of Entry (POE) and Points of Control (POC) level, in line with National SOP’s and International Health Regulations (2005).
7.  Ensure that the quality of services is improved at the Point of Entry and other health screening points.
8.  Represent IOM in key coordination forums such as the National Response Coordination Meetings under the lead of WHO and other sub-commissions as relevant.
9.  Liaise and coordinate with national and international health and development assistance authorities
in their respective geographical area regarding planning and response measures for Mpox.
10. Contribute to IOM resource mobilization by providing substantive inputs on needs, opportunities, implementing partners, operational strategies and financial requirements.
11. Support project development efforts in line with needs identified on the ground and gaps related to
migration health and Mpox response practices and capacity.
12. Perform such other duties as may be assigned.


SECTION 4
Required Qualifications and Experience
EDUCATION
•   Master’s degree in nursing, medicine, health sciences, community or public health or a related field from an accredited academic institution with five years of relevant professional experience; or
•   University degree in the above fields with seven years of relevant professional experience.

EXPERIENCE
•   Minimum of three years of experience, preferably at an international level, and involving migration health issues;
•   Demonstrated experience in emergency response and coordination, including staff supervision,
design and delivery of humanitarian health assistance in complex environments, including planning, implementation and analysis of technical health interventions and
resource mobilization;
•   Demonstrated experience in outbreak preparedness and response measures;
•   Knowledge of structures and functions of national and international health agencies and donors;
•   Familiarity with the health sector in the region and/or other similar resources-limited contexts is an advantage;
•   Programmatic field experience in a humanitarian and/or public health emergency is desirable.

SKILLS
•   Proven capacity and vision to develop and implement programmes in the area of migration and health.
•   Knowledge of monitoring and evaluation, and excellent written communication skills (for
example, through extensive experience in writing reports).
•   Excellent communication, presentation and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Office.

Languages
REQUIRED
For all applicants, fluency in English and working knowledge of French is required (oral and written).

DESIRABLE
Working knowledge of Kirundi and/ or Kiswahili is desirable.
