Operational Context
The escalation of conflict in Ukraine, which started on 24 February 2020, has resulted in civilian casualties and the destruction of civilian infrastructure, forcing people to flee to surrounding countries such as Moldova seeking safety, protection, and assistance. As of 13th March 2022, over 106, 000 refugees have crossed from Ukraine into Moldova, primarily women and children. The Government of Moldova has the primary responsibility, including ensuring access to services and assistance and serves as the overall coordinator for the refugee response.
A Refugee Coordination Forum (RCF) has been established under the leadership of the Government of the Republic of Moldova and UNHCR, comprising 8 sector working groups and 3 cross-cutting taskforces. A Disability taskforce has been meeting under the Protection Working Group and is working to mainstream disability inclusion across the refugee response, working in close collaboration with sector leads and partners. Nonetheless, further capacity is needed to support the work being implemented by the Disability Taskforce and provide further guidance to sectors on the inclusion of persons with disability on their strategies and responses. Moreover, it is also key to ensure organization of persons with disabilities (OPDs) in Moldova can effectively participate in coordination spaces and inform refugee response planning and response.
Against this backdrop, UNHCR is working to enhance disability inclusion across the refugee response and enhance collaboration with OPDs in Moldova.
 
Aim of the Mission
Working in close collaboration the Inter-Agency Coordination Officer and Refugee Coordination Forum sector’s leads, the Disability Inclusion Specialist will provide technical guidance and support to Refugee Coordination Forum’s sector working groups and partners to strengthen disability inclusion across the refugee response in Moldova.
 
Mission OBJECTIVES
  • Refugee Response in Moldova is more responsive to the needs of refugees and affected host community members with disability.
  • An Inter-Agency Disability Inclusion Strategy for the Refugee Response in Moldova is established.
  • Availability of data and information on disability is strengthened.
  • Organizations of Persons with Disability (OPDs) can actively and meaningfully participate in RCF coordination activities.


 
Responsibilities
Under the supervision of the Inter-Agency Coordination Officer, the Disability and Inclusion Specialist will undertake the following responsibilities:
  • Assess and monitor disability inclusion across the refugee response in Moldova.
  • Conduct participatory assessments with refugees and members of affected host communities with disabilities and organizations of persons with disabilities (OPDs) to assess risks, needs and opportunities to strengthen their inclusion and participation in the refugee response.
  • Provide technical guidance and support to Refugee Coordination Forum sectors on all disability inclusion related issues and monitoring mechanisms.
  • Facilitate a consultative process with partners, refugees and affected host communities in collaboration with the Disability Taskforce to develop and implement an Inclusive Inter-Agency Disability Inclusion Strategy for Moldova’s Refugee Response addressing the specific protection needs of persons with disabilities, including their priorities related to Gender Based Violence (GBV), and addressing the existing difficulties in participating and barriers to access services and rights.
  • Build the capacity of relevant national and local actors, government, partners participating on the refugee response to work together with persons with disabilities and actively promote their inclusion in the refugee response.
  • Coordinate capacity-building initiatives for OPDs and persons with disabilities to strengthen their engagement with coordination activities and assess their needs.
  • Collect and analyses data and generate reports and fact sheets regarding disability inclusion in the refugee response.
  • Provide technical guidance to the IM Working Group to strengthen the collection and analysis of data on persons with disabilities and promote their usage by humanitarian actors to strengthen disability inclusion.
  • Provide technical guidance to the PSEA Network and AAP Taskforce on the implementation of complaint and feedback mechanisms that are inclusive and accessible for persons with disabilities.
PROFILE

Experience
 
  • Prior experience working on Disability Inclusion required, with experience establishing and strengthening disability inclusion mainstreaming.
  • Protection experience, particularly in CBP and AAP considered advantageous.
  • Work in capacity development, support, and training of staff, partners, and government counterparts desirable. 
  • Prior experience working in complex emergencies supporting coordination structures will be considered an asset.



Essential requirements
  • Advanced University degree in in Social Work, human rights, development studies, sociology, law or any other relevant field 
  • A minimum of 3-5 years of relevant working experience in disability inclusion.
  • Fluent in English (Moldovan, Ukrainian, Russian, or Romanian is an asset).
  • Strong experience and knowledge on monitoring activities
  • Experience in providing capacity development (awareness, training, coaching, etc) on Disability Inclusion for a large range of audience (local partners, frontline staff, management staff, high level audience etc.)
  • Knowledge of protection mainstreaming principles, GBV and CP international guidelines.
  • Conceptual and theoretical understanding of rights-based approach and rights of persons with disabilities as well as understanding of issues related to vulnerability with a special focus on disability, gender and age as potential factors of exclusion.
  • Knowledge of Humanitarian Inclusion standards for older people and people with disabilities, UNHCR AGD Policy, as well as United National Disability Inclusion Strategy.
