Background and Justification

* Purpose of the Position:

In the context of the WHO Health Emergencies Incident Management System (IMS), at the country level, the incumbent will coordinate WHO’s operations and projects during all phases of emergencies, in the affected areas by developing rosters of participating response agencies in association with the partnership coordination teams and other stakeholders. The incumbent acts as the point of contact for representatives of cooperating agencies and addresses inter-organizational issues.

2.  Job Description

* Objectives of the Programme and of the immediate Strategic Objective

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinator international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Organizational context (Describe the individual role of incumbent within the team, focusing on work environment within and outside the organization)

Reporting to the Incident manager, under the overall guidance of the Head of WHO Country Office, and working closely with counterparts at the respective Regional Office and HQ, the Officer will have the overall responsibility for coordinating operations, in close collaboration with affected Member States and all relevant stakeholders, to achieve the best attainable health status for the populations which WHO serves. S/he identifies and engages with other staff involved in the incident management system, at the three levels of the Organization (headquarters, regional office and WHO country office), to liaise on strategy development and implementation pertaining to the incident management throughout the full cycle of prevention, preparedness, recovery and response. This will
involve ongoing contacts with national health authorities, other UN agencies, national and international
 

organizations, civil society and all other stakeholders as well as building relations and cooperation with all relevant non-health actors.

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):

During your deployment, you may be relocated to another duty station, and your duties may be modified, based upon the technical needs of the programme.

1.    Act as the point of contact for representatives of assisting and cooperating agencies. Liaise on collective actions and collective results from internal and external actors, including those deployed as part of the WHO response team (staff, consultants, GOARN members, or stand-by partners) and those deployed otherwise (independent governmental and nongovernmental agencies (NGOs) within and outside the health cluster and emergency medical teams).
2.    Respond to requests or concerns from non-health stakeholders, address inter-organizational issues. Bring issues and concerns to the attention of the Incident Manager with a recommended course-of-action.
3.    Develop and maintain rosters of participating response agencies with the Partner Coordination team and other stakeholders.
4.    Conduct regular coordination meetings with all relevant partners and non-health actors to facilitate the overall health response, exchange information, produce and circulate minutes,
related decisions and tracking the latter. Develop detailed lessons learnt” reports, recommending
coordination mechanisms and improvement to field operations.
5.    Communicate priorities, plans, needs and concerns related to the health response to non-health actors; provide, to the Incident management team, information pertaining to the health sector response and specific challenges that require non-health related solutions.
6.    Where and when required, deputize for and represent the Incident Manager in briefing and planning meetings in other agencies, with the Government, national counterparts, donors, health cluster and other stakeholders, ensuring information is shared and the response is coordinated.
7.    Actively participate in the assessment, monitoring and evaluation of the humanitarian health situation, recommending appropriate actions and innovative approaches, to fill the identified health service delivery gaps.
8.    Provide expert advice to other partners through the health cluster approach; identify effective tools to bridge the gaps between needs and capacities for affected population, strategies to overcome obstacles for their access to health services,  attain their safety and the respect of their dignity.
9.    In close cooperation with the Resource Mobilization team, promote and foster effective collaboration and mobilization of resources with a broad range of UN agencies, international, governmental and nongovernmental organizations/institutions as well as non-health actors.
10.  Act as back-up incident management surge as required and perform any other related incident- specific duties, as required by the functional supervisor.

Functional Knowledge and Skills

* Describe the essential knowledge and the skills specific to the position

•   Solid understanding of the overall intersectoral health emergencies response and related national priorities.
•   Demonstrated knowledge of the rapid response operations and their implementation in emergencies as related to public health, complemented by demonstrated ability to identify and
manage difficult situations, to lead and direct multidisciplinary and multinational staff.
•  In-depth knowledge of emergency relief policies and practices within the UN, other UN
specialized agencies, donor agencies, national and international NGOs.
•  Sound knowledge and experience of disaster prevention and preparedness programmes and the
incident management system.
•   Excellent negotiation skills and ability to convene stakeholders and facilitate a policy process among UN, NGOs, national health authorities, donors and non-health actors.


Education Qualifications

* Essential
An advanced university degree (Master’s level or above) in public health, medicine, international health, international relations, social sciences or management from an accredited/recognized institute.

Desirable

Post graduate studies or specialized training in emergency management, international aid or humanitarian principles.

Experience

* Essential

At least seven years of relevant experience, at national and international levels, in developing and
 

promoting collaborative partnerships in emergency and humanitarian relief operations, including experience in coordinating health programmes in chronic and acute, sudden-onset emergencies..

Desirable

Relevant work experience in WHO, other UN agencies, relevant nongovernmental, health cluster partners or humanitarian organizations.

4. Use of Language Skills

Excellent knowledge of English or French (depending on the country of assignment). Working knowledge of another WHO official language would be an asset (depending on the country of assignment).

Other Skills (e.g. IT)

Knowledge of Microsoft Office software applications.
