CONTEXT AND JUSTIFICATION:

 
Malawi has experienced flooding affecting 17 districts with massive displacements. State of disaster was declared by the government on 26th January 2022. The Malawi CO works through IPs in normal programmes of gender equality, GBV and SRHR and has trained both Government and NGOs on humanitarian response.   This is the third country’s experience of a disaster of this magnitude, the first one was in 2015, the second was in 2019, after over a very long time and all preparedness plans have been overtaken by the scale of the floods and the numbers affected. 
The displaced population are currently accommodated in camps in schools and other Government facilities, whilst some have returned to their dilapidated homes.  Government- led clusters carried out an initial rapid assessment (between 27th January and 2nd February, 2022) and have requested support, including an urgent request to address issues of GBV and SRHR among the displaced population.  The deployed officer will help establish coordination structures at district and local levels and reinforce the capacity of national actors to respond effectively utilizing international guidelines and standards, and good practices.
According to the protection assessment results; “a total of 945,728 people have been affected including 39,073 under-fives; 21,046 pregnant and lactating women (PLW); 10,165 people living with disabilities; and 2,619 elderly people. Access to protection, Early Childhood Development (ECD), Sexual and Reproductive Health (SRH) and other essential services (social, legal, and security) has been disrupted. In addition, there is stress among the protection workforce due to increased workload. As such, there is a need for referral pathways and complaints and feedback mechanisms for reporting cases of violence, as well as provision of dignity kits to adolescent girls and young women. In addition, there is a need for improved coordination among service providers and orientation of protection structures in provision of protection services, as well as provision of psychosocial and recreational materials.”
    
UNFPA is the lead agency of the Gender-based Violence Area or Responsibility (GBV AoR). It is a functional working group within the Protection Cluster, one of eleven IASC clusters. As GBV lead-agency, UNFPA is mandated to ensure effective coordination of GBV response and mitigation efforts in IDP settings. Lead cluster agencies are also providers of Last Resort, and UNFPA is accountable as such to ensure adequate and appropriate response to humanitarian needs related to GBV response services wherever there are critical gaps in the humanitarian response. This responsibility entails UNFPA scale up to respond to humanitarian needs, as well as advocacy with government, humanitarian leadership and partners to ensure resources are mobilised and gaps are met. GBV coordination, in line with the cluster approach, has six core functions: Facilitate service delivery (provide a platform to ensure that service delivery is driven by agreed strategic priorities), informing strategic decision making of Humanitarian Country Teams, planning and strategy development, advocacy, response monitoring and reporting, and contingency/preparedness/capacity building.
    
The CO is centrally situated in Lilongwe while the Southern part of Malawi is the one that requires the presence of a coordinator to work with the existing partners to speed up implementation of emergency response interventions related to GBV.  The GBV Sub-cluster Coordinator will be part of the UNFPA Country Office Humanitarian Response Team under the overall direction of the UNFPA Malawi Representative and will be resident in the Southern region (Blantyre) where there is a high magnitude of the disaster. H/She will be the Focal Point for coordination, implementation, monitoring and reporting on life saving UNFPA GBV components of the humanitarian response
 

Overall COVID-19 Situation in country:
The COVID situation has improved greatly with very low infections, however COVID measures are strictly adhered to.


Security Situation Summary in country and main threats: (i.e armed conflict, terrorism, crime, social unrest, hazard)

Malawi is a very low security risk country at level 2. Therefore, no threats, however, caution should be taken to safeguard oneself including possessions.

Background Description of Emergency / Justification for Request

The CO is centrally situated in Lilongwe while the Southern part of Malawi is the one that requires presence of a coordinator to work with the existing partners to speed up implementation of emergency response interventions related to GBV.  The GBV Coordinator will be part of the UNFPA Country Office Humanitarian Response Team under the overall direction of the UNFPA Malawi Representative and will be resident in the Southern region where there is a high magnitude of the disaster. The GBV Coordinator will be the Focal Point for coordination, implementation, monitoring and reporting on life saving UNFPA GBV components of the humanitarian response.

 
Role Description:
Under the overall supervision of the UNFPA CO Representative and direct supervision of Deputy Representative, the incumbent facilitates and coordinates the rapid implementation of multi-sectoral, inter-agency GBV interventions in a humanitarian emergency.

Comprehensive GBV prevention and response programming in humanitarian emergencies requires skilled coordination of a range of organizations and actors from the displaced and host communities, NGOs, government partners, UN agencies, and other national and international organizations.      

The GBV Sub-cluster Coordinator’s duties include:  building and sustaining partnerships, Coordination, strategic planning, capacity development, advocacy, and information management. The GBV Sub-cluster Coordinator will use the IASC’s Guidelines for Integrating Gender-based Violence Interventions in Humanitarian Action: Reducing Risk, Promoting Resilience, and Aiding Recovery, the GBV Area of Responsibility’s GBV Coordination Handbook, UNFPA’s Managing GBV Programmes in Emergencies Guide and Minimum Standards for Addressing GBV in Emergencies to facilitate planning, coordination, monitoring and evaluation of inter-agency GBV initiatives.

The incumbent will also represent UNFPA in an inter-agency capacity to ensure a robust and well-functioning coordination body that promotes the highest standards of GBV prevention and response, in line with global guidance.

At the National level, UNFPA Co-Chairs the GBV Sub-Cluster together with the Malawi Ministry of Gender, and this has been activated to respond to the emergency. Currently, UNFPA is taking the lead in supporting government efforts to establish a multi-sectoral GBV referral system and a functioning GBV coordination structure at Sub-National level (in Blantyre) in support of the ongoing response.



MAJOR DUTIES AND RESPONSIBILITIES
 
Building and Sustaining Partnerships
  • Establish and facilitate inter-agency, multi-sectoral GBV coordination groups (“sub-clusters”) at national and sub-national levels. Promote, respect and ensure that the Principles of Partnership are reflected in the day-to-day work of the GBV sub-cluster.
  • Establish result-oriented, two-way communication channels between national and sub-national GBV coordination groups to ensure a standardized response to GBV.
  • Proactively engage with all relevant stakeholders to ensure coordination bodies reflect the range of actors addressing GBV, including across multiple sectors (health, psychosocial, legal, security, etc.) and categories of actors (UN, NGO, civil society, government, etc.).
  • Regularly represent the GBV sub-cluster in Protection Cluster meetings, OCHA-led meetings (e.g. around development of the Strategic Response Plan or for Inter-Cluster Coordination), and other relevant meetings, including those called by the Humanitarian Coordinator.
  • Coordinate and collaborate with other clusters/working groups such as the Health Cluster, Child Protection Sub-cluster, Shelter Cluster, Food Security Cluster, Education Cluster, Mental Health and Psychosocial Support Working Group, etc. to ensure integration and risk mitigation GBV-related actions in the Cluster plans’ and to advocate for joint awareness-raising for non-GBV specialists.
  • Advocate with donors and mobilize resources for inter-agency GBV prevention and response in line with GBV sub-cluster work plan and SRP. As necessary, leverage resources within UNFPA to support inter-agency GBV activities under the Sub-Cluster.
  • In consultation with non-governmental GBV actors and national civil society, identify appropriate mechanisms for working with and collaborating with national authorities on GBV issues.

Strategic Planning
  • Develop/Review/Update location specific GBV referral pathways.
  • In collaboration with national and international GBV actors, map current institutional response capacities, including facilitating mapping of GBV-specific 4Ws/5Ws     .
  • Lead and initiate a process to develop a realistic, evidence-based multi-sectoral and inter-agency prevention and response plan. Promote engagement of a range of sectors and ensure realistic benchmarks and timelines for achieving set objectives.
  • Regularly monitor progress against plan during coordination meetings. Allow space for new actors to engage with plans over the course of the crisis response.
  • Work with partners to continually identify response gaps in line with proposed work plan (including geographic coverage and programmatic scope) and seek solutions to fill gaps.
    

Capacity Development
  • Work with partners to develop an inter-agency GBV capacity development strategy that meets the needs and priorities of key national and local stakeholders to facilitate implementation of agreed work plans.
  • Revise existing training materials according to local context and ensure partners’ access to relevant training sessions.
  • Support efforts to strengthen the capacity of sub-cluster members on planning and responding to GBV in emergencies and on safe and ethical GBV information management.
  • Ensure all GBV sub-cluster partners and others are aware of relevant policy guidelines, technical standards, and other resource materials (go to www.gbvaor.net for the latest information).

Advocacy
  • Provide technical support to the development of relevant advocacy and policy documents to address GBV in the context of broader gender inequality issues.
  • Promote awareness of national laws and policies that inform action to address GBV.

Information Management
  • In line with WHO’s Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies:
    • Engage in robust analyses of available secondary data to ensure readily-available information on known trends and patterns on GBV for inclusion at relevant points along the Humanitarian Programme Cycle, including the MIRA.
    • Consolidate existing assessments on the GBV situation and/or work with relevant agencies, the displaced and host populations to conduct relevant participatory analyses of GBV. 
    • Undertake new assessment missions as necessary/appropriate to determine the magnitude and scope of GBV and identify strategic inter-sectoral approaches for addressing it.
    • Work with the GBV coordination groups to adopt a standardized GBV incident report/intake form and other relevant forms as necessary. Train partner organizations and other sectors in the use of these forms with particular emphasis to the Guiding Principles for Working with GBV Survivors and in line with the GBV Information Management System (GBVIMS).
    • If necessary, develop monthly report formats that capture relevant information and that support the analysis and evaluation of program progress and outcomes.
    • Document best practices and approaches for responding to issues of GBV in order to deepen the knowledge base among relevant partners.
  • Prepare regular analytical reports on emerging issues.

Administrative and Miscellaneous Duties
  • Write monthly reports documenting progress against work plan outputs.
  • Carry out any other duties as may be required by the Country Representative, Deputy Representative or the Humanitarian Team Leader

Qualifications and Skills required:
  • Advanced degree in social work or other social sciences, public health, community health, international relations, international law, human rights or related field.
  • Minimum 5 years of relevant (international) job experience.Experience leading inter-agency coordination mechanisms with a wide range of stakeholders. Demonstrable knowledge of the critical components to facilitate effective inter-agency coordination.
  • Awareness and demonstrable knowledge of how GBV manifests in humanitarian settings and ability to describe context-specific prevention and response actions.
  • Demonstrable knowledge of humanitarian emergency operations, including the Cluster System and HPC, and roles/responsibilities of key humanitarian actors.
  • Demonstrate understanding of survivor-centred approach, believes in gender equality and applies, promotes and integrates gender analysis into humanitarian programming.
  • Able to work effectively in a multi-cultural environment and under pressure.
  • Able to work with different stakeholders from government institutions, international organizations, academia and NGOs, and the affected communities.
  • Knowledge of resource mobilization; CERF, Flash Appeals and pooled funds.
  • For Coordination post; understanding of the 6 functions of Coordinators.
  • Proficiency in English and in other official languages or the UN required/desirable.
