Position Title: Emergency Health Logistics Expert

Initial duration: 3 months



1. Purpose of the Position

In the context of the WHO Health Emergencies Incident Management System, the incumbent will have to provide technical expertise, tools, methods and means to meet the specific health logistical needs of IMS, member state and partners to strengthen capacities to respond of future emergencies.

By liaising with member state Health logisticians, UN network and Health humanitarian agencies, and based on WHO LCA guidance, the incumbent will contribute to the development of WHO IMS Strategic Response Plan.

For this specific response, the health logistics expert would primarily focus on: Ensuring that pre- identified medical facilities affected have continuous minimum operating capacity in place and that they would be able to ensure the care and treatment of the injured 24/7 in compliance with the minimum health standards (as well as maintaining primary and secondary care services) in the areas of:

-              Power supply, energy supply back up plan

-              Water supply and hygiene (to be assumed by UNICEF)

-              Sterilization

-              Triage and flow of patients

-              Cold chain (blood banking)

-              Medical storage (pharmacy)



2. Summary of Assigned Duties

2.1 Provide advice to upgrade existing Health Facilities and define improvement plan of health logistics services
 
•   In collaboration with counterparts in member state, assess and forecast Health facilities and Case Management logistics needs of designated infrastructure (Power supply, pharmaceutical storage condition, local cold chain network capacity, …)
•   Assess Health Logistics component of member state and Health Partners Contingency
Plan and identify gaps in the provision of health facilities support services if any
•   Assess  local  patient  referral  system  and  the  “ready-to-use”  ambulances  network  in designated area
•   When required, draft Health Facility or Emergency Treatment Center layout according to preparedness scenario event with WHO good practices and standard
•   Ensure partners access to WHO technical guidance for the establishment of treatment facilities (standard layout, blueprint, required list of services and equipment and adequate support to the onsite health activities.…)


2.2 Provide guidance and forecast field supply health needs (kits, essential drugs and consumables)

•   Analyze supply gaps in essential items if any
•   Monitor the Health Infrastructure supply pipeline (MoH and health partners) and alert on risk of gaps of essential items; Propose/stimulate set up of dynamic solutions
•   Actively promote and manage health logistics field platform coordination mechanism and build up strong collaborative network
•   Upon delegation represent OSL in Health Logistics field cluster meetings and facilitate two-way communication between both clusters when required

2.3 Support definition of Global Health Response Plan:

•   Participate and provide guidance into the definition of the Global Response Plan strategy and budget
•   Define/propose the health logistics support set up for any given scenarios
•   Support the medical team in the definition of the needs (needs forecast) and establish list of essential items.





Functional Knowledge and Skills

•   Excellent health logistics skills with proven experience in the domain water, Sanitation and Hygiene (WASH), Infection prevention Control (IPC), Vaccinations, Health Facilities (infrastructure) Support, Laboratory Support and emergency mobile medical facilities.
•   Excellent organizational and managerial skills with the ability to multitask, deliver results in time critical scenarios, identify and solve problems.
•   Demonstrated knowledge health logistics management in emergency context, with proven ability to identify and solve technical problems in difficult circumstances.
•   Demonstrated knowledge and skills in team coordination and health related logistics management.
•   Demonstrated ability to work in multicultural, multidisciplinary environment.
 
•   Excellent interpersonal skills with ability to negotiate with and convince officials with tact and diplomacy.
•   Ability to write in a clear and concise manner, and to present information to achieve desired results.
•   Knowledge or understanding of WHO mandate and goals in the emergency incident management context.

Other skills

•   Excellent knowledge of Microsoft Office applications.
•   Demonstrated computer skills with emphasis on database management to monitor supplies and inventory and forecast needs.
•   Demonstrated skills in using field response equipment such radios (HF and VHF) and satellite phones.
•   Good general knowledge of enterprise resource planning systems.
•   Demonstrated skills in databases management and use for monitoring of transportation and distribution.

Education Qualifications

An advanced university in engineering, health logistics, public or business administration or related field from an accredited/recognized institute.

Desirable:
Professional certification/qualification in areas such water and sanitation, cold chain, energy management or vaccination.


Experience

Essential

•   At least seven yearsrelated experience and exposure, at national and international levels, in managing emergency Health Logistics support in international organizations/institutions, part of which in the field supporting emergency humanitarian operations.

Desirable

•   Related experience with WHO, the UN system, health cluster partners, recognized humanitarian organizations or international nongovernmental organization. Experience in field of
outbreaks response and/or health emergency



Language:

•   Excellent knowledge of English (depending on the country of assignment).
•   Excellent knowledge in Russian or Ukrainian
