BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The  United  Nations  World  Food Programme  (WFP)  is  the  world's  largest  humanitarian agency, fighting hunger worldwide. We are seeking to fill a position of Protection Officer to work with field colleagues to ensure that WFP implements an operation which aligns with WFP’s humanitarian principles and its obligation to do no harm.

With a direct reporting line to the Head of Programme, the Protection Officer will be responsible for integrating protection and conflict sensitive standards into WFP’s emergency response in Tigray. Within corporate frameworks and in support of the country office protection team, the Protection Officer will coordinate with relevant units and actors to:

i.    Translate WFP Protection and Accountability Policy and the conflict sensitive minimum standards into practice in the Tigray emergency response,

ii.    Systematise the collection, management, and mixed-method analysis of protection relevant data (quantitative & qualitative) to identify risks linked to food and nutrition insecurity and interventions,

iii.    Develop  and/or  adapt  WFP  assessment,  planning,  measurement  and  training  methods, guidance and tools to mitigate these risks through and within WFP’s interventions, by identifying, implementing and monitoring mitigation measures for each identified risk.

Within an emergency setting, WFP requires a Protection Officer experienced in building an evidence base to inform programmatic decision-making and identify areas requiring targeted support; coordinating with relevant stakeholders internally and externally; and working with communities and community influencers to build inclusive systems to establish protection related approaches, ensuring community access to and acceptance of safe, appropriate and relevant interventions. The Protection Officer shall be required to travel extensively and shall work closely with WFP field staff, protection-mandated  and  non-mandated  agencies,  WFP  Cooperating  Partners  (CP)  and  other relevant interlocutors on the ground. The role is located within a highly complex setting, withing a rapidly  evolving  operation.  The  ideal  candidate  will  thus  be  adept  at  performing  in  a  manner sensitive  to  a  diverse  range  of  actors  and  dynamics,  employing  strong  communication  skills, including aspects of diplomacy, negotiation and influencing as appropriate to achieve the desired outcomes. The candidate will manage a national Protection Officer deployed to support the Tigray response.


ACCOUNTABILITIES/RESPONSIBILITIES:

Within the Tigray Emergency Response and in collaboration with the country Protection Team, the Protection Officer shall:
•    Conduct protection and conflict risk analysis and stakeholder mapping and analyses and develop or update risk matrix, with specific description of each risk and risk ownership.
•    Integrate  protection  and  conflict  sensitive  considerations  into  WFP’s  existing  tools  and processes as relevant. Examine existing data and identify information gaps relevant to the capture, analysis and reporting of protection, accountability and inclusion issues.
•    Undertake regular analysis to map communication, information and language preferences of affected populations to reflect real time needs as the context evolves.
•    Support the application of personal data protection and privacy standards and privacy impact assessments (PIAs) as necessary, in accordance with corporate policy and guidance.
•    Support the inclusion of protection-related considerations in data collection processes.
•    Support in the development of an information management system, including protection- related information, with a particular focus on community engagement, as well as child protection, prevention and mitigation of gender-based violence and youth programming.
•    Maintain and expand existing partnerships relevant to protection and identify opportunities for collaboration and new partnerships. Build networks, partnerships and collaborations with counterparts in other UN agencies, clusters and other actors to ensure consistency in protection integration across the Tigray humanitarian response and to ensure complementarity with the country office strategy on protection.
•    Collaborate  with  stakeholders  to  build  and  maintain  a  functional  localised  community engagement approach, including strengthening a community-led feedback system that feeds into the country office community feedback mechanism, based on community-identified engagement preferences, relevant information management and data protection principles to support community participation in WFP decision-making.
•    Provide  policy  advice,  technical  guidance  and  implementation  support  to  all  teams  to prevent and address sexual exploitation and abuse (SEA) and engage with regional and country level work on Protection from SEA as necessary.
•    Identify capacity strengthening needs and facilitate capacity building for WFP and CP staff.
•    Lead on community engagement and protection-sensitive approaches to support the transition from blanket to targeted assistance.
•    Responsible for managing, mentoring and supporting the work of a Mekele-based WFP national protection assistant.
•    Perform other related tasks as required.

DELIVERABLES:
•    Protection and conflict stakeholder mapping, risk analysis and risk response plan.
•    Integration of protection considerations into WFP tools, trainings and systems to help ensure WFP avoids any unintended negative consequences from its interventions.
•    Protection guidance, tools and training materials, supported by appropriate information management system.
•    Regular representation of WFP in meetings involving protection stakeholders, including coordination fora. 



QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:    

Advanced university degree in one of the following disciplines: social sciences, international development, development economics or another related field such as international relations, human rights or political science. 

Experience: 

Between 6 to 10 years of solid, responsible and relevant work experience in a humanitarian  organisation  and  operational  implementation  of  protection programming and protection integration in other humanitarian sectors, with a strong focus on protection risk reduction, including relating to gender-based violence, child protection, protection of civilians, conflict sensitivity, and community engagement.

Knowledge & Skills:

•    In-depth  knowledge  and  operations  experience  in  risk  identification  and operationalization of mitigation measures, protection, conflict sensitivity, gender, gender-based violence, civil-military relations, and other humanitarian policy issues, and its linkage with humanitarian assistance.
•    Demonstrated field experience working on protection, human rights and accountability to affected populations.
•    Experience  in  assessing  humanitarian  access  constraints  and  advising  on  the development of strategies to maintain and protect the humanitarian space and the protection of civilians in emergency, peacekeeping or conflict operations.
•    Understanding of food security programming, previous experience with WFP
or any of its CPs is a strong asset.
•    Demonstrated skills in diplomacy, negotiation, interpersonal relationships, training, facilitation, analytics, writing and communication.
•    Demonstrated high performance and leadership capacity and excellent partnership building skills with external and internal stakeholders.
•    Proven strategic and policy engagement skills in an international setting.
•    Knowledge of UN system policies and protection-mandated agencies.
•    Flexibility to travel on short notice and in challenging environments.
•    Experience of working in Ethiopia or the Horn of Africa is desired.
