ROLE REQUIREMENTS
Main tasks and duties to be executed (specify precisely in a maximum of 10 bullet points):
Under the supervision of OCHA Deputy Head of Office, the SBP will work closely with the ICCG, the
HCT, FSNMS technical group, cluster members, OCHA South Sudan and the donor community to enhance
the assessment process to inform the HNO and HRP. This will entail but not limited to:
•    Support the development of the country/operation-specific needs assessment.
•    Work with the relevant teams to enable multi-sectoral data collection, analysis, and other necessary information elements required based on the analytical framework and subsequent analysis and data collection plans for baseline and context- and sector-specific data.
•    Provide technical assistance and guidance to OCHA country office and HPC partners with a focus on improving the quality and compatibility of joint needs assessments undertaken in support of all sectors.
•    Support coordination and management of the countrywide joint multi-sectoral needs assessment exercises as required.
•    Work with the appropriate working groups such as the Needs Analysis Working Group Information Management Working Group and other relevant structure, to ensure a coordinated approach to needs assessment.
•    Guide and support operational leads in making methodological decisions related to needs assessments.
•    Documenting any process requirements.
•    Providing periodic activity reports to OCHA Head of Office
•    Performing other duties as may be requested by the OCHA Head of Office.    
7. Expected outcome of the deployment (detail in bullet point form the anticipated achievements and added
value expectedfrom the deployment):
•    Clarity on OCHA's role on needs assessment in South Sudan through an Assessment plan with active pursuance with partners on MIRA/Joint assessments, etc
•    OCHA's mandate is well represented at different forums and working groups.
•    Support provided to Assessment/Technical Working groups.
•    Established network of data collection partners (NGOs, REACH, etc) is available to support different assessments.
•    Documentation of Needs Assessment processes are available.
•    In-house capacity on different elements of needs assessment is built up and available for next rounds of needs assessment.
•    Assessment Trainings for partners are arranged for developing a pool of different resources.
8. Specific required skills (languages, experience, ability to work remotely/as a singleton, soft skills, etc.):
English is official language, with Arabic as an added advantage; resilience to work in difficult and insecure environment; experience working with UN, and UN security system; strong interpersonal skills, ability to articulate emerging humanitarian situation; strong leadership and coordination experience working with multiple and diverse partnerships assessment coordination knowledge, especially for multi-sector needs assessments to inform HNO/HRP. Analytical capacity and in particular the ability to analyze and articulate the humanitarian dimension of issues which require a coordinated UN response (e.g. inter-agency approach in complex emergencies). Capacity to conduct robust data quality checks and ensuring consistency and quality control.
OPERATIONAL ENVIRONMENT
9. Brief description of emergency outbreak/upsurge and the consequences for OCHA:
People in South Sudan are facing a major hunger crisis, with the highest levels of food insecurity since the country declared independence 10 years ago. More than 1 in every 2 people in South Sudan—7.2 million people; 60 per cent of the population are projected to be severely food insecure (IPC Phase 3 and higher) in the lean season, from April to July 2021, due to conflict, climate emergencies and the economic impact of COVID-19. 108,000 people will suffer catastrophic levels of food insecurity (IPC 5) in South Sudan in the coming months. These figures are expected to rise in the period ahead. Akobo, Pibor, Aweil South, Tonj North, Tonj South and Tonj East counties are the worst affected counties and are our Priority 1 counties.
Additionally, conflict, mass displacement, loss of livelihoods, inability to reach basic healthcare and lack of access to schools have created urgent protection needs, resulted in severe levels of malnutrition and outbreaks of preventable diseases. Many water points have been destroyed during conflict or submerged by floods, leaving people without access to clean drinking water and increasing their exposure to water-borne diseases, especially given their already weakened state due to hunger.
OCHA urgently requires the position to strengthen the capacity within the inter-cluster arrangement to ensure that assessment capacity is developed to enable timely data gathering.
10. Brief surge need justification (including why the post is urgent and why current/other OCHA capacity
cannot cope/does not apply): A total of over 400,000 people are currently affected by food insecurity in 6 priority counties (Pibor, Akobo, Aweil South, Tonj East, Tonj North and Tonj South counties). The humanitarian situation is deteriorating further due to the current lean season (April-September 2021), repeated violence and increased insecurity especially in Tonj and Pibor areas.
Humanitarian organizations in South Sudan are now scaling-up a multi-sectoral response focusing on the most vulnerable people in areas of most severe acute food insecurity including Pibor, Akobo, Aweil South, Tonj East, Tonj North and Tonj South. In supporting a principled and coordinated response, OCHA South Sudan has temporarily deployed 4 staff members to Akobo, Aweil South, Pibor and Tonj areas to provide overall coordination support. These emergency deployments have already stretched OCHA South Sudan.
Unexpectedly, the Government of South Sudan's National Bureau of Statistics in partnership with United Nations Population Fund (UNFPA) has recently launched a Population Estimation Survey (PES) for data collection, cleaning and reporting between April and July 2021. Humanitarian partners including OCHA have been requested to support this process to ensure timely availability of reliable up-to-date population estimates for South Sudan leading to the main national population and housing census.
There is no recent population data for South Sudan since 2008's Population and Housing Census. Reliance on population projections has been overtaken by events and time. This new population estimates expected to be completed in July will be critical and used as baseline number for the 2022 Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP) under OCHA's leadership.
The Assessment Coordinator will support the new Population Estimation Survey (PES) process and will help OCHA South Sudan in meeting the various simultaneous requests in connection with the ongoing multi-sectoral response scale-up.
OCHA's role and key challenges:
•    OCHA will host and support the Assessment Coordinator in his/her duties and engagement with various stakeholders.
•    No challenges are envisioned except for the evolving humanitarian context in South Sudan impacting the population.

OCHA South Sudan team; REACH; cluster coordination teams including assessment technical focal points.

 What is the approximate percentage of time spent on duty travel and to which locations? (if duty travel within the country/region is expected, all associated costs are to be covered by the requesting OCHA office):
Yes, travel within country during the deployment period may be required. 

Visa requirements (e.g. visa on arrival, type of visa required, letter of invitation required, timeframe for obtaining visa, any other useful information. Note that SBP deployees are not UNLP holders, travelling with national passports only):
OCHA will support visa processing for the deployee as per in-country procedures for international staff

 R&R cycle and location/destination:
Normally every 6 weeks with Entebbe as R&R destination. If the SBP expert has to defer taking R&R due to COVID-19 complications with traveling, OCHA South Sudan will be open to explore alternative options in
collaboration with the sending SBP organization.    
Overall security situation summary, main threats and specific security level at all locations relevant to the deployment, infrastructure and staff well-being (Note that SBPs are deployed with UN Expert on Mission status and are to be included in all security plans and arrangements):
Security Level; Juba security alert status is ''green'' and has a classification of "E". The surge staff will be residing in one of the OCHA recommended guesthouses. An induction program is in place for all new staff.

Accommodation provision: In a UN guest house or UN approved hotel / residence
Medical requirements e.g. vaccinations: Yellow fever, PCR test valid for 96 hours from time sample is taken. Medical facilities available: very limited, UN clinics available but with basic health services
