Title: Roving Protection  Officer-P3-Juba, South Sudan
Based in Juba, South Sudan, roving in any geographical location in South Sudan, including deep field locations.

South Sudan continues to be first and foremost a protection crisis. Protection threats continue to intensify in scale and scope  and the population  is  exposed to  repeated  deliberate  attacks  on civilians and other  violations  of international  humanitarian and human rights law.  Poor rule of law continues to  prevent perpetrators being held accountable for the overwhelming number of violations, including the most egregious abuses, such as rape, torture, killing,  forced  recruitment  including  of children,  targeted  discrimination,  and,  occupation  and destruction  of property. The prolonged conflict has resulted in: widespread food insecurity and economic deterioration; reduced resilience to  recover  from  shocks;  growing  dependency  on  humanitarian  assistance   and  negative  coping mechanisms (including family separation, child marriage and survival sex}; dire impacts on both the physical and psycho-social well-being of the population.  In protection of civilian (PoC) sites,  rates of criminality, gender based violence (including conflict related  sexual violence), and self-inflicted  harm are increasing as well as concerns of civilian character of the sites. Land mines and unexploded ordnance pose  a constant threat of injury or death to the civilian population and humanitarian workers equally and currently render many schools and clinics unsafe for use.
The South Sudan Protection Cluster coordinates humanitarian protection activities for internally-displaced persons (IDPs) on community protection, gender-based violence, child protection, protection of civilians, rule of law, mine action  and land  issues  across  the ten states  of South  Sudan.  The Protection  Cluster  is  co-led by the  UN High Commissioner for Refugees (UNHCR) and the Norwegian Refugee Council (NRC).

Aim of the mission
To strengthen  UNHCR's leadership role of the  cluster,  particularly in the deep field locations,  to ensure that the protection needs of affected  populations are  met through timely and coordinated action,  in line with the overall strategic objectives of the cluster

Mission Objectives
  • Improved coordination of humanitarian/protection interventions in the field (primarily in locations where UNHCR  is the state focal point) and deep field locations
  • Streamlining of the  National  Protection  cluster's activities at the  state  level,  close coordination  and cooperation with the field teams, primarily in areas where UNHCR is the state focal point, including timely data collection, analysis and reporting
  • Protection Cluster initiatives are successfully implemented in the field by cluster members

Under the supervision of the Senior Protection Cluster Coordinator, the Roving Protection Officer will:
  • Conduct regular field missions to support Protection cluster coordinators in the field to the extend possible in the current circumstances, assisting state and deep field focal points as and when required, particularly in the implementation of protection cluster activities and strategies;
  • Advise the Protection Cluster and humanitarian organisations on best practice in humanitarian civil-military coordination  {CMCoord);  work  closely together with  established  civil-military  coordination  groups  and provide advice on when UN  Military  and Civil Defence Assets  (MCDA}  is used as a  last resort;
  • Perform  as co-coordinator of the Access Working Group (AWG), which is an analytical and operational body
    focusing on  increased and  sustained  humanitarian  access  in  accordance  with  humanitarian  principles through coordination,  monitoring,  reporting and analysis of conditions.
  • Coordinate the work  of the  Integrated Protection  Mobile  Team (IPMT) and provide  regular updates on status of field assessments and response and assess protection outcomes regularly.
  • Assist  in  the  rollout  of  protection  cluster  tools  to  the  field,  conducting  trainings  and  workshops  in collaboration  with  the  NRC  cluster  roving coordinator who  will  be covering deep field  (where  UNHCR doesn't have a  presence)
  • Gather protection information from the field locations, compile and review for monthly and other regular reports;
    Support drafting respective documents,  produced by the  Protection  Cluster at the  national and state levels;
  • Assist cluster  coordination  in  the  field  in  facilitating  the  implementation  of  solutions  activities  and programmes  to  ensure  the  continuity  between  humanitarian  response,   recovery  and  development, including developing and/or strengthening partnerships with relevant actors on issues such as housing, land and property and the  rule of law;
  • Support mainstreaming of protection  in the  activities of clusters and agencies in the field
  • Support training, coaching and capacity building initiatives in the field
  • Advise on and ensure effective  protection  analysis and monitoring, and streamlining data  and information reporting to the  national  level on protection concerns.
  • At least 5 years of progressively responsible experience at the international  level in the human rights and/or the humanitarian field and in CIV/MIL functions including experience in Conflict Sensitive Analysis, preferably in relation to complex emergencies and humanitarian operations;
  • proven protection cluster experience; proven experience in protection  and  coordination,  ability  to  supervise,  mobilize  and  regularly  follow   up  on  mobile  protection interventions to deep field locations by the protection mobile teams.
  • Ability to advocate on protection issues, both in writing and orally and produce high quality reports  and analysis of protection  incidences,  issues and trends.
  • Previous experience in South Sudan would be an asset

Essential requirements
  • Advanced university degree (Master's degree or equivalent) in law,  political science, strategic military studies, international relations, social sciences or any other discipline related to human rights and protection.
  • A first level university degree with a relevant combination of academic qualifications and field experience in protection may be accepted in lieu of the advanced university degree.
  • Strong English, verbal and written skills. Solid analytical, writing and presentation skills

Personal Characteristics
Strong inter-personal skills, including coordination, ability to work in remote locations, negotiations skills, an ability to work both individually, organizing the daily activities and communication with the field team, but also in
various teams
