Context:
 
Following escalation of violence in Rakhine State, Myanmar, on the 25 August 2017, over
740,000 Rohingyas have fled across the border into Bangladesh, resulting in a severe humanitarian crisis. The International Organization for Migration (IOM), in support of the Government of Bangladesh, has been mandated to support coordination of humanitarian activities in Cox’s Bazar, alongside United Nations High Commissioner for Refugees (UNHCR) and  the  United  Nations  (UN)  Resident  Coordinator,  as  Strategic  Executive  Group  (SEG) Co-Chairs.
 
The Inter-Sector Coordination Group (ISCG) Secretariat supports this function for the Rohingya refugee response, providing coordination and information management services to operational agencies responding to the refugee crisis. The ISCG Secretariat is an inter-agency team, staffed with contributions from IOM, UNHCR, World Food Programme (WFP), United Nations Children's Fund (UNICEF), as well as other agencies.
 
Under the overall guidance of the SEG Co-Chairs, administrative supervision by the Chief of Mission (CoM) of IOM Bangladesh, and direct supervision of the Senior Coordinator for the Rohingya refugee crisis response (ISCG Senior Coordinator), the successful candidate will lead humanitarian access coordination both in the field and in Dhaka to ensure improved access outcomes for humanitarian actors.
 
The successful candidate will initially be based in the ISCG Secretariat Office located in Cox’s
Bazar, with frequent travel to Dhaka.
 
  
Core Functions / Responsibilities:
 
Setting up architecture for humanitarian access coordination
 
1. Support the sharing of information and evidence between the non-governmental organization (NGO) community, ISCG Secretariat, SEG Co-Chairs and other UN agencies, development partners, donor community and Government counterparts, with the goal of improving humanitarian access and resolving constraints.
 
2. Support the establishment of a framework for sharing consistent information with external stakeholders,  in  particular  the  Government,  respecting  data  privacy  considerations  and domestic and international legal frameworks jointly with the ISCG Secretariat staff. To this end ensure that necessary access monitoring tools and data remains available, including:
o       Incident report database, under development by ISCG Secretariat;
o       FD7 and Visa issues database, collected by NGO Platform;
o       Analysis on the impact of the access issues in the camps;
o       Trend analysis over a period of time.
 
3. Consult key stakeholders on the coordination mechanisms necessary to ensure best possible information sharing for access. As a result of the consultations, possibly convene and chair a Humanitarian Access Group (HAG) in Dhaka with participation from core stakeholders including the NGO Platform, selected SEG members, UN agencies and donors.
 
4. Strengthen the continued leadership of the SEG Co-Chairs and coordination role of the ISCG Secretariat in driving access issues, and closely liaise with other core Secretariat staff to ensure ownership and participation.
 
Government Liaison and Capacity Building
 
5. Working closely with the ISCG Senior Coordinator and ISCG Government Liaison Officer in
Cox’s Bazar, and SEG Co-Chairs in Dhaka.
 
6.  Support the  facilitation of  dialogue and  access  through  meetings  and  other  exchanges between  the  NGOs  and  key  government  counterparts,  where  shared  concerns  can  be discussed.
 
7.   Support   Government   counterparts,   especially   NGO   Affairs   Bureau   (AB)   on   the standardization and streamlining of templates and formats, in line with National Task Force (NTF) decisions to enable efficient and effective NGO operations.
 
8.  Support  ongoing  stakeholder  mapping  and  a  strengthened  focus  on  line  ministries, Division-level Government and other actors.
 
 
External Communication
 
9. Support the development of strategic messaging to address underlying policy challenges and a dissemination plan jointly with the NGO Platform, the ISCG Secretariat and the SEG.
 
10. Working with the ISCG Senior External Relations Officer, support the establishment of a common media strategy focused on positive elements of NGO presence, in particular, at the district level with other stakeholders working on strategic communications.

Required Qualifications and Experience:
 
Education
 
• Master’s degree in Social Sciences, Economics, International Relations, Political Science, Physical Sciences, Engineering or a related field from an accredited academic institutions with seven years of relevant professional experience; or
• University degree in the above fields with nine years of relevant professional experience.
 
Experience
• Experience in the field of humanitarian/post conflict recovery affairs, knowledge on global policies and guidelines related to humanitarian/recovery affairs and humanitarian reform;
• Experience working in implementation and delivery of humanitarian/recovery projects at the field level is a must;
•  Experience  working  in  complex  settings  that  requires  sound  judgment,  and  operational flexibility;
• Previous experience in a similar capacity with humanitarian agencies, in particular the UN, preferred.
 
Skills
• Ability to write and speak clearly and concisely in English.
• Strong computer skills.
• Proven high-level representation skills, such as speaking at meetings and providing situational analysis.
• Proven capacity to work effectively in small teams.
 
Languages
 
IOM’s official languages are English, French, and Spanish.
 
For this position, fluency in English is required (oral and written). Working knowledge of Bengali, Spanish and/or French is an advantage.
 
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
