CONTEXT AND JUSTIFICATION

The GBV Coordinator is needed to respond to the immediate effects of Hurricane Eta in Honduras in the context of COVID 19.

Since the start of the outbreak in December 2019, the new coronavirus has spread to over 182 countries and territories. In many countries, especially those with ongoing humanitarian crises, the COVID-19 outbreak is creating significant additional pressure on the already overburdened social service delivery systems, exacerbating the vulnerabilities of affected populations. The urban poor, migrant, internally displaced and refugee populations are especially at risk as they tend to live in overcrowded settings, making it incredibly difficult to practice social distancing. These settings often also lack continuous access to basic services. Populations on the move will be further exposed to the disease as basic essential and life-saving services are hindered due to control measures, movement restrictions, border closures and discriminatory access to testing and other health services.

The work of UNFPA contributes both to outbreak control and to mitigation of the collateral impacts of the pandemic, including the risks to the continuity of essential social services for children, women and vulnerable populations. The objectives of the organization’s COVID-19 preparedness and response strategy are to reduce human-to-human transmission in affected countries and to mitigate the impact of the pandemic on children, youth and their care providers, especially for the most vulnerable. UNFPA’s strategy is in line with the COVID-19 strategic preparedness and response plan of the World Health Organization (WHO), and the Inter- Agency Standing Committee (IASC) humanitarian response plan led by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA).  UNFPA’s response is in line with the eight pillars in the WHO Strategic Preparedness and Response plan and includes:
 
UNFPA will ensure the continuity of national and local health system capacity to provide access to integrated quality sexual and reproductive health including: comprehensive emergency obstetric care, routine antenatal, postpartum care and postnatal care to ensure safe delivery, mental health and psychosocial support, family planning and gender-based violence services, including clinical management of rape, specialized psychological-social support, case management and physical protection / safety and legal services for gender based violence survivors. and gender- based violence services.

It will mitigate the impact on supply chain and logistics management for sexual and reproductive health supplies, ensuring continuity of supplies and care for lifesaving sexual and reproductive health services throughout the COVID-19 pandemic. UNFPA will also provide and protect health workers (in particular midwives, nurses, obstetricians and anesthesiologists) by ensuring that basic personal protection equipment is available.

UNFPA will provide risk communication and community engagement for primary prevention and stigma reduction, strengthening risk reduction messages and addressing needs of women of reproductive age in quarantine. It will distribute dignity / hygiene kits to ensure that women receive essential items while being provided with gender-based violence, sexual and reproductive health and COVID-19 risk mitigation information.
 
OVERALL COVID SITUATION IN COUNTRY
 
As of 10th November 2020, Honduras has 100,804 cumulative cases of COVID 19 and reports 2,738 deaths. The public health system has limited capacity for handling severe/critical cases of COVID 19. UN Agencies, Funds and Programmes are under BCP modality and UN personnel are working from home.
 
Additional SECURITY SITUATION SUMMARY in country and main threats (armed conflict, terrorism, crime, social unrest, hazard)

Honduras continues to experience serious security restrictions especially in areas under gang control. The response to COVID 19 is occurring in a context of high levels of violence and internal displacement.

Hurricane Eta

Hurricane Eta made landfall over Nicaragua’s northeastern shores near the border with Honduras on 3 November. The category 4 hurricane, with winds of 240 km/h, brought heavy rain and damage to homes, agriculture and infrastructure. In addition to catastrophic winds, the conditions caused heavy storm surge, life-threatening flooding and landslides. Although Eta weakened to a tropical storm before moving over Honduras, the damage has been widespread, affecting 2.69 million people of whom 28% are women of reproductive age. 
 
Role Description: Under the overall supervision of the UNFPA CO Representative, the incumbent facilitates and coordinates the rapid implementation of multi-sectoral, inter-agency GBV interventions in a humanitarian emergency. Comprehensive GBV prevention and response programming in humanitarian emergencies requires skilled coordination of a range of organizations and actors from the displaced and host communities, NGOs, government partners, UN agencies, and other national and international organizations. The GBV Coordinator’s duties include:  building and sustaining partnerships, strategic planning, capacity development, advocacy, and information management. The GBV Coordinator will use the IASC’s Guidelines for Integrating Gender-based Violence Interventions in Humanitarian Action: Reducing Risk, Promoting Resilience, and Aiding Recovery, the GBV Area of Responsibility’s GBV Coordination Handbook, UNFPA’s Managing GBV Programmes in Emergencies Guide and Minimum Standards for Addressing GBV in Emergencies to facilitate planning, coordination, monitoring and evaluation of inter-agency GBV initiatives.

MAJOR DUTIES AND RESPONSIBILITIES

The GBV Coordinator will work under the direct supervision of the Representative in Honduras and under the guidance of the Regional GBViE Specialist. The GBV Coordinator will work in close coordination with country office staff from the different technical areas and business units as well as in close liaison with the LACRO humanitarian roving team. Main duties include:

Coordination and Partnerships
  • Provide technical assistance for the facilitation and coordination of the Gender-Based Violence Area of Responsibility, including advice for the establishment of communication and coordination channels between the members and the engagement of relevant stakeholders;
  • Provide technical assistance to strengthen, lead and support the coordination of the GBV Sub-Cluster, including robust analyses of available data; consolidating existing assessments and findings; promoting assessments on the GBV situation and/or work with relevant agencies, support GBV data collection and dissemination in a safe and ethical way;
  • Develop a GBV contingency plan in the context of the hurricane ETA and IOTA in the context of COVID 19; including the development of sector plans, objectives, indicators to support strategic
response objectives in relation to the hurricane response;
  • Work and collaborate closely with the Protection cluster and the Child Protection AoR in order to develop common guidance, tools, training materials and other relevant document as part of the national protection strategy;
  • Provide technical guidance and support the coordination with other clusters/working groups to ensure integration of GBV-related action in their Cluster plans. (e.g. Health, Shelters);
  • Develop guidelines and tools and deliver capacity buildings based on needs to mainstream GBV in the humanitarian response, especially in the shelters.
  • Promote and support the establishment of coherent GBV referral pathways across the hurricane affected areas, including through direct monitoring of the referral pathways and support to the service providers in case of need. Ensure the referral pathways are regularly updated (monthly).
 
Strategic Planning
  • In collaboration with national and international GBV actors, map current institutional response capacities, including facilitating mapping of GBV-specific 3Ws.
  • Facilitate development of Standard Operating Procedures to be regularly reviewed at strategic points throughout the crisis response.
  • Coordinate the preparation of reports on the area of GBV Area of Responsibility to donors, Honduras Government, Humanitarian Country Team and others;
  • Coordinate the elaboration of resource mobilization proposals in the context of GBV and the response to hurricane ETA and IOTA, in the context of COVID 19;
 
Capacity Development
  • Support selection and provide training of national and local GBV coordinators of UNFPA to ensure sustainability of sub-sector coordination when the surge assignment ends.
  • Support efforts to strengthen the capacity of sub-sector members on planning and responding to GBV in emergencies and on safe and ethical GBV information management, utilizing remote technical support and training modalities adapted to the COVID 19 situation. Ensure all GBV sub-sector partners and others are aware of relevant policy guidelines, technical standards, and other resource materials (go to www.gbvaor.net for the latest information), including those specifically related to GBV coordination and programming in the context of COVID 19.
 
Rapid Assessments/field visits
  • Undertake assessment missions as necessary/appropriate to determine the magnitude and scope of GBV and identify strategic approaches for addressing it;
  • Facilitate communication with crisis-affected populations and inclusion of GBV in needs assessments, ensuring compliance with the ethical standards for Researching, Documenting and Monitoring Sexual Violence in Emergencies
Programme Development and Implementation
  • Support UNFPA programmes in the response to hurricane ETA and IOTA by providing technical advice to programme implementation.
  • Work with partners in line with proposed project work plan (including geographic coverage and programmatic scope) and ensure the project is aligned with the Interagency Minimum Standards for GBV programming, the Interagency case management guidelines and UNFPA guidelines on Safe Spaces for women and girls.
  • Provide technical inputs for the preparation of strategic documents and draft reports, including SitReps, as required.
  • Build capacity of UNFPA staff and partners to prevent and respond to GBV in Emergencies
  • Support the development and delivery of trainings on referral pathways, GBV case management systems and psychosocial services in the implementation areas.
  • Implement field missions in the project areas (Yoro and San Pedro) to monitor and follow up on the programme implementation and advise on programme adaptations.

Qualifications and Skills Required
  • Advanced university degree in gender studies, social sciences, public health or related field;
  • 5 - 7 years of professional experience in preventing and responding to gender-based violence, protection, gender equality and/or women’s empowerment, some of which in humanitarian settings;
  • Excellent communication skills and demonstrated ability to work as part of a team, with team members based in other countries/organizations;
  • Able to work effectively in a multi-cultural environment and under pressure;
  • Demonstrated capacity to coordinate effectively with different stakeholders from government institutions, international organizations, academia and NGOs, and the affected communities;
  • Demonstrable knowledge of how GBV manifests in humanitarian settings and ability to describe context-specific prevention and response actions.
  • Demonstrable knowledge of humanitarian emergency operations, including the Cluster System and roles/responsibilities of key humanitarian actors.
  • Fluency in English and Spanish;
  • Proficiency in current office software applications;
  • Experience in donor writing proposals and reporting systems;
  • Knowledge and experience of UNFPA’s humanitarian mandate.
