As part of the UN's new strategy to combat sexual exploitation and abuse, Protection from Sexual Exploitation and Abuse is for the first time being acknowledged as a system-wide one, which requires a common approach and a system wide response regardless of the country context or UN setting. Therefore, as part of his strategy, the Secretary-General of the United Nations has asked Agencies, Funds and Programmes to adopt new measures and strengthen existing ones to better prevent, detect, report and take action against personnel, who commit these abuses.
 
All UN agencies, funds and programs have dedicated strategies and protocols for SEA and are very serious at enforcement The United Nations Secretary-General's report on Special measures for protection from sexual exploitation and abuse: A new approach from Feb 2017 calls for new efforts to end abuses committed by those serving under the United Nations flag in any capacity and "bring this scourge to heel". The strategy emphasizes a system-wide approach, focusing on: putting victims first, ending impunity, engaging civil society and other external partners, and raising awareness on the issue.
 
All United Nations Country Teams are required to develop and implement a programme of work to prevent UN personnel from committing sexual exploitation and abuse (SEA) of the population and to take swift action when it occurs.
 
The UN RC Cabo Verde has established a UNCT Task Force, technically led by FAO as the PSEA Coordinator in support of the Resident Coordinator, ultimately accountable to report to the Secretary General on the UN PSEA actions in Cabo Verde. The UNCT has developed and approved a PSEA Work Plan with the several pillars and activities that the UN commits to take for the coming years to prevent and respond to SEA. One of the activities of this workplan prioritized for 2020 is the development and follow up of a Risk Assessment on SEA as part of the UN system wide responsibility. Risk management helps UNCT to address SEA more effectively in three key ways. Firstly, risk management enables UNCT to be proactive in addressing SEA. By anticipating future threats, the UN agencies are better to take actions now and reduce those threats and even avoid them altogether. Secondly, risk management supports better decision-making on SEA. For instance, by providing a good understanding of risks and why they happen, UNCT leadership are better able to decide how to prevent SEA. Similarly, by identifying which risks are a priority, UNCT leadership can take more informed decisions about where to focus its attention and the agencies' resources. And thirdly, risk management provides a concrete way to hold UNCT leadership, managers and commanders accountable on SEA by clearly identifying who is responsible for addressing specific risks and what actions they must take.
 
Planning and risk management are core management functions. Is instrumental to align the understanding of objectives and related risks at different levels in the Organization, provide management with the necessary tools to identify the risks that may affect the functioning of their operations, understand the root causes of risk and design proper response strategies to prevent and mitigate them
 
Risk management supports better decision-making on conduct and discipline issues. By understanding which forms of misconduct their personnel are most likely to engage with and why, UNCT can take more informed decisions about how to prevent misconduct. Risk management enables organizations to be more pro-active in how they address misconduct. By anticipating future threats, organizations can take actions now to reduce those threats or even avoid them altogether, it provides a concrete way to hold leaders, managers and commanders to account, by clearly identifying who is responsible for addressing specific risks, what actions they must take and by when.
Once the risks of misconduct in the organization are identified and recorded in the risk registry, they will contribute to the development of a work plan, describing how the organization will prevent and mitigate the risks of misconduct by its personnel, reinforce internal control systems where needed, to prevent and mitigate these risks, implement a continual improvement cycle that will be informed by the risk register, provide information to update the register itself and enforce UN standards of conduct when misconduct occurs .
 
The risk register describes the main risks to the successful achievement of the UNCT annual workplan and how these risks will be mitigated and managed. All UN entities are already required to produce a yearly Action Plan describing how they will prevent and respond to SEA. Information from this SEA Action Plan can be lifted and included into this broader workplan and risk register covering all forms of misconduct.
 
The risk assessment should capture key elements from most relevant Un Risk Assessment Tools (UN, UNDP, UNW, UNICEF) and be adapted to the specific country context of Cabo Verde.
 
PURPOSE
 
1.     The UN is recruiting a consultant to conduct a risk assessment in respect of sexual exploitation and abuse, making full use of existing risk management tools of the UN dully adapted to the country context. The assignment should include full risk assessment matrix including establishing scope, context, criteria of risk assessment as well as recommendations for risk treatment and monitoring of SEA based on identified potential risks
 
SCOPE OF WORK
 
Under the guidance of the the UN Cabo Verde Interagency Task Force and in line with the most relevant PSEA Risk Management Toolkits created to follow up the implementation of the UN Sexual Exploitation and Abuse Action Plan, the consultant will deliver on a Risk Assessment Matrix and an integrated workplan that would include the following sections:
1.     Develop the Situation analysis and identify SEA-related risks and causes
2.     Create the Risk Profile in Cabo Verde, which describes all the forms of potential misconduct that UN personnel in the country, the underlying risk factors, and an assessment of which risks and causes are most severe. This can be used as a visual dashboard - a Risk Register - to explain which risks are most severe and should be the focus on the UN entity's attention in Cabo Verde;
3.     Create the SEA risk Treatment Logframe by which for each risk, we recommend activities for treatment, a   time plan for treatment, the expected effect from the treatment, who is responsible for the treatment and
the status, within the UNCT. This document/section serves as a useful management tool to discuss progress in implementing the risk assessment workplan;
4.     Create the UNCT Monitoring Plan with key performance indicators to measure progress towards the outcomes of the UNCTs workplan as well as information about baselines (i.e. the situation at the start of the planning period), targets (i.e. the situation at the end of the planning period) as well as data sources;
5.     Based on the result of the RAIWP advise the RC and the PSEA Task Force on next priority steps for 2021PSEA UNCT Workplan

 
EXPECTED OUTPUTS / DELIVERABLES

6. Presentation and indicative validation of the RA by the UNCT 3 days 8th December RC/UN Task Force on SEA
7. Follow-up and reporting including priority recommendations for 2021 2 days 10th December RC/UN Task Force on SEA


INSTITUTIONAL ARRANGEMENTS 
  1. The Contractor will be supervised directly by the UN Resident Coordinator Officer, Team Leader, to whom he/she will be directly responsible to reporting to, seeking approval/acceptance of outputs from in consultation with the PSEATF;
  2. The Contractor is expected to liaise and meet regularly as needed with the RC and PSEA TF as well as with relevant UNCT's agencies, for the substantive approach of each service in the course of performing the work;
  3. The contractor is responsible for identifying and setting up all virtual meetings and/or relevant documentation needed for the assignment with support from the RCO Team Leader and the PSEA TF.
  4. The contractor must have his/her own computer/laptop
DURATION OF THE WORK

The task is expected to take a total of 30 days during November to December 2020.
  • Two days preparation time - 10th to 12th November
  • Deliverable and Outputs - 12th November to 5th December
  • One-week follow-up and reporting - 6th to 10th December
 
QUALIFICATIONS OF THE SUCCESSFUL CONTRACTOR

Academic Background:
•     Master degree on Social Science, Sociology, psychology and related fields, Studies on Gender or Social Development studies relevant for the task would be an advantage

Experience:
•     At least 5 years' experience in gender and/or human rights
•     Knowledgeable UN's work and experience working on issues related to international development, such as the Sustainable Development Goals human rights and risk assessment /evaluations or related gender programming
•     Relevant publications on the subject matter (gender/human rights} or reports showing ability to work independently and deliver quality results against tight deadlines.

Required Languages:
•     Portuguese and English
