Operational Context
Hostilities have intensified between Armenia and Azerbaijan since the first clashes erupted on 27 September over the disputed territory of Nagorno-Karabakh. As reports of people being displaced from Nagorno-Karabakh to Armenia are increasing, UNHCR is stepping up its operational response and preparing to respond to larger outflows.
UNHCR office in Armenia lack of IM capacities which are required to both conducts coordinated needs assessment and displacement monitoring in affected locations throughout the country; as well as to support with IM activities the coordination mechanisms that are being set up  among humanitarian actors to provide emergency response to affected populations.
 
Aim of the Mission
In the framework of an interagency coordination context, support UNHCR Armenia in setting up emergency IM tools and systems in order to monitor displacements patterns, identify affected population intersectoral needs and response gaps in order to support evidence-based programming.
 
Mission OBJECTIVES
  • Set-up and maintain IM tools to facilitate the collection and systematization of information related to displacement patterns and needs of the affected population and the host communities;
  • Support and strengthen data and information intersectoral coordination mechanisms and ensure alignment of agencies’ initiatives (such as IOM’s DTM);
  • Lead the IM working group, composed of local IM capacities (as well as temporary support provided by partners, such as Acted/ REACH);
  • Provide technical training to colleagues and partners on tools and systems set up and maintenance, as well as on UNHCR principles related to data and information, including data protection.
 
Responsibilities
Under the supervision of the Senior Coordination Officer, the Information Management Officer will:
  • Consolidate IM tools and systems to facilitate the mapping and continuous monitoring of the information landscape and main information gaps (assessment registry and secondary data review and analysis)
  • Provide technical support for primary and secondary data collection and analysis of intersectoral needs of affected population;
  • Expand the use of the RNA developed by UNHCR as an inter-agency/WG tool – in order to provide evidence-based decision making and inform the WGs’ responses;
  • Perform primary and secondary data analysis to produce regular reports on displacement and needs of the affected population, including needs’ prioritization; humanitarian response analysis; and identification of main response gaps in order to inform programme decision-making;
  • Further develop the interagency online platform to facilitate data and information sharing (including relevant documents, meeting minutes, etc.);
  • Consolidate and maintain updated contact lists of internal and external stakeholders and manage a mailing system for regular and timely sharing of data and information;
  • Further expand and keep the 4/5W already set up (who is doing what where, when for whom) to facilitate multi-sectoral coordination of the emergency response;
  • Train identified IM focal point/s in UNHCR Armenia on the use of IM systems and tools set up (including by on-job-training, and mentoring), to ensure their sustainability once the mission will end.
 
PROFILE
Experience
  • Has at least 5 years in data or statistical field, 3 years in international context and/or humanitarian or development situation.  Experience with data sharing, data management and data analysis to support policy formulation and implementation;
  • Experience working with displaced populations (including IDPs, refugees, as well as civilians in areas of displacement) in an emergency context, both in the framework of refugee coordination model and of IDPs-Interagency coordination model;
  • ​Has experience in the effective design and implementation of data collection through interview, including in cross-cultural environments and complex security environments​;
  • Working experience with mapping and sampling techniques, as well as quantitative and qualitative data collection methods including data collection design and data analysis​, especially in the framework of intersectoral needs assessment and displacement monitoring;
  • Experience with mobile data collection software (Kobo Toolbox), data analysis software (PowerBI, R, etc.), data visualization software (Adobe InDesign, Illustrator), GIS software (ArcGis, QGis, etc.), and mailing software (mailchimp);
  • Experience in organizing and delivering IM-focused training and other capacity building activities (on-the-job training, mentoring, etc.).
 
Essential requirements
  • Has clear understanding of the humanitarian system, including phases of humanitarian response;
  • Has demonstrated understanding of humanitarian and protection principles and their application, including of age, gender, and diversity mainstreaming; is able to apply a community- and rights-based and participatory approach;
  • Understands the sensitivities around confidential information being handled and experience in sharing of information in a protection appropriate manner​;
  • Effectively uses quantitative and qualitative analysis, as well as visualization methods, software and ability to produce and disseminate regular IM products tailored to appropriate audiences;
  • Is able to tailor data collection techniques to a wide variety of situations, including low-tech environments;
  • Is able to establish partnerships with other sectors and to spot linkages and synergies for PIM systems with other processes;
  • Is familiar with the project management cycle and has sound project management skills​​.

  • Good communication and coordination skills: proactively keeps people informed and communicates effectively with a variety of stakeholders – internal and external colleagues and between technicians and decision makers, translating technical discussions for a non-technical audience​; is able to facilitate consensus on objectives and thematic focus of relevant protection IM system(s)​;
  • Good managerial skills: able to scope and manage expectations of IM​, to set clear milestones, organizing work accordingly and monitoring progress;
  • Good capacity building skills: has demonstrated skills in communication, and training and mentoring non-specialists in IM principles, and techniques​;
  • Can work under high pressure and prioritize multiple competing deadlines and tasks​/
