Brief description of emergency outbreak/upsurge

Insecurity in Cabo Delgado province in the north of Mozambique has rapidly increased in complexity and scale since October 2019, with significant consequences for civilians in the area. The attacks have now spread across nine out of the 16 districts in Cabo Delgado.

Attacks in January 2020 saw a marked step change and escalation, including in modalities and capacities of the armed actors present. At least 28 attacks were carried out between 1 January and 7 February, according to UNHCR, and attacks moved farther south and inland. One of the most recent incidents took place only 100 kilometres from Pemba. Those fleeing speak of killings, maiming, beheadings, kidnappings, disappearances, and torture, burnt homes, destroyed crops and shops. So far, hundreds of villages have been burned or are now completely abandoned.

Thousands of civilians have been driven out of areas that were previously deemed relatively safe. Civilians have fled in many directions, including to small islands and to Pemba (the provincial capital). The majority of the internally displaced persons (IDPs) have taken refuge with host communities adding pressure to already meagre local resources, including in areas previously affected by Cyclone Kenneth. There are reports of a cholera outbreak in Cabo Delgado.

People in Cabo Delgado have also been seriously affected by floods since late-December 2019, which destroyed homes and bridges, further limiting their access to food and other resources.

Given the increasing scale and complexity of the situation, OCHA’s presence and support in Cabo Delgado will be critical to ensure a well-resourced, coordinated and effective response to the rapidly evolving humanitarian needs. Following the massive response to the impact of Cyclones Idai and Kenneth -including through the three- month IASC Scale-Up (March-June 2019)- the country has fallen out of the spotlight despite the concerning situation. OCHA was planning to scale-down its presence at the end of March 2020 but is revisiting this in light of the escalating complex emergency in Cabo Delgado.

OCHA’s role and key challenges

In 2019, OCHA’s Regional Office for Southern and Eastern Africa supported the RC/HC and HCT in Mozambique to significantly scale up the humanitarian response to Cyclones Idai and Kenneth, including through the development and revisions of the HRP, mobilizing nearly $29 million through the CERF, and deployment of surge and support missions. This included overseeing the IASC Scale-Up and OCHA Corporate Emergency response to Cyclones Idai and Kenneth. During the cyclone responses, ROSEA established temporary presences in Maputo, Beira (Cyclone Idai) and Pemba (Cyclone Kenneth) through temporary staff and standby partners.
The OCHA presence in Mozambique - which is currently being reviewed - consists of 1 HAO- P4 and 1 HAO P3 (to be extended until at least end-June 2020), 1 IMO SBP until end-March; and 1 HAO SBP in Pemba (Cabo Delgado) - originally deployed to support the Cyclone Kenneth response - due to leave end February.

Following the massive 2019 response, the country has fallen out of the spotlight despite the concerning situation. OCHA was planning to scale-down its presence at the end of March but is revisiting this -in consultation with OAD- in light of the escalating complex emergency in Cabo Delgado, as well as ongoing needs in other areas of the country.

What is the approximate percentage of time spent on duty travel? 

The HAO will be based in Pemba and expected to travel regularly throughout Cabo Delgado province. The HANO may also travel to Maputo to engage with the OCHA team, HC and HCT. In addition, s/he will be expected to travel to Nairobi at the beginning and end of mission for briefing and debriefing with ROSEA.

Overall security situation summary, main threats and specific security level at all locations relevant to the deployment, infrastructure and staff well-being

The security situation in Cabo Delgado is increasingly complex, as noted above. Although humanitarians have not yet been directly targeted by armed actors, the scale and scope of armed actors’ operations are increasing. UNDSS has established presence in the Province and is supporting the humanitarian community's response. There are UNDSS recommendations in place to mitigate against the risks, including use of personal protective equipment on field missions. OCHA ROSEA will provide the required security equipment and ensure the deployee is supported to comply with relevant security protocols.

Main tasks and duties to be executed

Reporting to the Head of the OCHA Mozambique Humanitarian Advisory Team (HAT), and in close collaboration with UN, government and NGOs partners, the HAO will have the following duties and responsibilities:

•    Monitor, analyze and report on the humanitarian situation in Cabo Delgado;
•    Coordinate international humanitarian/emergency assistance for complex emergency/disaster situations; assist in the production of appeals for international assistance, if required;
•    Support the HCT Focal Point to set the strategic and operational direction of the humanitarian response in Cabo Delgado, including preparation of relevant agendas, background documentation and minutes, and chairing the Inter-Cluster Coordination Group;
•    Undertake - and, where appropriate, lead - and provide support and technical assistance to humanitarian field missions, including inter-agency coordinated needs assessment missions and field missions to review the humanitarian situation, response and coordination;
•    Undertake regular engagement with government departments responsible for humanitarian assistance, including participation in Government-led DRM meetings and processes;
•    Where appropriate, facilitates the establishment and maintenance of communication with armed
actors and establishes mechanisms to discuss humanitarian issues and resolve operational issues; where relevant, advise and educate armed actors on the protection of civilians, humanitarian principles, and the structures and dynamics of coordination with and within the international    
humanitarian community.
•    Establish and maintain a contact network with UN and NGO focal points for civil-military coordination.
•    Carry-out other activities as requested.

Expected outcome of the deployment

•    Support the coordination of a timely, prioritized, coordinated and principled humanitarian response in Cabo Delgado, informed by regular updates, assessments and analysis.

Specific required skills (languages, experience, etc.)

•    Fluency in English and Portuguese (written and oral) is required.
•    A minimum of seven years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, is required.
•    Humanitarian experience in the field in complex emergency settings is required.
•    Humanitarian coordination experience is required.
•    Experience in humanitarian access negotiations and/or Civil Military Coordination is required.
•    Experience in the UN Common System is highly desirable.
