Special Assistant - Project Management Officer to the WHO Incident Manager
 
Location:  Goma / Butembo
 
Objective of the programme:
The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.
 
Purpose of the position:
In the context of the WHO Health Emergencies incident management system and the Ebola Health Response Concept of Operations, the incumbent is responsibility for the provision of project management support and strategic analysis across all aspects of the Ebola health response to enable the effective delivery of the response plan.

Tasks
  • Day to day analytical advice to senior management
  • Drafting of documents, reports, briefing notes
  • Support for planning processes related to strategy shift
  • Managing meetings, including documentation and follow-up on action points
  • Linkage with stakeholders for continued follow up on the implementation of decision made
  • Liaison with operational partners and donors
  • Support to operations (Organogram update, pending issues…)
  • Support to follow up on recommendations and related activities
 

Education Qualifications

* Essential

First university degree in Business Administration, Project Management, Mathematics, Information management or related fields, complemented by training in project management and/or monitoring and evaluation from an accredited/recognized institute.

Desirable

Post graduate degree in public health, project management, economics or statistics.
Experience
 

* Essential

For P3: At least five years’ relevant experience combined at the national and international levels in project management, including experience in emergency operations or humanitarian context.

 

For P4: At least seven years’ relevant experience combined at the national and international levels in project management, including experience in emergency operations or humanitarian context.

 

Desirable

Prior Ebola and health outbreak response or humanitarian emergency working experience at field level, with WHO/UN agencies, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization.
 

Use of Language Skills

Excellent knowledge of English and French.
