The humanitarian situation in Somalia continues to deteriorate rapidly as the result of the ongoing drought. Pre-famine is the term currently used to describe the situation from early 2017. The number of people in need of assistance has increased from five million to 6.2 million in less than 6 months. More than 890,000 people have been displaced since November 2016. Somalia's Humanitarian Country Team decided to open Drought Operation Centers in Mogadishu, Garowe, Baidoa and Hargeisa early in March 2017 under the leadership of the Humanitarian Coordinator and coordinated by United Nations Office for the Coordination of Humanitarian Affairs (OCHA).

UNFPA is one of the key players in the health and protection clusters and currently leads the reproductive health working group and gender-based violence sub-cluster in Somalia. The UNFPARepresentative assigned staff to join Drought Operations Centers to communicate and deliver response jointly with humanitarian actors. The UNFPA Somalia Representative called for an extended leadership meeting on 27th of March 2017 with ASRO and during that meeting the decision was made to request HFCB to request the deployment of SURGE to support the current Country Office (CO) response efforts in field stations.


Under the overall supervision of the UNFPA Representative / Deputy Representative and direct supervision of the humanitarian coordinator, the incumbent provides programmatic and technical support and coordination to ensure strong partnership and collaboration with the UN as well as with national/international counterparts in humanitarian response. This response includes a close cooperation with OCHA, health cluster, protection cluster and other related coordination bodies based in Mogadishu (IDPs task group and others) to ensure humanitarian needs are met. Facilitates with GBV & RH teams in Mogadishu the implementation of UNFPA's mandated areas in humanitarian response. Work closely with UN agencies, and other national and international organizations engaged in humanitarian response.


Programme Development and Implementation:

•    Provides support to overall supervision, design and monitoring of humanitarian response program, guided by Somalia's drought operational plan, within the current drought response efforts of the work of UNFPA in Somalia.

•    Assists and provides technical support to UNFPA staff in Mogadishu in the overall coordination, design and monitoring of RH & GBV components within the humanitarian response program of the work of UNFPA in South-Central Somalia.

•    Develops, monitors and supports the coherent and effective implementation of the humanitarian response in the context of the current drought response through effective coordination mechanisms including the Drought Operations Centers (DOCCs).

•    Provides guidance and technical support to UNFPA staff, implementing partners, and national authorities in planning and implementing GBV programs related to IDPs/returnees and host communities.

•    Leads the preparation of field assessments and/or situational analyses to determine needs and gaps for UNFPA humanitarian response in field stations.

•    Supports and provides guidance to UNFPA staff in activities related to in-country pool funding through humanitarian appeals and UNFPA Emergency Response Fund and CERF.

Reporting & Monitoring

•    Ensures regular updates on UNFPA's humanitarian activities are included in the monthly reports and updates of OCHA & Humanitarian Country Team (HCT) and Somalia's humanitarian periodic bulletins of health and protection clusters.

•    Supports UNFPA staff to carry a periodic mapping of RH/GBV service facilities and helps in developing training plans in humanitarian response.

•    Prepares regular progress reports and documents lessons learned and challenges and shares them with UNFPA.


•    Identifies when necessary, develops and supports new partnerships with national and international organizations, donors, and other stakeholders.

•    Maintains solid working relationships with humanitarian actors in the field stations covered from Mogadishu and all humanitarian team and partners through the existing coordination structure.

Reporting lines within UNFPA Somalia structure:

•    Works in harmony with the UNFPA humanitarian team and the UNFPA Mogadishu office team on a daily basis, to request any further support and participates with national staff in regularly updating on humanitarian issues and activities and contributes to regular meetings when necessary.

•    Prepares and shares biweekly reports documenting progress against TOR with Assistant Representative, Humanitarian Coordinator and Deputy Representative.

•    Substantively contributes to the weekly SitRep in coordination with communications staff and CO Representative.

Job Requirements

•    Excellent knowledge of UNFPA humanitarian response including relevant related technical areas, e.g. MISP and GBV response standards.

•    Experience in humanitarian settings.

•    Field experience in complex emergencies, including humanitarian emergency response, is an asset.

•    Fluency in oral and written English is essential.
