OCHA-Cash Coordinator-P3-Kathmandu, Nepal
Position Title: Cash Coordinator

ROLE REQUIREMENTS
Main Tasks and Duties to be Executed:
The Cash Coordinator will be expected to undertake the full responsibilities of the CWG non- programmatic co-chair, broadly enabling predictable, effective, and accountable cash coordination under the RCO.
This will include: initial CWG re-establishment / set-up, along with a CWG Terms of Reference and work plan, convening regular meetings, preparing meeting agendas, facilitating links to inter-sectoral coordination, and CVA partner engagement.
In line with the Flash Appeal, the Cash Coordinator will support the CWG in assessing CVA feasibility, modalities, financial service providers, and risks to enable the rapid scaling of CVA. Other duties will include:
• Provide expert-level technical advice to the OCHA Office and ICCG to facilitate inter-sectoral approaches;
• Facilitate the development of standard and easy-to-use tools and
guidance;
• Promote and advocate for coherent, comprehensive and/ or harmonized approaches like common mechanisms, joint, collaborative or complementary approaches;
• Support multiple/ diverse approaches, respecting CWG members’ mandates and capacities;
• Liaise with clusters/ sector working groups to ensure complementarity and avoid overlaps between sector cash assistance and MPCA;
• Ensure reporting and information management services are provided to CWG members;
• Request reporting of activities from operational cash actors.
Expected Outcome of the Deployment:
The assignment will provide short-term surge support to help re-establish CVA coordination in the immediate flood response phase, ensuring that the critical documents, tools, and guidance for CVA, including MPCA, are in place for the response and recovery phases.

Specific Required Skills:
Advanced expertise in CVA coordination and programming, including MPCA, Minimum Expenditure Basket (MEB) design, and transfer value setting in complex contexts. Proven inter- agency coordination experience, preferably within OCHA/IASC-led humanitarian coordination structures. Strong facilitation and consensus-building skills, with demonstrated ability to lead technical working groups and inter-cluster processes. Experience integrating cash across multiple sectors. Demonstrated capacity to mentor and strengthen national/local actors, promoting localization and sustainable leadership. Excellent analytical and communication skills, including the ability to produce clear guidance and engage senior leadership and donors.

Brief Description of Emergency Outbreak/Upsurge and the Consequences for OCHA: |
A major flash flood struck Rasuwa district after a sudden and intense surge of water entered the Bhote Koshi River from the Tibet (China) side at approximately 9:15 AM on 26 August 2026. The flood rapidly impacted the Timure, Rasuwagadhi, and Syabrubesi areas, causing significant damage to settlements, markets, police infrastructure, roads, and hydropower facilities. Authorities have warned that rising water levels could affect downstream communities along the Trishuli River corridor. These factors have significantly increased the operational demands on OCHA and the Resident Coordinator’s Office (RCO) in Nepal. In particular, there is an urgent need for a Cash Coordinator on a surge basis, following the launch of the Flash Appeal and emphasis on Cash and Voucher Assistance (CVA), including multi-purpose cash assistance (MPCA). The Cash Coordinator will be pivotal in supporting crucial activities for effective coordination of the CVA response in Nepal. |
Brief Surge Need Justification: |
Although OCHA is providing support from internal resources, the scale of coordination requirements associated with the flood emergency exceeds current field capacity. Deployment of an experienced Cash Coordinator is required due to the need for rapid CVA scale-up and coordination capacity to avoid fragmented approaches, support the development of common programmatic tools (e.g., transfer values, targeting frameworks, and monitoring indicators), and ensure that any use of cash or vouchers is based on evidence, needs, protection considerations, and operational safeguards. |
OCHA’s Role and Key Challenges: |
OCHA’s and the RCO’s overall goal in Nepal is to ensure the delivery of effective and principled humanitarian action that meets the needs of the most vulnerable people. To achieve this, OCHA supports the Resident Coordinator and humanitarian partners in operational coordination, humanitarian financing, public information, humanitarian analysis, advocacy and information management. |
