DESCRIPTION OF EMERGENCY
 

Brief Description of Emergency Outbreak/Upsurge and the Consequences for OCHA:

The people of Lebanon are facing a severe humanitarian crisis. Hostilities have escalated despite ceasefire announcements, driving renewed displacement and escalating humanitarian needs. Affected people are rapidly exhausting their coping capacities. Communities across southern Lebanon, the Bekaa, and Beiruts southern suburbs are facing a dire situation marked by civilian casualties, destruction of homes, loss of livelihoods, and severe psychosocial distress after months of sustained violence and displacement. Displaced people are living in untenable conditions and are in urgent need of assistance, both within and outside of collective shelters. People who return home will need sustained support to rebuild their lives. People remaining in areas affected by hostilities and displacement orders face dire conditions due to the hostilities, large-scale destruction of housing and civilian infrastructure, the disruption of basic services, and the presence of unexploded ordnance. UNOCHA is supporting the coordination of the response, in particular with humanitarian access and civil-military coordination, including through the Humanitarian Notification System.

Brief Surge Need Justification:

Although OCHA is surging CMCoord support from internal resources, additional capacity is required to address the needs stemming from this emergency. Other OCHA offices will continue to provide surge and remote support as and when required, and the Country Office will revisit the staffing requirements and succession planning over the course of the SBP deployment.

OCHAs Role and Key Challenges:

OCHAs overall goal in Lebanon is to ensure the delivery of effective and principled humanitarian action that meets the needs of the most vulnerable people. To achieve this, OCHA supports the humanitarian partners in operational coordination, humanitarian financing, public information, humanitarian analysis, advocacy and information management.

Main Partners and Stakeholders in the Field:

CMCoord, HNS, military, Security personnel and UNIFIL.

Long-Term Plan After SBP Deployment Ends:

The deployee will cover needs generated by the response and by the end of their deployment the country office will have assessed the longer-term needs and filled gaps with staff.
 

ROLE REQUIREMENTS


Main Tasks and Duties to be Executed:

- Supports the establishment of the necessary links with relevant interlocutors from armed forces and civilian entities. Can serve as the primary focal point (in the absence of the Head of Unit) for all matters related to civil-military coordination including policy, in close consultation with the OCHA Head of Office. - Supports and maintains the Humanitarian Notification System (HNS).




Serves as one of the HNS focal points. Disseminates the HNS SOPs, provides training and guidance to humanitarian partners on the HNS. Ensures all notifications are processed and followed-up according to the HNS SOP and guidance. Relays any feedback received from partners concerning the HNS to upgrade the system. - Maintains and establishes relationships with humanitarian partners and support in trouble shooting issues and incidents for negotiation. - Maintains contact and dialogue with the different military actors present in the Area of Responsibility (AOR) and maintain mechanisms to resolve operational issues and ensure appropriate mutual exchange of information regarding ongoing relevant activities. - Advises and alerts the military and/or police forces in the AOR on the structures and dynamics of coordination with and within the international humanitarian community and the practicalities of implementation. - Supports the roll-out and effectiveness of the Access Monitoring and Reporting Framework. - Prepares, or provides regular analysis on humanitarian access and civil-military coordination matters, including on access issues through the HNS, and produces reports, snapshots, and other internal / public products. - Monitor, analyse and report on implementation of humanitarian civil-military coordination activities and identify difficulties and challenges in the interaction between the humanitarian and military communities. Produces and updates strategy and policy documents, as well as drafts provide periodic situation reports to the Senior Humanitarian Affairs Officer/Head of Civil-Military Coordination on ongoing civil-military activities and the overall civil-military relations situation in the AOR. Upon concurrence with the OCHA Head of Office. - Maintains contact with humanitarian actors in the AOR, facilitates information sharing and advocates for humanitarian issues with relevant military, organizations and Non- State Armed Groups for facilitating humanitarian access in coordination with other OCHA
entities. - Leads or participates in working groups, meetings and consultations with other UN agencies and humanitarian partners; organize meetings on UN-CMCoord matters with Heads of Agencies and/or other appropriate entities. - Maintains and updates a database (with contacts) of military structures and humanitarian partners


Expected Outcome of the Deployment:

- Support the head of unit with HNS system, the AMRF and all tasks related to CMCoord. - Provide support in the analysis and production of information products. - Maintain relationships with relevant parties for negotiation and trouble shooting
