Background
On 30 September 2025, the United Nations Security Council authorized, in resolution 2793 (UNSCR 2793), Member States to transition the deployed Multinational Security Support (MSS) in Haiti to the Gang Suppression Force (GSF), in close cooperation and coordination with the Government of Haiti, for an initial period of twelve months. The UN Security Council has authorized multiple tasks within the GSF mandate.
The United Nations Secretary-General is authorized to establish a UN Support Office in Haiti (UNSOH) to provide comprehensive logistical and operational support to the GSF and to the Haitian National police (HNP) and the Haitian armed forces on any joint operations with the GSF. UNSOH will also provide technical support, through voluntary funding contributions, to the Organization of American States (OAS) SECURE-Haiti project and will provide standard United Nations mission support services to the United Nations Integrated Office in Haiti (BINUH).
The Standing Group of Partners (SGP), comprising seven Member States (Canada, El Salvador, Guatemala, Jamaica, Kenya, The Bahamas, and the United States of America) has the role of providing, in consultation with the Government of Haiti, high-level strategic direction, oversight, and relevant political decision-making for the GSF as appropriate. The SGP is overall responsible for (a) securing voluntary financial contributions for GSF personnel costs reimbursements; (b) facilitating force (military and police) generation; and (c) providing high level strategic representation and coordination for the GSF.
The SGP shall appoint a Special Representative (SR) who, as in-country head of the GSF, will report to the SGP and provide strategic oversight, representation and coordination for the GSF. The SGP appointed GSF Force Commander shall report to the SR and is responsible for operational command and day-to-day operational decision-making for the uniformed components of the GSF.
The SR is supported by an Office of the SR (the civilian component of the GSF)
Career Experience
The Civil-Military Liaison Officer (CMLO) shall have a minimum of seven (7) years of progressively responsible experience in security, civil-military coordination, or political affairs, with at least two (2) years working internationally in field environments. Demonstrated effective analytical, communication, and negotiation skills are required. Experience working in a conflict, humanitarian, or post conflict environment is required. Experience working in Haiti is an advantage. An advanced university degree (Master’s degree or equivalent) in Law, Political Science, International Relations, or Security studies is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree. Formal training in the conduct of operations at the operational and strategic levels and graduate of a military or government staff college would be an advantage.
Languages
Fluency in English and French (both oral and written) is required. Fluency in Haitian Creole (Kreyòl Ayisyen) is an advantage.
Responsibilities of the Civil-Military Liaison Officer
The Civil-Military Liaison Officer (CMLO) reports to the Deputy Chief of Staff (DCoS) and is based in Port-au-Prince, Haiti. The CMLO facilitates communication, coordination, and cooperation between the GSF civilian component, the GSF uniformed (military and police) component, the Armed Forces of Haiti (Forces Armées d'Haïti -(FAd’H), the government of Haiti’s Ministry of Defense (Ministère de la Défense), and the United Nations system and humanitarian agencies in Haiti.

Le mandat de la FRG comprend de multiples tâches, notamment la conduite d'opérations ciblées de lutte contre les gangs, fondées sur le renseignement, afin de neutraliser, d'isoler et de dissuader les gangs qui continuent de menacer la population civile, de violer les droits de l'homme et de saper les institutions haïtiennes.
Le Secrétaire général des Nations Unies est autorisé à créer un Bureau d'appui des Nations Unies en Haïti (UNSOH) afin de fournir un soutien logistique et opérationnel complet à la FRG, à la Police nationale haïtienne (PNH) et aux forces armées haïtiennes pour toute opération conjointe avec la FRG. Le Bureau d'appui des Nations Unies en Haïti fournira également un appui technique, grâce à des contributions financières volontaires, au projet SECURE-Haïti de l'Organisation des États américains (OEA) et fournira des services d'appui standard aux missions des Nations Unies au Bureau intégré des Nations Unies en Haïti (BINUH).
Le Groupe permanent de partenaires (GPP) a pour rôle de fournir, en consultation avec le gouvernement haïtien, une orientation stratégique de haut niveau, une supervision et une prise de décision politique pertinente pour la FRG, selon les besoins. Le GPP est globalement chargé (a) d'obtenir des contributions financières volontaires pour le remboursement des frais de personnel de la FRG ; (b) de faciliter la constitution de forces (militaires et policières) ; et (c) d'assurer une représentation et une coordination stratégiques de haut niveau pour la FRG.
Le GPP nomme un représentant spécial (RS) qui, en tant que chef de la FRG au pays, relève du GPP et assure la supervision stratégique, la représentation et la coordination de la FRG. Le commandant de la force de la FRG nommé par le GPP relève du RS et est responsable du commandement opérationnel et de la prise de décisions opérationnelles quotidiennes pour les composantes en uniforme de la FRG.
Le RS est assisté par un bureau du RS (la composante civile de la FRG).
Expérience professionnelle
L'officier de liaison civilo-militaire (OLCM) doit avoir au moins sept (7) ans d'expérience à des postes à responsabilités croissantes dans les domaines de la sécurité, de la coordination civilo-militaire ou des affaires politiques, dont au moins deux (2) ans passés à l'international sur le terrain. Il est indispensable de faire preuve de compétences avérées en matière d'analyse, de communication et de négociation. Une expérience professionnelle dans un contexte de conflit, d'urgence humanitaire ou de situation post-conflit est requise. Une expérience professionnelle en Haïti constitue un atout. Un diplôme universitaire de 2e cycle (maîtrise ou équivalent) en droit, sciences politiques, relations internationales ou études de sécurité est requis. Un diplôme universitaire de 1er cycle, associé à deux (2) années supplémentaires d’expérience qualifiante, peut être accepté à la place du diplôme universitaire de 2e cycle. Une formation formelle à la conduite d’opérations aux niveaux opérationnel et stratégique et le fait d’être diplômé d’une école d’état-major militaire ou gouvernementale constituent un atout.

CANADEM mandates all deployees successfully complete the PSEA online course. This e-learning course is composed of a set of lessons designed to raise awareness about SEAH, become familiar with a range of measures to combat SEAH, understand the impact on victims and the consequences for UN Personnel who commit Sexual Exploitation, Abuse, and Harassment.

- Develop own work plan for approval by the DCoS, including civ-mil management strategies and security planning.
- Establish and maintain collaborative working relations with the GSF Force Headquarters, including the police component, the Haitian Ministry of Defense and Fad’H, to facilitate GSF leadership strategy and activities to strengthen the Haitian security sector.
- Establish and maintain collaborative working relations with BINUH and the UN Humanitarian Country Team to secure complementarity and synergy amongst international peace, development and humanitarian security interventions.
- Assist the GSF leadership to collaborate with the Ministry of Defense and FAd’H to facilitate the conduct of intelligence-led targeted, counter-gang operations..
- Working with the Police Adviser, assit the GSF leadership to support the Ministry of Defense and the Ministry of Justice and Public Security by:
- contributing to devising and implementing strategy and activities to enable the GSF to complement, enhance and support the operational capacities of FAd’H and HNP including building its capacity through the planning and the conduct of joint security operations:
- contributing to devising and implementing strategy and activities to combat illicit trafficking and diversion of arms and related materiel, including to seize and collect, record and dispose of illicit arms, ammunition, and other materiel in coordination with the Haitian National Police (HNP) and Fad’H, and with assisting to inform the 2653 Sanctions Committee through its Panel of Experts of such seizures and destruction of illicit arms, ammunition and related material; and
- contributing to devising and implementing strategy and activities to enhance the government of Haiti’s management and control of its land, maritime and air borders and ports.
- In coordination with the GSF Force and Police components, andthe Ministry of Defense, monitor security trends and incidents, providing written analysis and recommendations to GSF leadership, through the DCoS, on how security issues impact GSF mandate implementation.
- In consultation with the Humanitarian Liaison Officer, the Human Rights Compliance and Protection pillar, and the Force headquarters designated focal points, act as a bridge between the UN system in Haiti and the GSF to ensure a coherent approach to stabilization, enabling focus on the protection of women and girls, and children and the facilitation of humanitarian assistance.
- In coordination with the Force Headquarters, assist to facilitate GSF support to UN humanitarian agencies when requested by the UN Humanitarian Coordinator (BINUH Deputy SRSG), in accordance with the UN Interagency Standing Committee Guidelines on Civil-Military Coordination, March 2003.
- As directed by the DCoS, participate in any negotiations, confidence-building measures, and local crisis management activities.
- Produce handover notes to ensure institutional knowledge is passed to incoming or replacement CMLO, as required.

- Établir et entretenir des relations de travail collaboratives avec le BINUH et l'équipe humanitaire de l’ONU dans le pays afin d'assurer la complémentarité et la synergie entre les interventions internationales en matière de paix, de développement et de sécurité humanitaire.
- Aider la direction de la FRG à collaborer avec le ministère de la Défense et les FAd’H afin de faciliter la conduite d’opérations ciblées de lutte contre les gangs, fondées sur le renseignement.
- En collaboration avec le conseiller policier, aider la direction de la FRG à soutenir le ministère de la Défense et le ministère de la Justice et de la Sécurité publique en :
- contribuant à l'élaboration et à la mise en œuvre de stratégies et d'activités permettant à la FRG de compléter, de renforcer et de soutenir les capacités opérationnelles de la FAd’H et de la PNH, notamment en renforçant ses capacités par la planification et la conduite d'opérations de sécurité conjointes ;
- contribuant à l'élaboration et à la mise en œuvre de stratégies et d'activités visant à lutter contre le trafic illicite et le détournement d'armes et de matériel connexe, notamment en saisissant, collectant, enregistrant et éliminant les armes, munitions et autres matériels illicites, en coordination avec la Police nationale haïtienne (PNH) et les FAd’H, et en aidant à informer le Comité des sanctions 2653, par l'intermédiaire de son groupe d'experts, de ces saisies et destructions d'armes, de munitions et de matériel connexe ; et
- contribuant à l'élaboration et à la mise en œuvre de stratégies et d'activités visant à renforcer la gestion et le contrôle par le gouvernement haïtien de ses frontières terrestres, maritimes et aériennes ainsi que de ses ports.
- En coordination avec les composantes de la force FRG et des composantes de la police, ainsi qu’avec le ministère de la Défense, surveiller les tendances et les incidents en matière de sécurité, et fournir des analyses écrites et des recommandations à la direction de la FRG, par l’intermédiaire du CdCA, sur l’impact des questions de sécurité sur la mise en œuvre du mandat de la FRG.
- En consultation avec l’agent de liaison humanitaire, le pilier « Respect et protection des droits de l’homme » et les points focaux désignés par le quartier général de la Force, servir de relais entre le système de l’ONU en Haïti et la FRG afin de garantir une approche cohérente de la stabilisation, permettant de mettre l’accent sur la protection des femmes, des filles et des enfants, ainsi que sur la facilitation de l’aide humanitaire.
- En coordination avec le quartier général de la Force, contribuer à faciliter le soutien de la FRG aux agences humanitaires de l’ONU lorsque le Coordonnateur humanitaire de l’ONU (Représentant spécial adjoint du Secrétaire général pour le BINUH) en fait la demande, conformément aux Directives du Comité permanent interorganisations des Nations Unies sur la coordination civilo-militaire, mars 2003.
- Conformément aux instructions du CdCA, participer à toute négociation, mesure de confiance et activité locale de gestion de crise.
- Rédiger des notes de prise en charge des fonctions afin de garantir la transmission des connaissances institutionnelles à l’OLCM entrant ou remplaçant, selon les besoins.
