1. Background and Rationale

The Democratic Republic of the Congo (DRC) is responding to an outbreak of Ebola Virus Disease (EVD) caused by the Bundibugyo virus strain, occurring within a complex humanitarian and public health context. The response is led by the Ministry of Health (MoH) with technical and operational support from the World Health Organization (WHO), Health Cluster partners, and other national and international actors, and is implemented under the Incident Management System (IMS).

Effective EVD response requires strong field-level coordination and implementation of public health interventions, including surveillance, contact tracing, infection prevention and control (IPC), risk communication and community engagement (RCCE), and case management support. Gaps in coordination, weak follow-up of public health actions, or poor integration across response pillars can undermine operational effectiveness and delay outbreak control.

To address these risks, WHO will deploy a Public Health Officer at sub-national level to support coordination, implementation, and monitoring of priority public health interventions within the IMS over a medium-term surge period.

2. Purpose of the Assignment

To support the effective implementation and coordination of EVD public health response activities at sub-national level, ensuring timely follow-up of priority actions, strengthened collaboration across response pillars, and alignment of field operations with IMS strategies over a six-month deployment.

3. Key Tasks
  • Support coordination of public health response activities across surveillance, contact tracing, IPC, RCCE, and case management pillars;
  • Monitor implementation of priority EVD interventions at health facility and community levels;
  • Liaise with MoH counterparts, local authorities, and partners to ensure alignment with IMS plans and guidance;
  • Support follow-up of action points from IMS, technical working groups, and coordination meetings;
  • Contribute to identification of operational bottlenecks and propose corrective actions;
  • Support supervision and mentoring of field teams involved in public health response activities;
  • Contribute to situation reports, operational updates, and IMS briefings;
  • Support preparedness and readiness activities in high-risk or newly affected areas.

4. Expected Deliverables
  • Regular updates on implementation status of public health response activities;
  • Documented follow-up of key IMS and coordination action points;
  • Inputs to situation reports, operational plans, and IMS briefings;
  • Identification of operational gaps and recommended corrective measures;
  • Improved coordination of public health interventions at field level;
  • Final handover and transition report.

5. Qualifications and Experience
  • University degree in public health, medicine, nursing, epidemiology, or related field;
  • Minimum 5 years of experience in public health programmes or outbreak response;
  • Experience supporting implementation of public health interventions in emergencies;
  • Prior Ebola or infectious disease outbreak experience desirable;
  • Experience with WHO, UN agencies, or NGOs desirable.
