BACKGROUND AND CONTEXT:
The Government of the Democratic Republic of Congo has declared a new outbreak of Ebola virus disease (EVD) in Ituri Province, primarily in the health zones of Mongbwalu, Rwampara, and Bunia. Health authorities, with the support of national and international partners, have activated emergency coordination and management mechanisms, including Incident Management System (IMS) structures, rapid response teams, epidemiological surveillance mechanisms, and community preparedness and response mechanisms.
As part of the Ebola response, the DIVAS (Directorate of Infectious Diseases and Health) is coordinating the Psychosocial Commission in close collaboration with the DPS (Directorate of Public Health), inter-agency coordination mechanisms, the Child Protection Working Group (CPWG), United Nations agencies, national and international NGOs, and community structures involved in the response.
The epidemic is occurring within a particularly complex humanitarian context marked by persistent insecurity, armed conflict, population displacement, and violence affecting communities in several areas of Ituri. The security situation continues to expose children and families to increased risks of serious violations of children’s rights, including family separation, violence, abuse, exploitation, recruitment and use of children by armed groups, as well as psychosocial distress related to repeated violence and displacement.
Furthermore, the limited capacity of social and community services in some affected areas further complicates children’s and families’ access to essential protection, psychosocial support, and care services. Operational restrictions related to the epidemic may also affect the continuity of community services and local protection mechanisms. Population movements and cross-border exchanges further complicate response efforts and increase the risk of the disease spreading.
In this context, UNICEF is requesting temporary surge support to strengthen the strategic, technical and operational coordination of the emergency child protection response, in support of DIVAS, DPS, GTPE, psychosocial coordination mechanisms and humanitarian partners involved in the Ebola response.
ROLE PURPOSE:
The Emergency Child Protection Coordinator will provide temporary support to strengthen the coordination, scaling up, and operational management of the child protection response to the Ebola outbreak in Ituri. The position aims to support a structured, rapid, and integrated response, closely aligned with operational priorities on the ground.
The incumbent will work closely with the IMS mechanisms, the DPS, DIVAS, the GTPE, humanitarian partners, and other pillars of the response (Health, RCCE, MHPSS). They will also contribute to the production and consolidation of analyses and reporting products to effectively support coordination and decision-making.
MAJOR DUTIES AND KEY RESPONSIBILITIES:
- Support the rapid scaling up of child protection interventions in Ebola-affected areas.
- Actively participate in the coordination mechanisms of the IMS, GTPE, Health, RCCE, and MHPSS.
- Ensure the operational coordination of child protection interventions within the Ebola response.
- Provide technical and operational support to UNICEF, government authorities, and humanitarian partners.
- Support preparedness and contingency planning activities for other provinces.
- Ensure the continuity of child protection services despite operational restrictions related to the epidemic.
- Supervise community and psychosocial interventions for affected children and families.
- Participate in rapid multisectoral assessments and risk analyses.
- Identify operational gaps and propose appropriate corrective measures.
- Contribute to the production of SitReps, flash updates, flash appeals, dashboards, analytical notes, donor reports, and other emergency reporting products.
- Work closely with the Information Management Officer to strengthen indicator monitoring, data collection, and analysis.
- Build the capacity of partners, social workers, community mechanisms, and frontline actors.
- Contribute to RCCE activities that integrate child protection risks. Support community initiatives aimed at reducing the stigmatization of children and families affected by Ebola.
MINIMUM REQUIREMENTS:
• Education: Advanced university degree (Master's) in child protection, social work, psychology, public health, or a related field.
• Experience: Minimum 8 years in emergency child protection and humanitarian coordination; experience in health emergencies is highly desirable; experience in complex contexts and inter-agency coordination is an asset.
• Languages: Excellent command of French required; English is an asset.
